Key Points in the following agreementThe following connection agreement allows the user to connect a Solar PV system or micro windturbine to the Lord Howe Island Distribution System. The power system on Lord Howe Island isconsiderably smaller than the main grid in Australia and as such there are various limitations as tohow much Renewable Energy (RE) can be absorbed at any single point in time.To this end, this agreement has clauses that can limit the output of the intended RE systemdynamically (see section 6a) where a situation is detected that has the potential to cause reductionin grid quality (including outages or brown-outs) or on a permanent basis (see section 7c). This willreduce the amount of energy generated by the proposed RE system and will affect the financialconditions by reducing the effective financial benefit of the RE system.The LHIB undertakes that all due care in the acceptance of RE system installations will be taken inorder to reduce the likelihood of significant reduction of RE system output (such as phasedinstallations of Solar PV and detailed system analysis) however, the LHIB cannot be held financiallyresponsible for any losses incurred due to an installation not producing as much energy as describedby the installer.Note also that this reduction in produced energy will reduce the Renewable Energy Certificates(RECs) that most suppliers purchase as an offset to the cost of installation. Note that they purchasethese RECs in anticipation of their production and a reduction in the energy production may makethe final cost of installation higher than for a similar installation on the Australian mainland.Submission of this application in no way binds the LHIB to accepting the proposed installation of REsystem. It may be the case that prior to the issuance of a certificate of acceptance, modifications tothe application (such as reducing the amount of RE system to be installed) or further electrical worksat or between the property and the common point of coupling to the Lord Howe Island DistributionSystem (LHIDS) may be required as identified by the LHIB, such as changing the connection methodof the property to the LHIDS. This may or may not be a cost to the consumer, depending on theworks required.Acceptance of this submission and the subsequent installation of the RE system is at the solediscretion of the LHIB.The list of suitable inverters have been chosen on the basis of their ability to integrate successfullywith the LHIDS, including the ability to adjust the fault parameters to suit the LHIDS and the ability tocontrol the power output from the inverter.The design and installation of the system must be undertaken by suitably qualified persons,including CEC certification in design and installation of renewable energy systems. Any personresponsible for the installation of cabling must also be an electrical fitter, certified to “A Grade”license in the state of New South Wales.Version 1.0 31 August 2011

Refer toscheduke 4 for a list of acceptable REGrid Tie Inverters;c. all RE Grid Tie Inverter system installedat the premises, must not be more than50 kVA;d. there must be current LHIB electricitycustomer contract for the premises;3Customer’s Obligationsa.The customer is solely responsible for,and will bear cost associated with: obtaining the system; obtaining and complying with allapproval required for thesystem; the design, installation andmaintenance of the system.b.The customer must ensure that: the system is regularly maintainedincluding the maintenance of theelectrical protection; the system continues to complywith and perform in accordancewith the Electricity Law and anyapplicable standards; LHIB prior written approval isobtained for any replacement of, oralterations,modificationsoradditions to systems; and the systems settings are notreplaced, modified or tamperedwith in any way.e. prior to approval of the system by LHIB,the customer must submit the followingdocuments to LHIB: theContractandTechnicalDetails, duly completed andapproved by LHIB ElectricityOfficer; a wiring diagram, approved byLHIB Electricity Officer; Copyofsystem/productDeclaration of Conformity toAS4777.f.following approval of the system byLHIB, the customer must submit thefollowing documents to LHIB: theElectricalCertificateofCompliance; and the Commissioning Certificate,duly completed by the installerof the system.Version 1.0 31 August 2011

