IntroductionAugust, 2015Dear Parent(s)/Guardian(s) and Student(s):The West Allis-West Milwaukee School staff appreciates the trust you place in us every day as you and your children enter ourschools. We take pride in our continuous effort to maintain a safe and productive learning environment for all. We also count on you,the students, parents, and members of our school community, to join us in shouldering that responsibility.The West Allis-West Milwaukee School District’s Student Rights and Responsibilities Handbook delineates learning, behavioral,academics, safety expectations, procedures, and consequences which establish the framework for successful school performance. OurDistrict feels strongly that clearly defined and well communicated expectations set the foundation for high academic achievement andappropriate behaviors.Every student has the right to a learning environment that is challenging and is free of disruption. The rules of conduct andconsequences for violations detailed in this document are part of a prioritized effort to monitor student behavior and expected academicachievement. In addition, the explanation of violations is provided to assist students and parents in understanding the expectedbehaviors. Due Process Procedures are also included in the handbook for parent and student review.This handbook describes expected as well as unacceptable student behavior and subsequent discipline policies and procedures that willbe used to ensure fair and equitable treatment for all members of our student population.Updates for the 2015-16 school year are identified beginning on page 10 entitled “Mobile Learning Devices.” This sectionprovides an overview regarding how students will be able to utilize devices such as iPads,iPods, and other digital tools to personalize learning, increase student accessibility to technology-related curriculum, andenhance learning opportunities. Clear expectations are made known to students and parents regarding the proper use of iPadsas well as accountability measures for any misconduct in using them (see page 11). Also, on page 23, Wisconsin StateAccountability Learning and Achievement expectations are outlined. Further detail about appropriate use of iPads and thecosts associated with damage and loss is included in the district iPad Usage Agreement (separate publication).It is the School District’s expectation that each student and his/her parent(s)/guardian(s) will read and discuss the contents of thisStudent Rights and Responsibilities Handbook. It is the expectation of our School District and Board of Education that all students andparent(s)/guardian(s) will be knowledgeable of the contents of this handbook. As you read and discuss the contents of this handbook,you may wish to develop your own goals to support school expectations. After reading and reviewing this handbook with yourchild(ren), please fill out and return the Student Rights and Responsibilities Verification Form to your school office no laterthan Monday, September 14, 2015. Reading and reviewing all of the contents of this handbook will help to ensure that your childrenwill have a safe and successful school year.The West Allis-West Milwaukee School District is committed to students and families. WAWM SCHOOL DISTRICT EMERGENCY OPERATIONS PLANThe Emergency Operations Plan (EOP) of the West Allis-West Milwaukee School District was updated in 2007 through a Readinessand Emergency Management for Schools or REMS Grant from the Federal Government and is being updated for the 2015-16 schoolyear. Our plan takes an all-hazards approach that includes preparation for situations ranging from natural disasters (like floods, firesand tornadoes) to infectious disease, a hazardous materials incident, and building intruder(s).To address these various situations, a protocol has been developed to implement these plans, including annual heightened security and“lockdown” drills and student/parent reunification procedures. Arrangements for assistance during a time of emergency have beencoordinated with local police, fire, health, and emergency management agencies.PROTOCOL1. Emergency Communication Plan for Family MembersDuring significant emergencies, the number one priority for the West Allis-West Milwaukee School District staff and thecommunity emergency responders is protecting lives. All those involved in an emergency situation occurring at a schoolhave a role to play.Parents and guardians are asked not to call the school office and not to rush to the school. This may be difficult butnecessary to insure the continued safety of all students and staff. In many situations, children will be safer in a schoolbuilding, even during an emergency, than outside the building or in a car, especially in severe weather.If you receive a text message or a phone call from your child, you are asked to reassure them and ask them to listen to andcomply with staff directions and to reassure them that there is a plan in place for parents to come and get them(Student/Parent/Guardian/ Custodial Adult Reunification Plan). Students will be asked to tell parents to bring their photoID/Driver License when they come to pick them up.Emergency responders need the area around the school building to be clear in order to have room to do their jobs.School phones will be needed to manage the situation. School staff will be concentrating on protecting and accountingfor all students, staff, and visitors. If an emergency does happen at your child’s school, every effort will be made to keepyou informed of what is happening. Updated emergency information will be released through the District’s mass notification system, localcable channel 13, and other media outlets including local radio and television stations. Emergency responders, along with school and District administrators, will determine when it is safe torelease students to their families. The Parent/Guardian check in area and the student/parent reunification location information will bedistributed through the District’s mass communication system, local cable channel 13, and othermedia outlets including local radio and T.V. stations. Once the situation is resolved, parents/guardians will receive a more detailed explanation of the situationand the actions taken to protect their