Every resident andbusiness in town benefits from the enhanced safety provided by lig hts and signa ls. The cost of operating and maintaining the City's street lig ht a nd traffic signalsystem is over 260,000 an nually. Fundsfrom the newly formed utili ty will pay forthese costs plus provide resources for installation of new street lights in areas curren tly underserved a nd additional traffics ignals at locations where they a re warranted.Str eet Light Utility service charges willbe calculated by using either a) the City'spre-existing minimum pa rking s pace r equirem ents for residential prope rt ies,commercial businesses and other uses, orb) the guidel ines in the In stit ute ofTransportation Engineers manual. Min imum pa rking s paces are used because thisis a fai r and reasonably accurate way toestimate the number of t raffic tr ips and/orve hicl es that will visit a particula r type ofprope rty and thus the amount of StreetLight Utility servi ce the use at the property receives. The monthly fee will be 1.25per minimum required pa rking space or 15 annually per space. As an example,single family homes a re req uired to haveat least two parking spaces and will becharged 2.50 per month or 30 per yea r.A brochur e pr oviding detailed information regarding the S treet Light Utility wasma iled in late J une and will be included inthe fi rs t billing. The fi rst bills will be sentin July. Des Moines Receives Temporary State Assistancen April 27, 2000, the State Legislature a pproved apartial and temporary solution to the funding gapcreated by Initiative 695 for local governments. Overthe next two year s, the City of Des Moines will receive 2,163,000. One-t hird ( 721,000) of the City's total assistance was received in May 2000. The ba lance ( 1,442,000)will be distributed in the calendar year 2001. The City ofDes Moines lost 4,253,000 in State Shared Revenues in2000 a nd 2001 as a resul t of I-695. Even with the recentlyapproved assistance, the net loss to Des Moines in state revenues for the two years totals 2,090,000.In a n effort to mai ntain the City's existing level of critical ser vices, in late 1999 the City Council red uced annualex pendi tures as well as a uthorized increases to ma rinamoorage rates, building permit fees, property taxes, business license fees, utility taxes and created a Street Light0Utility Distr ict. Combi ning these Council items with the decreased revenue from the State, the City will realize a netreduction of a pproximately 200,000 fro m I-695 for 2000and 2001 combined.With the new state temporary assistance, the City isa ble to avoid the add itional 1 million in budget reductionsthat would have gone into effect July 1. This allows theCity to maintain its current levels of police, senior services,street mai ntenance, parks, a nd other basic services at leastth rough 2001. The City of Des Moines doesnot pr ovide this bas ic municipa l service. In December 1999, th e CityCouncil directed City staff to study t hefeasibility, benefits, a nd cost s of t heCity providing water services ratherthan these districts. In early June,staff presented the preliminary repor tto the City Council.The report concluded that the rewould be significant benefits to the citizens of Des Moines if water serviceswere consolidated a nd provided directly by th e City. Firs t, consolidationwou ld reduce the number of governmental entities providing municipa lservices in Des Moines, thereby elimina ting some of the con fusion over whoprovides what services.Assumption would allow coordination of wa ter services on a citywidebas is rather tha n district-by-dis trict,resulting in bette r com pre hensiveplanning, improved coordination ofcons truction activities, and enhancedmanage mentofdevelopment.P roviding wat er as a City service a llows certai n savings, such as reducedTa dm inistra tive costs and shar ed use ofequi pmen t a nd ma npower.Ass umption of water services wouldensure that the City of Des Moineswould be directly responsible for longra nge water s upply pla n ning for allresidents and businesses on a citywidebasis. Cur rently, thesepractices vary among a ll three dist ricts servi ng Des Moines. PARKS f4 RECREATIONWaterland 5000 Walk For Legacy & Wag-A-ThonTie City of Des .M oines Park and Recreation Department is proud to presenthe Waterland 5000: Walk For Legacy and Wag-A-Thon on Saturday, July9 at 9 a.m. These two fun events are part of the Water land Festival andproceeds benefit the Legacy Foundation, which supports the Park & RecreationDepartment. Entry fee is 20 per walker (or walker & dog combo). 10 is a deductible donation to the Legacy Foundation. Each walker (dogs excluded) will receive a n Official Walk Shirt and be eligible for some great prize give-aways.Walk for Legacy - The walk follows the same Waterla nd5000 5K (3.1 mi le) course used for the run, which offers picturesque views of P uget Sound and the Olympic Mountains.Over the past severa l years the walk has ta ken on a very social and friendly atmosphere. .SURFACEWATERNEWS16th Avenue South Slide Rep air ProjectDuring a major storm occurring Thanksgiving eve of 1998, a large landslidedeve loped on the west s ide of 16th Avenue South at the road crossing of MasseyCreek. This is located between the cross streets of Kent-Des Moines Road and S.240th Street. The landslide exposed a major 16-inch high-pressure gas main andbroke an eight-inch sewer main, causing raw sewage to spill into Massey Creek.An estima ted 30-40 feet of a 4-foot by 4-foot concrete box culvert, that conveysMassey Creek under 16th Aven ue, had a lso been washed out at the downstreamend.In add ition, the stream grade from the box culvert had chan ged from a 6-footdrop (with a pool) to a condition where over 10 feet of sl ide debris ba d buried theoutlet of the cu lvert. In order to temporarily stabi lize the roa d a nd support thegas and sewer mains, over 120 concrete blocks were placed along the roadside.Subsequent evalua tion of the condition of the culver t showed that it had collapsed in several location s and needed to be replaced.The proposed repair includes the replacement of the existing concrete box cu lvert with a new 12-foot s pan by 6-foot high steel arch culvert. (Steel was chosenover concrete because of the cost a nd can be easily maneuvered arou nd the critica l road utilities). The new culvert wi ll be better aligned with the creek channel ,thereby red ucing eros ion a t the inlet a nd outlet, and will be lengthened to better.dltatch the grade of the stream. The size of the new culvert will provide for 100; ea r frequency s torm a nd a llow passage of fish. The existing culvert was a majorfish passage ba rrier. Other elements of the project will be roadside drai nage fromthe west shoulder of 16th Avenue to the creek and installing gabion (rock-filleds teel baskets) h eadwalls at both ends of the culvert.Due to the hazards in volved with working ar ound a high-pressure gas main,the size of the excavation, and the equipment needed to s upport the pipeline, itwill be necessary to close the road between S. 240th S treet a nd Kent-Des MoinesRoad. The project is expected to start in September a nd take between 3-4 monthsto complete. Following the insta llation of the culvert and making the road repair,16th Avenue South will be re-paved from Kent-Des Moines Road to the southernlimits of the culvert area excavation .This project is being fund ed by Federal Emergency Relief Funds, the City ofDes Moines Arteria l Street Fund , Municipal Capita l Improvement Fund andSurface Water Utility.