c.Qualified Personnel The customer must ensure thatonly approved installer anddesigner by LHIB carries out:o the design of the system;o the installation of thesystem;o regular maintenance ofthe system;o anyreplacementoradditions to the system.ooo RE System designer and installershall have a minimum qualificationsof:o CEC Accredited Designerand Installer;o “AGrade”LicensedElectrical Worker. The customer must ensure that anyperson operating and maintainingthe system:o is appropriately trainedand competent in theoperating the system;o has adequate knowledgeand sufficient judgementto be able to respondappropriatelyinanemergency;d.4Metering and networkconnectionsa.The meter will be installed andmaintained by LHIB and will remain at alltimes the property of LHIB.b.The customer will pay all the costassociated with network connection.c.Export energy, Green Energy Certificateand other renewable energy schemeshall be subject to LHIB policy;d.LHIB is not required to purchase any‘renewable energy certificates’ (RECs)generated by the Solar PV system;e.The customer may request LHIB to testthe meter at the customer’s cost andhas the right to be present during thetest;No Interference with Safety NoticesThe customer must not, and must notpermit any other person, to act contraryto or interfere or tamper with, removeor otherwise damage any switches,stickers, tags or other notices (SafetyNotices) placed by LHIB on the system.e.oProtection of the Network The customer will:o not interfere or allow itsemployees, agents, contractors orVersion 1.0 31 August 2011invitees to interfere with thesystem;use reasonable endeavours toprotectthesystemfromunauthorised interference;notify LHIB of any interference,defect or damage to the systemwithin 3 days of becoming awareof it;pay the reasonable costs of repairor replacement of the system, onrequest, if the defect or damagewas caused by the customer, iledtotakereasonable care to prevent that;andnot do anything that interfereswith the safe or efficientoperation of the network orpermit anyone else to do so.

f.LHIB will refund the cost of a test if itshows the meter is defective;g.LHIB may initiate at its own cost to testor replace the meter.5b. Where practicable, LHIB will give thecustomer written notice, if aplanned interruption is required.Access to Premisesa.b.The customer hereby authorises an LHIBElectricity Officer access to the premisesto: inspect and ensure that thesystem is safe and to minimisedamage; investigate, examine, read andtest the system; take photos or make records forthe purpose maintenance orevidence; disconnect the system; or conduct any activity required orpermitted by law.LHIB will, where applicable, give thecustomer reasonable notice of itsintention to enter the premises if accessis required except where: access is required in anemergency; or the customer has previouslygiven permission.6 to allow compliance with goodelectricity practice or otherdangerous or unexpected event.Interrupting, Reducing orCeasing Electricitya. LHIB has the right to remotelymonitor and control the systemconnected to the LHI network: to allow LHIB to maximise therenewable energy penetrationto the network; to ensure network stability andallow any network maintenancework;Version 1.0 31 August 2011c. LHIB has the right to reduce theoutput of the RE system in order toprevent in it’s opinion a situationthat would threaten networkstability. Where this affects theexport of energy to the grid, LHIBwill not be subject to damagesclaims for the non-utilised energy.7Disconnectiona. The customer may request that LHIBdisconnect the system from the networkanytime, by giving at least 7 businessday’s notice before the date thecustomer wants the system to bedisconnected;b. LHIB will disconnect the system from thenetwork at anytime if the customer doesnot meet the criteria set out in clause 1of this agreement or if this agreement isterminated in accordance with clause 8.c. LHIB may disconnect the system fromthe network at any time withoutrequirement of prior notice if LHIBdetermines that the PV is dangerous orpresent risk to integrity of the network.d. LHIB will not reconnect the system tothe network until it is satisfied that thecustomer has corrected any issues withthe system and satisfied LHIB concerns.The customer will need to reapply toLHIB to have the system reconnected.

e. Wherethesystemhasbeendisconnected from the network, thecustomer will not be able to exportelectricity from the RE system to thenetwork.8Terminationa. This agreement terminates withoutdefault if for any reason: the LHIB Customer Contractterminates; the RE inverter system isdisconnected from the networkin accordance with clause 7a; or the customer ceases to own oroccupy the premises.Version 1.0 31 August 2011b. The customer is in default if: the customer does not continueto comply with clause 1 and 3 ofthis agreement; the customer fails to complywith any requirement of theElectricityLaw,applicablestandards and LHIB policy.c. If the customer is in default, LHIB willdisconnect the RE inverter system fromthenetworkandterminateagreement with immediate effect.this

Schedule 4 – List of Technical Compliant Grid Tie InvertersThese lists are inverters that have been assessed as meeting the criteria which make themesuitable for connection to the LHI distribution network. The inverter and protection equipmentmust be certified by a recognised testing laboratory and approved prior to being connected to theLHI distribution network. It is the manufacturers or their agent responsibility to formally seekapproval and to ensure that the inverters certification remains current.
