History of Minimum Qualifications andthe Disciplines Listscolleges and a guideline for day-to-day decisionsregarding suitability for employment in the system.The complete disciplines lists with revisions to thatadopted by the Board of Governors of the CaliforniaCommunity Colleges were designed to replace the system of credentials that was in force until June 30, 1990.The relevant sections of the Education Code were adopted by the Legislature in September 1988, as part of AB1725, the community college reform bill.Districts may establish local qualifications beyondthe minimum standards defined in the DisciplinesLists, and they have flexibility in how they organizecourses within disciplines, how to apply equivalency,and how to develop criteria and employ processes toselect administrators and instructors. Developmentof local processes for applying the minimum qualifications requires mutual agreement between the boardof trustees and the academic senate.Significant amendments were made by AB 2155 and SB1590 of 1989, SB 2298 of 1990, and SB 343 of 1993.Faculty internship programs were authorized by SB 9of 1991. The disciplines lists used to implement theminimum qualifications for credit instructors, counselors, and librarians are incorporated by reference into theBoard’s regulations.Guidelines for the Using Discipline ListsThese disciplines lists must be used in conjunction withthe Board of Governors minimum qualifications regulations (title 5, sections 53400-53430).
