Fuss –Director, Detention OfficerCertification Course,Henderson County Sheriff’sOfficeLT Timothy Fuss, an 18-year veteran of law enforcement,is currently serving as School Director for the DetentionOfficer Certification Course for the Henderson CountySheriff’s Office. During his law enforcement career, he hasserved local law enforcement agencies in capacitiesassociated with detention, detectives, grant writing, publicinformation officer, background investigations andrecruitment. Tim has presented at national conferences,including the American Society of Criminology and theAcademy of Criminal Justice Sciences, and has authoredarticles appearing in various international law enforcementpublications. He also serves as a board member of the NCCoalition Against Sexual Assault and the NC LawEnforcement Planners and Analysts Association.Tim holds Law Enforcement, Detention and GeneralInstructor certifications in North Carolina. He is a graduateof UNC Wilmington and has earned a BA in Criminal Justiceand a Master’s in Public Administration. Tim is also certifiedby the Verbal Judo Institute as a Verbal Judo Instructor.Wednesday, October25thDr. Michael Mallin is a research professor and aquaticbiologist at the Center for Marine Science, University ofNorth Carolina Wilmington He earned an MS in Limnologyfrom the University of Florida and a Ph.D. in Marine andEstuarine Biology from the University of North CarolinaChapel Hill. His research interests include the impacts ofland use, weather events and human and animal pollutionon watersheds and water quality management.Dr. Mallin is an elected Fellow of the American Associationfor the Advancement of Science (2007), and served asPresident of the Southeastern Estuarine Research Societyfrom 2004 to 2006. He has more than 200 authored or coauthored publications to his credit.Kemp Burdette –Cape Fear RiverkeeperKemp Burdette is the Cape Fear Riverkeeper and works toprotect and improve the water quality of the Lower CapeFear River. He is a Wilmington native who grew upexploring the waterways and swamps that make the areaso special. Kemp has lived and traveled around the worldas a US Navy Search and Rescue Swimmer, a FulbrightScholar, and a Peace Corps volunteer.His academic background is in geology and history,graduating magna cum laude from the University of NorthCarolina Wilmington, where he earned a Master’s in PublicAdministration. In addition, sheworks as an Administrative Assistant and plastic marinedebris research assistant in the Chemistry Department atthe University of North Carolina Wilmington.Bonnie’s research projects have included open ocean andbeach sample collection, lab analysis of plastics leachateand plastic ingestion by marine organisms. Her latestproject involves working with a US company that is turningplastics into fuel. She is conducting an independent studyto determine if this is a viable and safe solution to plasticspollution.Agent, North Carolina State Bureau ofInvestigationSpecial Agent Galloway began his law enforcement careerin 1999, working initially for the Gaston County PoliceDepartment. After serving for 10 years with GCPD, hejoined the NCSBI, where he was assigned as a criminal anddrug agent in Cabarrus County. In 2012, Agent Gallowaytransferred to the Drug Diversion and EnvironmentalCrimes Unit where he is currently assigned.After graduating from Pembroke State University, Deweywas commissioned as a 2nd Lieutenant in the US Army. In2004, he was deployed to Kuwait, where he served a 14month tour in support of Operation Iraqi Freedom. He ismarried with two children and enjoys hunting andexercising.Dr. Lawrence B. Cahoon– Research Professor,Center for Marine Science,University of North CarolinaWilmingtonDr. Lawrence Cahoon joined the faculty of the University ofNorth Carolina Wilmington in 1982, and is currently aProfessor of Biology and Marine Biology. He received hisBS in Biology (summa cum laude) at Washington & LeeUniversity, and his Ph.D. in Zoology at Duke University. Dr.Cahoon also had a postdoctoral fellowship at MountainLake Biological Station with the University of Virginia, hasbeen a Temporary Instructor at Duke University, and hastaught Biological Oceanography at Duke University MarineLaboratory.Dr. Cahoon has served as a gubernatorial appointee to theNorth Carolina Marine Science Council and to the NCOcean Affairs Council. His research interests includeAaron Caudle – Environmental Specialist,Mecklenburg CountyAaron Caudle has worked for Mecklenburg County foralmost five years. His duties there have ranged from wastereduction and recycling outreach to managing the county’sMemorandum of Agreement with NCDEQ, which delegatesto the county the authority to inspect all permitted