10State Budget UpdateThe Long Bill includes an 81.8 million increase (9.6%) in funding for highereducation institutions. The CSU System’s portion of the funding increase is 12.5million (7.3%).Funding was allocated through a new funding formula.Step 1: 4.8 million - based on student headcount for Pell grant, first generationand underrepresented minority students.Step 2: 4.5 million based and Performance Funding metrics and 3.2 millionfor SEP programs.Approval for a 3% increase in resident, undergraduate tuition.

11State Budget UpdateSeparate from the higher education funding model, the CSU System willreceive 1.2M for cyber security initiatives.CSU will receive 760,000 for network hardware upgrades and 4.2million for state-funded controlled maintenance projects.CSU-Pueblo will receive 3.0 million for state-funded controlledmaintenance projects and 17 million for the Technology BuildingRenovation and Addition.

15CSU System FY 22 Budget As previewed in May 2021, the CSUS Office budget reflects continuation of operationsas well as the accelerating amount of new activity related to the Spur Campus. Theseinclude new resources for education programming, international agriculture, andpublication of State magazine. FY 22 will continue reduced campus contributions to support balancing efforts. Aftercampus contributions, the remainder of the CSUS Office budget is financed from theBoard of Governor’s Strategic Reserve. These supports are reflected in the reservecommitment sheet and the reserve balance summary. FY 22 commitments from the Strategic Reserve are presented for information only atthis meeting. An action item will be presented to the BOG in December 2021.

Included within theAppendix to the Finance Committee materials are the following documents: FY22 Tuition, Differential Tuition and Student Fee SchedulesFY22 Charges for Technology Report and ManualFY22 Cost of Attendance FY22 Student Course FeesFY22 Room and Board RatesFY22 Enrollment SummaryE&G Incremental Budget: As CSU moves forward, past the significant impacts of COVID19, revenue sources are movingin the direction of matching and exceeding those of FY19, our last fiscal year without COVID19 impacts. From a tuitionperspective, CSU has performed better than projected in attracting new students and encouraging those already enrolledto return, although their student experience was impacted because of the COVID19 health protocols. Actual enrollmentswere 3% better than projected resulting in an overall decline of 5% as compared to the 8% projected. As a result, ourtuition revenue, along with the 3% tuition increase, is up 23M for FY22.As we look forward to the actual enrollments for Fall 21, we are excited to see that the number of applications and admitsare exceeding those of both of Fall 19 and Fall 20 and deposits are mirroring those of Fall 19. If this trend continues, weanticipate that the number of new students for Fall 21 will match or exceed those of Fall 19, resulting in additional tuition,through enrollment growth, for FY23 of over 6M, net of financial aid.In FY21, the net reduction in State funding was over 7M, after taking into consideration an 85M infusion of FederalCares Act funding. For FY22, the State, in addition to returning Higher Ed to the FY20 funding level, is also providing anadditional 11M in new resources to CSU, totaling an increase in State funding of 18.4MThese additional resources are allowing CSU to move forward with investments in our employees, through salary increasesand recognition of faculty promotions, and continued support of our mandatory costs. The salary increases for StateClassified employees and Graduate Students will be effective July 1 with Faculty and Administrative Professional increasesbeing implemented January 1, 2022.In moving towards a balanced budget, CSU is realizing 2M in cost savings, in addition to the 17M realized in FY21,associated with the Voluntary Retirement Incentive Program (VRIP) for FY22. These savings represent the participation ofover 150 employees with approximately half of the positions being refilled. An additional round of the VRIP will be offeredduring June 2021 with anticipated savings to match or exceed those of the current plan with the permanent base savingsbeing realized in FY23. The overall shortfall for FY22 is 12.9M. We expect with enrollment growth and small investmentsfrom the State this base budget shortfall will resolved prior to the end of FY24, at the latest.Following are more specific details of the E&G Budget:Tuition Rates for resident undergraduates are proposed to increase by 3% from FY21. The total tuition and fee increasesare 3.2%, and the cost of attendance increase is 4.2%. Undergraduate differential tuition rates will mirror the resident andnon-resident undergraduate rate of 3%. Tuition rate increases for non-resident undergraduates and our graduate studentsare proposed to increase by 3% from FY21, as well as the PVM program rates for resident and non-resident students.Housing and Dining rate changes, housing rates range from 2.5% to 4.76% and dining rates range 0% to 5.4% increase,are based on the need to maintain the quality balanced against market rates in the private sector locally and at otherpublic universities across Colorado.Student Fees. Mandatory student fees are considered throughout the year by the Student Fee Review Board, which votesthem forward as a recommendation, with the Student Senate voting to certify the SFRB process. Charges for technology

