(U) The Return of Forees to Germany, REFORGER, 83 was the fifteenthstrategic mob1lity exercise executed under the 1967 London Tripartite Agreementamong the United States of America, the United Kingdom, and West Germany. Theagreement allowed the U.S. 24th Infantry Division (Mechanized), located in Germanyto restation its division base and two brigades in the United States, while leavingone brigade in place. The agreement further stipulated that the 24th ID(M) wouldreturn the division(-) annually, draw Prepositioning of Materiel Configured To UnitSets (POMCUS), link-up with the forward stationed brigade, and then partiCipate in aEuropean field training exercise (FTX). In 1970 during REFORGER II, the 24th In(M}IllS replaced by the 1st Infantry Division(Mech), making the 1st ID(M) the REFORGERdesignated division. As POMCUS sets were increased, the annual REFORGER strategicdeployment expanded to include different CONUS divisions. Continued retinement ofU.S. support to NATO necessitated .the addition of non-divisional combat, combatsupport, and combat service support units. Additionally, the deployment of anon-POMCUS division in 1976, the 101st Airborne Division (AASLT), added a newdimension to the original REFORGER concept. Subsequent REFORGERs have addednumerQus innovations including deplQyment of reserve components units and no-noticeemergency deployment readiness exercises (EDREs). The major participants inREFORGER 83 were the 3d (US) Corps Battle Staff; 1st Cavalry Division (-); 3dArmored Cavalry Regiment(-}; 1st Battalion, 75th Infantry(Ranger) ;and the 1stBattalion, 198th Armor(MS ARNG). These forces in concert with reserve componentsand active 'duty combat and combat service support units participated in or insupport of either 1st (NL) Corps FTX ATLANTIC LION or V (US) Corps FTX CONFIDENTENTERPRISE. REFORGER 83 exercised wartime operational plens, offered excellenttraining, and demonstrated the flexibility and resolve of the U.S. to reinforceNATO. A total of 16,044 CalUS personnel deployed b. (U) REFORGER 63 was based on the current USAREUR-REFORGER Five Year Plen.Detailed planning and coordination began in April 1982 at the Initial PlanningConference (IPC) held at HQ USAREUR. At ENDEX, CINCUSAREUR reassumed OPCOlf(US) of CONUS-based forces through hismajor subordinate COlIID8nds (HilCs) for: olean-up; return of POMCUS to storage sites;sea deployed equipment to POEs; participation in post-FTX interoperabllity training;and for strategic aeromedical evacustion exeroise and redeployment from Europe.3.(U) EXECUTION:a.(U) REFORGER 83 covered the period 25 August - 28 October 1983.The exercise "8 divided into the foul' phases outlined below:(1) Phase I - Deployment (25 Aug - 19 Sap 83): COIlUS forcesmoved selected equipment by sea . and personnel and equipment by ail'. The majority ofthe 16,044 persoMel were moved by air on 130 flights from twenty-three CONUS AerialPorts of Embarkation (APOEs) to six Aerial Pcrts of Debarkation (APODs) located atBrussels; Belgium; Schipol; Netherlands; Luxembourg City; Luxembourg; Dusseldorf;G8I'IIIany; and IIamstein and Rhein Main Air Bases in Germany. A strategic airborneoperation utilized five C141's. POMCUS shortages, other required equipment andnon-POMCUS units equipment (5;235 short tons of equipment including 711 wheeled, 50tracked vehicles) departed CONUS ports and Puerto Rico aboard the American Eagle,the Cygnus and the Amerioan Rapid.