On the back of oneof the nation’s strongest employmentmarkets, about 29,000 new homes areexpected in the North Texas region bythe end of the year. Labor shortagesand increasing regulation are increasing prices as builders still struggle tokeep up with demand. Overall, housinginventory was at a 2.3 months’ supplywith some areas, such as Collin County,well below that mark.Starter homes priced betweenabout 100,000 to 300,000, have lessthan two months of supply across thoseprice points. Luxury homes are still ingood supply in the region, as anythingpriced higher than 500,000 has five ormore months of supply. Homes costingmore than 1 million have about a 14.3months’ supply.“Half of our region’s demandcontinues to be for the under 250,000price point,” said Dallas BA ExecutiveOfficer Phil Crone. “Unfortunately, thehousing industry cannot adequatelymeet that demand due to our ongoinglabor shortage and increasing localregulation.” In a recent survey, morethan 80 percent of Dallas BA memberbuilders claimed that the labor shortagewas a substantial factor in increasedprices and delays. More than one-thirdclaimed that fee increases and development dedication requirements were asubstantial factor.Median single-family home pricesincreased by about 8% in May whencompared to last year. Overall, prices regionwide have increased by about 40%since the 2009 economic recession. Arecent report produced by the NationalAssociation of Home Builders revealedthat in the last five years, regulatorycosts for building single-family homesjumped about 30% on average, costingmore than about 84,000. With lowinventory for starter homes and highcosts for building homes, many peoplein North Texas are being compelled tocontinue renting.Apar tment occupancy ratesreached 95.3% in 2015, the highestpercentage in the last 20 years. That figure tends to climb commensurate withhome price increases. Correspondingly,rents also increased 5.7% in 2015; thelargest single year increase in the last 20years. More than 16,000 new multifamily units are expected in 2016. In townDallas and Collin County continue tobe the most active multifamily markets.New multifamily construction, builtin the last six years, rents for an average of 1,355/month in Frisco ( 1.34/square foot). THE HOME BUILDERAugust 2016Dallas BA Seeking Clarity fromUSPS Regarding Cluster MailBox RequirementDavid LehdeDirector ofGovernmentAffairsThe Dallas Builders Association is encouraging builders and developers to be aware of changesto mailbox requirements in their communities. Aspreviously reported by the National Association ofHome Builders (NAHB), in recent years the UnitedStates Postal Service (USPS) has fundamentallysought to change the way single-family residentialdevelopments are serviced, by focusing deliveryaway from sidewalk and curbside delivery andtowards centralized Cluster Box Units (CBUs).Dallas BA is currently monitoring the attempted implementation in areas of the USPS’sDallas District. There are communities in the Association’s service area where USPS has deniedcurbside delivery for new single-family homes,instead requiring CBUs, even in developmentswhere recently finished phases were already receiving curbside delivery.Due to the timeliness that developments facein planning, the Association is seeking clarity regarding how USPS is implementing the policy inthe North Texas region. With regards to the initialroll-out, Dallas BA is concerned that there was notadequate and thorough notification relayed to alldevelopers, engineers, surveyors and other administrators. There are communities where buildersfollowed the normal local guidelines, only to findout during or after construction that USPS wouldbe denying curbside delivery service, necessitatingthe redesign of already approved and/or constructedsubdivisions to allow for the use of CBUs fordelivery of mail. The Association believes thatit is unreasonable for communities that alreadyhave curbside delivery to existing and previouslyfinished homes to be denied curbside delivery onthe newest phases, especially after a preliminaryplat has been submitted or construction begun.With the reality that planning for residentialcommunities occurs well before constructionbegins, implementation of the CBU requirementin North Texas should be more pragmatic andshould not apply to developments that are currentlyplatted. It is important to keep in mind that thesechanges can occur in areas where curbside deliveryis a normal, historical and expected practice.Dallas BA has been in communication withcongressional representatives in our service areato request assistance in getting the needed detailsregarding what the timeline for implementationis throughout the service area, what the actualguidelines are for CBU placement would be, whois responsible for maintenance of the CBUs, whatprotection do builders have if any CBU parking oraccess requirements conflict with local development regulations and if there can be any relief forcommunities that are already approved or underconstruction. The Association will continue to seekinformation from USPS as well. If builders anddevelopers, and ultimately, area citizens, are to befaced with the challenges that come with puttingCBUs in single-family residential communities,ample time and guidelines are needed for planning.Dallas BA’s effort to seek clarity regarding USPS’ policy implementation should not beconfused for actual agreement by Dallas BA thatall communities should have cluster mail boxes.The Association supports maintaining the optionof curbside delivery in new residential developments as it reduces risk to residents, providesbetter delivery for elderly homeowners and thosewith disabilities, and does not require land to beused for CBUs, as well as for access and parking.However, developers and builders shouldexpect that Cluster Box Units will be required fornew residential development going forward. When the first IECC came out of the IRC in 2006, it was 64 pages long. In 2015 it is172 pages long, so in 10 years that code has more than doubled.Energy codes were enacted in 2001 after it was determined that housing was the biggest contributorto carbon output. In the new IRC there are 194 changes from 2012 to 2015, including several that aregood for Texas. T.W. Bailey Sr.of Bailey Family Builders recruitedfour members during the SpringDrive and earned himself the titleof Top Recruiter. For his hard work,he received a personal parking spotin front of the Dallas BA’s building. Anyone who recruited three ormore members was rewarded witha Dallas BA YETI tumbler. BothT.W. Bailey Sr. and Bob Cresswell ofCresswell Builders were recognizedat May’s Board of Directors meeting.Additionally, recruiters during themonth of May earned triple Spikecredits, a vehicle to recognize thosemembers play a vital role in thegrowth,development and stabilityof the Association.Growth wasn’t the only goal ofthe drive; members received incentives for renewing their membershipas well. Those whose membershipswere due for renewal later this year,could renew early and receive 50in savings. Additionally, anyone whosigned up for annual auto-renewalwould save 50 on their 2017 dues.There were 24 members who electedto renew early and 23 who signed upfor auto-renewal.If you missed out on thesegreat renewal deals, don’t worry!Members can still take advantage ofthese specials throughout the rest ofthis year.
