EnrollmentFederal Employees’ Health BenefitsProgram (FEHB) Enroll in, change, or cancel an existing enrollment in a dentalplan under the Federal Employees Dental Vision Program (FEDVIP)Program. Enroll in, change, or cancel an existing enrollment in a vision planBenefits for Employees first Hired Before October 1, 1987under the FEDVIP Program. Enroll in a flexible spending account, a health care and/or dependent Enroll in, change, or cancel an existing enrollment in a health plancare account under the Federal Flexible Spending Account Programunder the FEHB Program.(FSAFEDS). Qualified life eventsinclude: Review the changes for 2016, so you understand how they impact your 2016 benefits. Review your current benefit choices. Ask yourself, “does this coverage meet my expected needs?” If not, “what should I change?” Log on to Employee Self Service at https://ess.dc.gov to enroll fornew plans or make changes to your current coverage. EnrollmentHow to EnrollWhen do New Elections Take Effect?All enrollment changes are to be made through Employee Self Service(ESS). You can access ESS on any computer with an internet connectionat https://ess.dc.gov. Aflac Cancer Insurance, Hospital Confinement, Personal Sickness,Personal Accident, Specify Health Event Calvert 529 College Savings Plan For employees who are paid biweekly, elections made during OpenEnrollment will be effective January 10, 2016. For employees who are paid semi-monthly (some DCPS and UDC),elections made during Open Enrollment will be effective January 1,2016. Elections made within 30 days of new hire will be effective followingthe first pay period in which a payroll deduction is made to pay forthe benefit.The following program is not available for Open Enrollment 2016:Need Help? EnrollmentWhat’s New for 20162016 DC Employee Healthcare Benefits Providers (DCEHBP)Employee Premium CostsAs health care costs across the nation continue to rise, so do the costs inthe District of Columbia Government. Therefore, your costs for coveragewill increase again in 2016. The District will take on the majority ofthis increase, but some of this cost will be shared with employees. Wecan work together to help keep cost increases at a minimum by usingnetwork doctors, wellness resources and generic instead of brand-nameprescription drugs.Federal Employees Health Benefits Self Plus One Enrollment TypeThe Office of Personnel Management (OPM) will implement a newenrollment type, Self Plus One, under the Federal Employees HealthBenefits (FEHB) Program. The effective date for this new enrollmenttype will be January 1, 2016. Therefore, Open Enrollment 2016 willinclude Self Plus One in the available enrollment choices. Previously,the only enrollment types available were Self Only and Self and Family.Please Note: You must actively change from Self and Family toSelf Plus One; DCHR or OPM will not automatically change yourenrollment. For more information, visit OPM online at es/self-plus-one.New Provider for Flexible Spending Account & Commuter BenefitsThe District will offer a new provider, Benefit Resource, Inc., for FlexibleSpending and Commuter Benefits Accounts. This provider will allowparticipants to use a single debit card to directly access funds savedthrough pre-tax spending account deductions. This debit card can beused to pay for eligible health care, transit and parking costs and isaccepted at WMATA kiosks for direct purchases and reloading SmartTripcards. Reimbursement checks can also be issued when a claim is filedfor eligible expenses, including FSA dependent care costs. For more, seepage 39.9

EnrollmentAffordable Care Act: Coverage for Temporary & IntermittentEmployeesEligibility for health care benefits has been extended to include sometemporary and intermittent employees. Temporary and intermittentemployees who work for at least 90 days within a 12-month evaluationperiod and are paid at least 30 hours per week (or 120 hours per month)are eligible to participate only in an HMO health care plan.DPR Fitness Center DeductionDCHR and the Department of Parks and Recreation (DPR) have partneredto offer District Government employees free and reduced rates on DPRfitness center memberships through payroll deduction. Employeeshave the option to register via PeopleSoft for an annual non-refundablemembership that will provide the employee and/or their familymembers with access to DPR fitness centers. For more, see page 24.Aetna CDHP: Out of Pocket ChangeAetna’s CDHP HSA plan requires a change to the in-network out-ofpocket maximum (OOPM) beginning January 1, 2016, according toUS Department of Health and Human Services (HHS) guidelines.
