FIELD VISIT REPORTDate: August 27, 2015August Friday 21-24th, 2015 visited Big Pamir, Wakhan district along with Wali Jon Field coordinator tomonitor and overview the work progress on Construction of Road at Big Pamir under GREENBadakhshan Initiative of Rupani Foundation and WFP.Detail from BIG Pamir :1.2.3.4.5.Number of CDC's 6Total H/H 130Average family in one house 4-5No of School 1Medical Center 11. Road construction at BIG PAMIR:Work on the road was satisfactory, as to manage the work load internally by the communities workhas been in to four groups where each group are working on 3 KM in different part of the road, sinceusing right in Big Pamir, the project is for both Kirgiz and Wakhi communities as, both communitiesare working together . During meetings with the group hearing their work experience, it wascommunicated to the communities that as in the past WFP used to support in the form of Food forfree, which may not be possible as compare to last year. To get insight from these support shift, thecommunities were inquired, how they compare both options (free Food & Food for Assist) MahammadSafi head of CDC Yargaroq responded on behalf of the community says that free food was good butwe use to get very small quantity of itKirgiz communities at both Pamir gets freeBUT now we are in one hand solving ourproblem by making easy access to ourfood assistance's from WFP and Government ,family and livestock and on the otherfrom last year we had try to encourage themhand getting good quantities of food soto work and get food. which worked and sincewe prefer the new system and are readylast year they are working against Assetsto work and get food .secondly they toldthat during working specially for peoplecreation projects and receiving food.who are coming from surrounding villagesof Pamir take's two days or more to geton the top of the area and bringing carry their food costs a lot and was suggesting that duringplanning food quantity for Pamir should be more than other areas where they go to work and comeback their home for night stay.As they have explained as only two families had the capacity to purchase foods though their ownmeans out of 130 houses holds of Big Pamir. 2. Road blocked at Wazad village WakhanDuring visit to Pamir I had also make a visit to Wazad where the Amu river had washed away the road(about 100mtr long and about 7mtr deep )and cutoff upper part of Wakhan and Small Pamir from therests of the district , due the road blockage food security is more serious than other parts and cost ofliving and traveling increased have 100 percent for these communities . the last place where vehiclecan go is Sust bridge . 3. Current hike's in food commodities in 4 border districts i.e Zebak ,Ishkashim, Wakhan and Shugnan after Washout of bridge at Qezdy villageWarduj.Our market survey shows dramatic changes in price of food supplies in all 4 border districts, due towashout of bridge at Quzdy Warduj. Agoorda an alternative road which open recently links the borderdistricts with Faizabad vz Showhada to Ishkashim is the only possible half season approach totransport the food and other livelihood items but due to bad road condition as well security issue costof transportation is more than Warduj. The data show below for some daily use item cost hadincreased from 4% up to 100% in different districts. Attack of rust fungus on Wheat CropsWheat crops grown in the border areas of the district have been badly affected by attack of the rustfungus, a pathogen scientifically known as Puccinia rust fungus which will in turn effect has the yield ofwheat crop compared to last year creating scarcity of wheat available to the people living in theseareas and therefore will lead to serious food security situation in the area.RF-Field Visit report August 21- 24th, 2015by : Muhabbat Ali , Rupani Foundation

5. Recommendations A comprehensive studies need to conduct on food security issues in all 4 border districts jointlywith UN agencies NGO's and Government relevant departments. Some food stock should be reserved for the 118 families of Big Pamir at Ghoz Khon Wakhan incase of emergency. Future Project for Pamir could be design to cover most of the families to avoid free fooddistribution. Number of labor should be increased for Pamir only to cover the labor food charge duringconstruction. To avoid any food security in upper Wakhan due to Wazad road blockage the government maybe requested to immediately link the road to upper Wakhan, the work need blasting andexcavator.