18are voted forward by representative student boards in each college and the University Technology Fee Advisory Board forcampus wide technology fees. Facility and Alternative Transportation fees are voted forward as a recommendation bythe respective Student-Lead Fee Review Board. All fee board recommendations are also reviewed and approved bySFRB. These recommendations are reviewed by the President’s Cabinet and presented to the Board with therecommendation of the University and ASCSU Presidents.Special Course Fees represent expenses related to a specific class. These fees follow Board guidelines and arerecommended by the Special Course Fee Review Committee, chaired by the Vice Provost for Undergraduate Affairs. Thenet impact of these changes is 1,916 (which, in turn, equates to less than .01% of the total university budget).In summary, all these recommendations represent the culmination of more than a year’s worth of discussion, includingdiscussions with this Board at each meeting. They strike a balance that recognizes affordability issues but also maintainsquality and limits growth outside the academic core of the university. They are beneficial to Colorado State University andthe constituents we serve.

Includedwithin the Appendix are the following documents: Tuition Rate Schedule Extended Studies Tuition Rates Differential Tuition Rates Course and Program Fees Mandatory Student Fees Room & Board Rates Parking rates Cost of AttendanceAll Funds Summary. The all funds summary gives an overview of budget for all operating revenues andexpenses for FY21 and the incremental impact in FY22. The FY22 year displays a scenario with a 3%tuition increase. Included, also, are the assumptions of a 1.5% enrollment growth and a 3% salaryincrease. Notable items are the adjustment to the CARES funding that is reduced from its originalnumber of 10.8m to 5.9m and using System Resources of 4.8m to cover the difference. For FY22,the total incremental net impact of resources less expenses is 2.6m. In addition, in FY21 reliance onone-time resources shifted from Board reserves to the HEERF funding. In FY22, the loss of the FY21resources are projected to be replaced with both HEERF funding and funds from the HSI grant, thusrealizing a projected favorable net of 3.9m.Incremental Budget. As with the all funds summary, the incremental budget is modeling residentundergraduate tuition with a 3% increase. Also, there is a 1.5% assumption included for enrollmentgrowth as well as the addition of state funding in the amount of 2.7m. New resources are 4.4m. Theproposed new expenses total 1.5m with the majority of the expense coming from salary increases of 1.3m. Other new expenses include 665k for mandatory costs and 430k to reinstate institutional aidthat was temporarily cut in FY21. Also, included in the calculation is a decrease in our expected decreasein fringe cost for FY22 and temporary position reductions for a total decrease of 900k.Tuition Rates. As mentioned, tuition rates have been modeled at a 3% increase for all tuition categories.Cost of Attendance. The cost of attendance for resident undergraduate students will increase by 3.4%.This figure includes mandatory student fees and room and board increases.

Mandatory student fees are considered by the Student Fee Governing Board (SFGB),which forwards recommendations to the Associated Students’ Government (ASG) for deliberation. ASGrecommends increases to the CSU-Pueblo President and the Board of Governors for final approval. Thestudents approved a total fee increase of 4.20. In addition, contingent upon programmability, thestructure of how our student fees are assessed is moving from a predominantly per credit hourapproach to a flat rate tiered approach.This new tiered approach will attempt to resolve the decrease in student fees that has been occurringover the last few years. The former application of student fees was only assessed to student credit hourstaken as “Resident Instruction”. With more Residential Instruction students enrolling in ExtendedStudies online courses, it was necessary to create this new fee structure. If new tiered approach is notprogrammable, per credit hour approach will be used.Course and Program Fees. Course fees are governed by the University’s Institutional Fee Plan, whichthe Board approves in August. All of these fees are initiated by the proposing unit in coordination withthe appropriate Dean. They are reviewed by the appropriate Dean, Department Chair, and the twoAcademic Senators from the proposing unit’s school or college. The overall impact of the proposed newcourse fees and adjustments is minimal with an estimated total decrease of 1,500.Housing and Dining Rates. Housing rates will increase overall by approximately 2.2%. The rates includean increase of 50 for the shared bedroom-semi suite with a 70 increase for the unlimited meal plan.Parking Rates. The proposed parking fee returns the rates to what they were in FY20 after they werereduced in FY21 due to the implications of the COVID-19 pandemic.