child(ren).2. Emergency Student/Parent Reunification PlanBecause emergency situations can arise at any time, proper planning and preparedness is critically important. One area ofpreparedness is family reunification.Student/Parent reunification is the process of insuring a safe and orderly reunion of students and families in anemergency situation. There are many reasons the reunification plan may be activated, including if the District/school isevacuated or closed due to fire, natural gas leak, localized flooding, bomb threat, school violence, school intruders, or ahazardous material transportation accident.If a situation arises that would require the Student/Parent Reunification Plan to be activated, parents/guardiansare asked to follow these guidelines: Remain Calm! Depending on the circumstances of the situation there may be waiting and tensions may berunning high. Please refrain from being disruptive, demanding, or threatening to school or emergency staff. Make sure that the person picking up your child is on the Emergency contact Information Form. Foryour child’s safety, students will NOT be released to anyone who is not on this form. Bring proof of identity. Parents/Guardians will be required to show a driver’s license or other photoidentification in order to pick up their son(s) or daughter(s). Report to the Parent/Guardian check in area. Once you arrive at the check-in area, give the name of thestudent you are picking up, show photo ID, and wait for instructions. Continue on to the Reunion Area. At the reunion area, you will be asked to write the followinginformation on the school roster spread sheet: your relationship to the student, the destination you are takingthe student and then sign your name. Once this information is gathered, the student will be released to you.-5-

What Students Can Expect of SchoolAs a student attending the School District of West Allis-West Milwaukee et al., youcan expect the following: To be allowed to express your thoughts andfeelings verbally or otherwise as long as you don’tviolate the rights of others or disrupt schoolactivities. To have the right to expect courteous behavior fromother students and school personnel. To have the right to form, to hold, and to expressopinions and beliefs if the expression does notdisrupt the normal operation of the school. To have the right to be free from assault (battery)and from physical or verbal abuse. To know that no corporal punishment may beadministered to students in the school district. In case of an accident or illness, to have the schoolmake every attempt to talk to yourparent(s)/guardian(s). In case of a serious accidentor illness, the paramedics will be calledimmediately. To be challenged with relevant and rigorouscurriculum. To have the opportunity to develop positive andhealthy relationships with other students, teachers,and other adult professionals. To be taught by competent and well-preparedteachers. A copy of your teacher's classroom expectations.Teachers will discuss these with you and explainhow they relate to your grades. To be told about the rules of the classroom, school,and District, and what will happen if you break therules. To attend school in a safe and comfortable setting. To have teachers tell you what they expect of youon a day-to-day or weekly basis and how you aredoing in your work. To know if you get into trouble, you will be giventhe opportunity to tell your side of the story. Eachstudent has a right to contact parent(s)/guardian(s)regarding any problems that arise at school at timesspecified by the principal. School officials oragents, however, may question students withouttheir parent(s)/guardian(s) present. To be treated no differently because of sex, race,color, religion, creed, age, national origin, ancestry,pregnancy, marital status or parental status, sexualorientation, or disability.What Parents/Guardians Can Expect of SchoolParents and guardians with children in the School District of West AllisWest Milwaukee et al. can expect that: Academicexpectationswillbeclearlycommunicated to you each year. Your child will be under the guidance of aprofessional, competent, and well-prepared teacherand building administrator. School personnel will be willing to communicaterelative to the progress of your child upon yourrequest and/or at scheduled parent/teacherconferences. You will be contacted by the teacher or the buildingprincipal when problems arise other than thoseconsidered to be minor orroutine. You will have calls and e-mail messages returnedin a timely manner, usually within the same day orby the end of the next working day. Your child will attend school in a safe,well-controlled setting. Should it become necessary to discipline yourchild, the situation will be handled in a fair, firm,and caring manner. You will be treated with courtesy and respect whenvisiting your child’s school. You will be provided with volunteer opportunitiesas well as the opportunity for involvement inschool-parent organizations and/or activities. You will receive periodic communications relativeto school programs, curriculum, policies or rulechanges, and student progress. There may be times after school hours in whichstudents would have to remain in school to ensuretheir safety (i.e. tornado, natural disaster,lock-down.Studies have shown that the involvement of parents or guardians is one of the most important factors in a child’s schoolsuccess. 1) Become involved in your children’s school work. Ask about it daily. 2) Provide a quiet place at home whereyour children can study. 3) Find at least one person in school you are comfortable with to talk about your concerns.4) Teach your children to resolve conflicts peacefully. This will be reinforced in school.-6-

What Schools Expect of StudentsIt is expected that if you attend a public school in West Allis - West Milwaukee, you will: Attend school regularly.Compulsoryattendance is a requirement of WisconsinStatutes for students between the ages of 6and 18. You may be excused from school,however, for the reasons listed below. identification card and lanyard if required. Conduct yourself on school busses inaccordance with acceptable conduct atschool-sponsored functions. The samerules of conduct that apply at school, alsoapply on the bus. Leave
