Dexis reserves the right to reject any and all offers, to add, delete,or modify any element of the solicitation at any time without prior notification and without any liabilityor obligation of any kind. This RFQ does not obligate Dexis to enter into a contract nor does it obligateDexis to pay any costs incurred in the preparation of submission of any Response.Dexis anticipates that this Request for Quotation (RFQ) will result in a Blanket Purchase Agreement (BPA)to one or more qualifying vendors.B ACKGROUNDDexis Consulting Group is a for-profit company founded in 2001 to strengthen management systems forthe U.S. Government across developing economies. Dexis provides monitoring and evaluation, programmanagement, institutional support, project implementation, and training solutions to address some ofthe world’s greatest challenges.D ESCRIPTION OF S E RVICESDexis’ projects require translation services. Occasionally, different materials need to be translated intoone or more languages. Required translation services include, but are not limited to: translation ofreports, graphics, written materials, data collection tools, presentation materials, surveys, or consentforms, etc. The subject areas for translation include the following: Democracy, Human Rights andGovernance, Health, Peace and Security, Conflict Resolution, Monitoring, Evaluation & Learning (MEL),Food Security, etc. Dexis expects to request services on as needed basis with different timelines. Dexismay require the following translation services: English to FrenchFrench to EnglishEnglish to SpanishSpanish to EnglishEnglish to PortuguesePortuguese to EnglishEnglish to RussianRussian to EnglishEnglish to ArabicArabic to EnglishEnglish to ChineseChinese to EnglishVendors may submit offers for one or more of the above-mentioned languages, however all offers mustinclude at least one of the “core” languages at a minimum: French, Spanish and/or Russian. Offerors willnot be penalized for submitting an offer for just one language if an Offeror responds with at least oneSample Translation. Offerors may propose additional languages.21-BPA-001Page 1

S AMPLE T RANSLATIONDexis requests that offerors provide sample translations of the text provided below into the followinglanguages: From English to Spanish, From English to French, and/or From English to Russian.Offerors are encouraged to provide all three sample translations. However, offerors will not bepenalized for providing one (or two) translation sample(s) only if they are not offering all threelanguages. Offerors must submit the following in order to be consideredresponsive and eligible for award:1. A contact name, email address, and telephone number to facilitate communication betweenDexis and the prospective contractor.2. General information about the contractor’s history and experience.3. If a government, its agents, or agencies, have an ownership or managerial interest in the company,the prospective contractor must indicate this when submitting its offer. Failure to do so will resultin the prospective contractor’s offer being removed from consideration.4. A brief outline of the company, including:a. b. Corporate and tax registration documents;c. Full name of the legal representative (president or managing director) of the company(not applicable for individuals);d. Name of any individuals or entities that own 50% of more of the company;e. Year business was started or established; andf. U.S. companies must complete Annex 1 and indicate if they are a registered SmallBusiness (see Annex 1). Size re-certification may be required prior to award.5. Technical proposal including:a. Timelines for standard and rush translation services;b. Minimum of three (3) references of the similar work performed in the past three (3)years. References must include the following: name of the entity; contact name, phonenumber and email address; time periods when the work was performed; amount of thecontract; brief description of tasks, responsibilities, and deliverables. Offerors mustclearly stipulate their approval to contact those references;c. At least one sample translation (Spanish, French and/or Russian) of the text included inthe section entitled “Sample Translation”.6. Price proposala. Offerors shall submit a price proposal using the format provided below. Dexis requestsquotations on a per word basis. 8. The prospective contractor must disclose in writing with its Response any subcontracting thatwill take place under an award. Prices quoted must be valid for entire length of contract (3 years).4. All procurement will be subject to Dexis contractual terms and conditions.5. Dexis reserves the right to accept or reject any quotation or stop the procurement process at anytime, without assigning any reason or liability.6.
