Monje managed the agencyreview process for domestic agencies forthe Biden-Harris Transition. Monjepreviously served as acting under secretaryand assistant secretary for transportationpolicy for the U.S. Department ofTransportation where he oversaw implementation of surfacetransportation programs the discretionary grant programs,and efforts to promote equity and economic development.Monje is the first in his family born in the United States. Hisfamily is from Argentina.2 SALZBERG/2021 MEMORIAL LECTURE PROGRAMFarrukh Bezar is the senior vice presidentof marketing for CSX, a leading supplier ofrail-based freight transportation in NorthAmerica. He is responsible for leading thecompany’s merchandise marketing groups,as well as overseeing corporate strategy. Inthis role, he helps to effectively identify,develop and execute initiatives that furtherexpand the company’s business portfolio, capture marketshare and grow the franchise.A transportation and logistics industry strategist andanalyst for more than 25 years, Bezar joined CSX in2019. Prior to that, he was managing partner at LynwoodPartners, a transportation and logistics advisory firm thathe founded. Bezar held other senior leadership roles withinthe transportation and logistics function at Clarendon, BoozAllen Hamilton and A.T. Kearney. In addition, he worked insales and marketing at Atchison, Topeka and Santa Fe RailwayCompany and served as a financial analyst with ChaseManhattan Bank.Bezar earned a bachelor’s degree in economics and politicalscience and an MBA in management, marketing andtransportation from the J.L. Kellogg Graduate School ofManagement, both at Northwestern University.DAVE BROERINGPresident of Non-Asset-Based Logistics, NFIDave Broering is the president of non-assetbased logistics with NFI, a leadingPhiladelphia-based logistics companycommitted to providing supply chainsupport for every type of business and oneof the largest privately held and familyowned third-party logistics companies inthe United States. He has over twodecades of experience within the third-party logistics spaceand has developed outstanding expertise in creating fastgrowing and efficient tech-enabled operations focused oncustomer service and execution.

As president of NFI, Broering leads the brokerage, intermodal,global freight forwarding and fourth-party services. Bycombining his experience at American Backhaulers andCH Robinson with his blend of technology and operationexecution, Broering’s non-asset division continues to be oneof the fastest-growing sectors within his company.Prior to his current position, Broering was the senior vicepresident of integrated solutions at NFI. He previouslyworked as a senior sales executive at CH Robinson, one of theworld’s largest logistics platforms. Broering holds a bachelor’sdegree from the University of Dayton.KARA KOCKELMANProfessor of Engineering, University of Texas at AustinKara Kockelman, Ph.D., P.E., is the DewittC. Greer Professor of TransportationEngineering at the University of Texas atAustin and a recognized expert on thesubjects of autonomous vehicle use andshared autonomous systems, as well astravel demand forecasting, travel behaviorand crash forecasting, roadway pricing, andtransport emissions and energy. She is well-known forcharacterizing the benefits, costs and use opportunities ofautonomous and electric vehicles, as well as forecasting thenation’s vehicle-fleet evolution.Kockelman has served on many National CooperativeHighway Research Program, Transit Cooperative ResearchProgram and Strategic Highway Research Program panels andproject teams, a National Research Council Committee andthe Research and Innovative Technology Administration’sCouncil on Transportation Statistics Advisory Council onTransportation Statistics.Presently, she sits on the Eno Center for Transportation’s boardof advisors. She has been the lead investigator on over 30sponsored projects, including those for the National ScienceFoundation and the U.S. Environmental Protection Agency,as well as chaired the Transportation Research Board’s BlueRibbon-winning Travel Survey Methods Committee.She earned her bachelor’s degree in civil engineering, amaster’s degree in city and regional planning, and a master’sdegree and Ph.D. in civil engineering, all from The Universityof California at Berkeley.ANDREW M. MAXWELLSenior Program Manager/Innovation Strategist,C&S CompaniesAndrew M. Maxwell G'06 (MAX) is asenior program manager and innovationstrategist for Syracuse, New York-basedC&S Companies. There he serves both thepublic and private sectors supportingproject management and innovationcapacity-building in municipal planning,property redevelopment, environmentalrestoration and policy making in the autonomous systems,civic innovation and other spaces.Maxwell has held leadership roles with the city of Syracuseand Onondaga County (New York), including director ofpolicy and innovation for the city of Syracuse, where he ledthe City Hall-based Innovation