The McLane Elementary community raised 2,685, surpassing theirgoal. Each grade level competed to seewhich could raise the most money, withthe third grade taking first place by raising 628. For their efforts, all thirdgraders received an ice cream float partywhich was held on Jan. 7.Pennies for Patients raises funds forthe Leukemia & Lymphoma Society,which invests the funds in groundbreaking cancer research, patient educationand support services, and advocacyefforts aimed at making treatments moreaccessible and affordable for families.Above, third graders at McLane posewith the ceremonial check. The news releasestates the AA rating declares the city "tobe at a very strong capacity to meetfinancial commitments due to its leadership, organizational policies, and financial stability. It will position the City toreceive the best possible interest rateson future borrowings."“The City of West Bend has made atremendous commitment to its shortand long-term financial wellness,” saidCity Administrator Jay Shambeau. “Thisimproved rating reflects the hard workand dedication of City Council members,the Finance Department staff, and ourdepartment head team.“S&P upgraded the City’s bond rating,last conducted by Moody in 2019, fromAa3 to AA. In summary, the ratingreflects S&P’s assessment of the City's:Strong economy with access to abroad and diverse metropolitan statistical area (MSA). The city has a projectedper capita effective buying income of98.3 percent of the national level andper capita market value of 93,945.Overall, the city's market value grew by6.9 percent over the past year to 3.0billion in 2020. The county unemployment rate was 2.5 percent in 2018.Strong management with good financial policies and practices under ourFinancial Management Assessment(FMA) methodology. West Bend conductsline-by-line budgeting, relying on historical information to determine trends. Very strong budgetary flexibilitywith an available undesignated fund balance in fiscal 2018 of 28.3 percent ofoperating expenditures.Very strong liquidity with total government availablecash at 78.8 percent of total governmental fund expenditures and 3.3 timesgovernmental debt service, and access toexternal liquidity we consider strong. Thenon conference win lifted KML’s overallrecord to 10-1 while Slinger dropped to8-2.West Bend East beat Hartford on Jan.10, 76-72. Keghan Tighe led East with25 points while Jadon Melvin ledHartford with 23 points. The followinginformation was provided by the city:MacFarlan has spent his entire 24year law enforcement career at theHartford Police Department. He began asa patrol officer before earning a promotion to the rank of detective. After serving three years in that role, he earned apromotion to administrative lieutenant,and has served in that capacity for thelast 13 years. As the administrative lieutenant, he oversees the department’sInvestigations Bureau, EmergencyCommunications Center, CommunityOutreach Programs, is the liaison to theWashington County District Attorney’sOffice for all criminal complaints, andperforms a variety of technical supportduties.MacFarlan came to the HartfordPolice Department with an Associate’sDegree, and later completed hisBachelor’s Degree at night throughMarion University. He is currentlyenrolled in a Master’s Program atMarion. MacFarlan is also a graduate ofthe University of Wisconsin’s CertifiedPublic Managers Course.He brings valuable senior commandofficer experience with him garneredfrom the roles he has played in the renovation of the Hartford PoliceDepartment’s facility, multiple upgradeswithin the Hartford Police Department’sEmergency Communications Center, anda variety of community outreach efforts.MacFarlan made it clear to the commission that he fully embraces the community-based policing model at theHartford Police Department, and that athis core he was “COMMUNITY PROUD.”He plans to build on the many community partnerships that the HartfordPolice Department has built over theyears.MacFarlan will join a select group ofHartford’s "Top Cops." Since the department’s founding in 1922, the reigns ofthe agencies command have only beenheld by seven other individuals: ChiefJohn J. Murray (1923-1944), ChiefHarold J. Emmer (1945-1953), ChiefClement J. Mueller (1954-1966), ChiefJames W. Gregor (1967-1980), ChiefDavid C. Henry (1980-1992), ChiefThomas O. Jones (1992-2006), and ChiefDavid A. Groves (2006-2020).Current Police Chief David Groves -who is retiring from the post -- said,“Scott MacFarlan has been a long-timemember of our Senior Command StaffTeam. Decorah Road justbefore 3:05 p.m. Jan. 9. A 29-year-oldmale driver was subsequently arrestedfor operating while intoxicated-causinginjury and on drug charges.According to the police report:A citizen called police to report thattwo citizens, a 58-year-old man and a50-year-old woman, had been struck atthe above intersection by a vehicleapproaching W. Decorah Road. Witnessesstated the light was solid red when thedriver went through. Police made contact with the driver who failed fieldsobriety tests and was determined to beintoxicated. He had drug paraphernaliain the vehicle and he was found to be onprobation for a previous similar incident.West Bend Fire personnel respondedto the scene and transported the twovictims to Froedtert Memorial Hospitalwhere the man was treated for injuriesto his shoulder and leg and the womanfor injuries to her leg.