solidwaste facilities. During his tenure with Mecklenburg County,he has also been involved with efforts to deter illegaldumping and enforce regulations governing the properdisposal of waste.Aaron grew up in Jamestown in Guilford County andgraduated from Appalachian State University with a BS inSustainable Development and Environmental Studies. Scott –Matt Mulhern –GoUnmanned, a Division ofBenchmark Tool & SupplyMatt Mulhern is a specialist in providing unmanned aerialvehicle (UAV) systems for a variety of applications. Aveteran in a relatively new field, he has accumulated over25 years of experience working with advanced positioningtechnologies in mining, construction and agriculturalapplications.Matt worked extensively in the Asia-Pacific region on someof the largest construction and mining projects in the world.He also played an integral role in the development of acalibration system for precision GPS equipment used innuclear regulatory enforcement. He has worked for the North Carolina Departmentof Environmental Quality for 15 years, previously serving asthe branch head of the Composing and Land ApplicationBranch, section chief of the Solid Waste Section and deputydirector for the Division of Waste Management beforebecoming the division director in 2016.His current responsibilities include the management of theHazardous Waste, Solid Waste, Superfund andUnderground Storage Tank Sections. Michael also directs,organizes and manages legislative issues related to thedivision, and works with individual legislators to convey andexplain division policies and goals in protecting the publichealth and the environment in North Carolina.Brian N. She is president andowner of 3RC, a solid waste permitted facility in WinstonSalem that specializes in the collection and recycling ofhousehold hazardous waste (HHW) across North Carolina.Consultant II, Division of WasteManagement, North CarolinaDepartment of EnvironmentalQualityBrian Polk has been with the Division of WasteManagement for 15 years. He is responsible foradministering and overseeing the division’s safety and riskmanagement system. Ms. Rangarajan then joinedthe Department of Justice through the Attorney General’sHonors Program and worked with the EnvironmentalDefense Section for more than two years before joining theUnited States Attorney’s Office in 1997.SGT Michael Baker –Public Information Officer,State Highway PatrolJerry Hacker has been in law enforcement for the past 17years. He began his career at the Yanceyville PoliceDepartment in 2000 and moved to the Reidsville PoliceDepartment a year later. During his tenure with theReidsville PD, Jerry has served in a variety of roles,including Patrol Officer and K-9 Handler in the StreetCrimes Unit. He has also been a member of the HighwayInterdiction Unit and the Special Response Team.Currently, Jerry works with the Street Crimes Unit as aNarcotics Detective, and this year became a Task ForceOfficer with the federal Drug Enforcement Administration.He is married, with two beautiful daughters.Sgt. Michael Baker began his law enforcement career withthe Harnett County Sheriff’s Office, where he served for oneyear as a deputy. Sgt. Baker has been employed with theNorth Carolina State Highway Patrol for 15 years, andcurrently serves at the direction of the Colonel as thePatrol’s Public Information Officer.After obtaining a Bachelor of Science in Criminal Justicefrom the University of Phoenix, Sgt. DuaneMcGuire – EnvironmentalEnforcement Officer,Harnett County Sheriff’sOfficeDeputy Duane McGuire has served as the EnvironmentalEnforcement Officer for Harnett County since 2010,enforcing both state and county illegal dumping and litteringlaws. Although he works for the Sheriff’s Office, DeputyMcGuire works closely with Solid Waste staff to investigatecomplaints and launch public outreach and educationcampaigns. In 2016, he was nominated for and presentedwith the NCSWEOA Stilwell Award for Enforcement Officerof the Year for his outstanding service to his community andthe protection of the environment.Tony Miller –Environmental ControlOfficer Supervisor,Robeson CountyAs supervisor in the Environmental Control Division, TonyMiller has been performing environmental enforcementwork for 25 years. He credits his former supervisor, LandisCannady, for teaching him how to be an environmentalenforcement officer, and says his passion in life ispreaching, something he has been doing for 19 years.In addition to his regular duties, Deputy McGuireimplemented a waste diversion program in Harnett Countythat identifies and diverts usable products and items to localnonprofit agencies. Beneficiaries of this program include afood pantry, a homeless shelter and a number of local thriftstores.