Team – one of the first in thenation to use data-driven approaches to create infrastructurepractices and improve economic opportunities.In addition, Maxwell was as director of the SyracuseOnondaga County Planning Agency, where he oversawthe most detailed and extensive municipal plan in the city’shistory. He also was the founding director of the City ofSyracuse Bureau of Planning & Sustainability.Maxwell has served on approximately two dozen nonprofitboards of directors, including the Syracuse City SchoolDistrict Educational Foundation, the Rescue Mission Alliance,and the Onondaga County Resource and Recovery Agency.In 2012, he was a delegate to the Democratic NationalConvention for President Barack Obama.After earning a bachelor’s degree from St. John Fisher College,he received a master’s degree in public administration in 2006from Syracuse University’s Maxwell School of Citizenship andPublic Affairs.Kockelman has authored two books, over 180 publishedpapers and 65 technical reports addressing analysis oftransport data for behavioral forecasting in passenger andfreight, as well as short- and long-distance travel.SALZBERG/2021 MEMORIAL LECTURE PROGRAM 3

TOTEis a Jacksonville, Florida-basedtransportation company that includesTOTE Maritime, an ocean carrier thatbrings reliability and service to market, andTOTE Services, which provides crewing and technical servicesto meet the needs of commercial and U.S. governmentvessels. Under Nolan’s leadership, TOTE has become one ofthe most reliable and efficient carriers in the maritime industry.Nolan joined the company in 2013 as executive vicepresident for TOTE Maritime and was promoted to presidentof the busines unit the following year, a position he held untiltaking on his current position in 2018. Prior to joining TOTE,he was a senior vice president of the international division forYusen Logistics Americas and in both shipping and logisticsdivisions for A.P. Moller-Maersk.With bachelor’s and master’s degrees from St. Joseph’sUniversity in Philadelphia, Nolan is also an alumnus ofThe Ohio State Fisher School of Business and ColumbiaUniversity Executive Business programs.BETHANN ROONEYDeputy Port Director, Port Authority of New York andNew JerseyBethann Rooney is the deputy portdirector at the Port Authority of New Yorkand New Jersey, the nation’s third largestport. There, she manages operations,maintenance, safety, security,infrastructure, planning, goods movement,sustainability and commercialdevelopment. Rooney has held the positionsince 2019, after serving as the port’s assistant director ofstrategy and innovation. She is the architect and coordinatorof the port’s Council on Port Performance, which wasestablished as a framework for port constituents to identifychallenges to efficiency and service reliability.4 SALZBERG/2021 MEMORIAL LECTURE PROGRAMRooney also serves as the general manager, port security, atthe Port Authority, a post she assumed in the aftermath of9/11. Recognized as a world leader in maritime security andemergency management, Rooney implemented and oversawa comprehensive security and emergency managementprogram in the nation’s most visible, highest risk port. Hermeasures to avoid losses associated with natural and manmade disruptions have become a model for other ports.Rooney has testified before Congress regarding port andmaritime security, operations, productivity and environmentalsustainability.A graduate of SUNY Maritime College with a master’s degreein international transportation management and a bachelor’sdegree in maritime transportation, Rooney is an accreditedmaritime port executive by the International Associationof Maritime Port Executives. She currently serves on theInternational Standards Organization’s Technical Committee8 on Ships and Marine Technology. Rooney is a two-timerecipient of the U.S. Department of Homeland Security’sDistinguished Public Service Award and the U.S. Departmentof Transportation 9/11 Medal.PAUL SVINDLANDCEO, STG LogisticsPaul Svindland ’93 is the CEO of STGLogistics, a leading provider of import/export and value-added warehouselogistics services headquartered inChicago. Prior to joining STG Logistics, heserved as the CEO and a board member ofCeladon Group, Inc., one of NorthAmerica’s largest asset-based truckloadcarriers. Svindland has extensive career experience in thefield, having also been chairman and CEO of FarrenInternational, a leading private equity flatbed truckingcompany; and chief operating officer of Pacer International/XPO Logistics, Inc., a leading provider of intermodal services.He also co-led a transportation and logistics consultingpractice at AlixPartners, which he helped grow into anindustry leader focusing on helping clients achieve top lineand profit objectives. Early in his career, Svindland worked atMaersk, one of the world’s largest ocean shipping lines. Hehas served on numerous boards in his field and currently is aboard member of BDP International and Stella Environmental.