(2) (U) Phase II - Reception. Preparation for Combat. and OnwardMovement (21 Aug - 13 Sep 821: During Phase II units continued deployment to aerialparts in Gel'lllany and the BENELUX under previsions of OPLANS oited in paragraph 2above and the newly approved Joint Support Plans with Belgium and the Netherlands.Elements arriving at ,Luxembourg City airport were moved by Canadian and US C130's toGermany. CONUS POMclis unit" drew POMCUS and moved by road and ra11 to TacticalAssembly Areas (TAAs) in the Central Army Group (CENTAG) area of Germany or astaging area in the Netherlands to prepare for the REFOHGEH-affiliated tactioalexercises. The American Eagle. Cygnus and American IIapid arrived at Seaports ofdebarkation (SPODs) 'on 12-13 Sep 83 ( Antwerp, BE; Rotterdam; and Ylissingen, NLrespectively) and completed discharge on 13 Sep 83. Priority personnel andequipment were nown from Durne, BE, and Gilze-Rijen, NL on US and CA C130's and. GEC160 airoraft into' Germany for participation in FTX CONFIDENT ENTERPRISE. OtherperscMel and equipment road 01' ra11 marched tc TAAs in the CENTAG area forpartioipation in CONFIDENT ENTERPRISE 01' a staging area in the Netherlands forpreparation for partioipation in I(NL) Corps exercise ATLANTIC LION. (3) (U) Phase III Exercise Partioipation (19-29 Sep 83): U.S.units participated in 1st (NL) Corps FTX ATLANTIC LION 01' Y (US) Corps FTX CONFIDENTENTERPRISE.(4) (U) Phase IV Reoovery and RedeplOyment (18 Sep - 28 Oct 83):27 platoon-sized elements from CONUS units trained with oounterparts from German,British, and Belgium Corps. One CONUS company from 1st CD(AR) oonducted MilitaryOperatiOns in Urban Terrain (HOUT) training in Berlin. The remainder of COIUSforoes oleaned, performed maintenanoe and turned in POMCUS to Combat EquiJlll8l'ltCompany (CEC) sites. After staaing inthe Netherlands, 1st Cav Div units moved under the Netherlands Territorial Commandcontrol to river crossing sites on the HAAS. Proll the German border units IIOvedunder the contro of German Territorial Northern Command to crossings of the Rheinriver and onward into taotical assembly area. Offensive and defensive operationswere oonducted in Germany. III (US) Corps Battle Staff assisted 1st (NL) Corpl! incontrolling the exercise. Of speoial note is the participation of the 1stBattalion, 198th Armor from the Mississippi Army National Guard as a round out unitto the 1st Cav Div. This battalion drew POHCUS and partioipated in the first weekof the FTX. 1st (NL) Corpl! objectives to promote interoperebllity and exercisegeneral defense and contingenoy plans were met.(1)(2) (U) V (US) Corps FTX CONFIDENT ENTERPRISE (19-29 Sap 83):V (US) Corps conduoted a free play exeroise in which the 8th Infantry Division, asthe aaressor, conducted offensive operations aasinst the 3d Armored Division duringthe first week. Through shifts in combat power, the 3d AR Div was weighted foroffensive operations during the second week. The 3d Armored Cavalry Regillent andthe 1st Battalion, 75th Infantry(Ranger) were the major CONUS partioipants. Theexeroise inoluded a strategio airborne operation involving the Rangers. V Corpsexeroise objectives were centered'on improving air-land,force applioations andexercising rear area operations.(3) U AREUR S onsored PTX CARSON WOODSSPG(A) and 1-11 SPG(A (NY USAR) participated in thisexercise by collecting strategic intelligenoe Elements of 1-104. (U) REFORGER 83 OBJECTIVES: USAREUR exeroise objectives were met, withexceptions noted. Lessons learned based upon these objectives are identified in theannexes to this report.a. A seven day arrival window in 1982 was reduced to ninty-six hours thisyear. Reception of 71J ot the torce in four days resulted in 88J of the unitsinitiating POMCUS draws within a seventy-two hour period. This 18 the mostcompressed schedule ever attempted. There were no insurmountable problemscreated.I b. For the first time, the new Lines of Communication (LOC) support plansand agreements were used. COOrdination and understanding were greatly improved andshould continue to improve as familiarity with provisions of agreements develop andimplementing instructions are finalized. Worthy of special mention was food serviceand Class I support in