Svindland earned an MBA in marketing and operationsmanagement from The Wharton School at the University ofPennsylvania, as well as a bachelor’s degree in transportationand distribution management and operations management,from the Whitman School of Management at SyracuseUniversityDAVE WHITAKERChief of Development, NUAIRDave Whitaker G'84 is currently the chiefof development at NUAIR, responsible forgenerating business and planning thelong-range capabilities necessary tosupport the continued commercializationof Unmanned Aeriel Systems (UAS). Thisrole supports NUAIR’s objective tofacilitate the use of UAS to improve safetyand efficiency of transportation while creating newemployment opportunities in New York. Previous to NUAIR,Whitaker was the director of programs at Gryphon Sensors, acommercial subsidiary of SRC Inc., focused on the applicationof advanced surveillance and communications technologies insupport of commercial UAS operations. This includes thedevelopment and fielding of several RF sensors andcommunications systems at multiple locations supporting theintroduction of UAS and several use cases for the purpose ofgenerating safety cases to the regulatory agencies in supportof flight permissions.Whitaker spent nine years leading an RF design andfabrication organization, doubling the revenue andbroadening the application to new applications andenvironments including commercial space. He spent thefirst 25 years of his career in various business leadership,engineering leadership, and engineering development rolesin the air traffic management and defense markets. A systemengineer by training, Whitaker has a bachelor’s degree inelectrical engineering from the University of Connecticutspecializing in communications systems and digital processing,a master’s degree in electrical engineering from SyracuseUniversity specializing in electronic sensor engineering, andan MBA from Syracuse University focused on innovationand management. He is a graduate of the General ElectricAdvanced Course in Engineering and enjoys coaching youngpeople in his spare time.JAMIE WINDERSProfessor of Geography, Maxwell School of Citizenshipand Public Affairs, and Director of the AutonomousSystems Policy Institute, Syracuse UniversityProfessor of Geography at the MaxwellSchool of Citizenship and Public Affairs,Jamie Winders is the founder and directorof the Autonomous Policy Institute atSyracuse University. There, she overseesinterdisciplinary research and teachinginitiatives focused on the technology/design, policy/governance and societalimpacts of autonomous systems and artificial intelligence andtheir varied uses worldwide. Her work in emergingtechnologies addresses topics like smart and connectedcommunities, STEM and pipeline pathways issues, artificialintelligence and concepts of risk, and technology and publicperceptions. Within the social sciences, she is known for herinterdisciplinary work on international migration andcontributions to geography’s engagement with race, labor andsocial reproduction. Editor-in-chief of the InternationalMigration Review and associate editor of culturalgeographies, Winders’s long-standing research interestsfocus on interactions between changing patterns of immigrantsettlement and racial/cultural politics, particularly in thecontext of new immigrant destinations.Winders earned a Ph.D. from the University of Kentucky. Shehas been a member of the University’s faculty since 2004and involved in a number of interdisciplinary research andteaching initiatives—from environmental studies and scienceto landscape studies and art history.
