The PBJ Staffing Data SubmissionProgram was introduced with the intent tostandardize the reporting requirementsand to collect facility information relatedto direct care staffing and facility censuson a more frequent basis, in an electronicformat. As currently structured, reportingwill be mandatory effective July 1, 2016

Learning Outcomes Gain an understanding of where the PBJ Reportingrequirements originated. Learn how to assess your facility’s current reportingand data collection processes related to staffing. Get valuable tips and tricks on how to plan, redesignand formulate a “New Process” that will ensurecomplete and accurate reporting of staffing informationfor both employees as well as contract staff. Discover different methods of collecting, assembling,storing and reporting this type of data to CMS timelyand efficiently.

Origination of PBJ Reporting Section 6106 of the Affordable Care ActEnacted March 23, 2010Amended Section 1128(I) specific to Long Term CareSection 1128 (I)(g) requires the facility to submit directcare staffing information electronicallyo Includes Agency & Contract Staffo Based on Payroll / Verifiableo Must be auditableo Uniform Format The Impact Act of 2014 provided the funding toimplement this provision

Staffing & Census Collected each Fiscal Quarter Staffing Data Must Include hours worked byeach staff each dayCensus Data Includes the facility’s census on thelast day of each of the three months in aquarterFiscal QuarterDate Range1October 1 thru December 312January 1 thru March 313April 1 thru June 304July 1 thru September 30Deadline for receiving the submissions is bythe end of the 45th calendar (11:59 PM EasternStandard Time) after the last day in each fiscalquarter.

Dates to Remember Requires staffing and censusreporting Voluntary October 1, 2015 Mandated July 1, 2016 August 2015 is registration forvoluntary submission CMS will provide training on theregistration for both thevoluntary and mandatedsubmissions

Workflow Processes – Option #1 Facilities may manually enter and submit data at any frequency throughout thequarteroExample each payer period endingoNote the last accepted submission received before the deadline isconsidered the final submission. The PBJ system will accept latesubmissions. However, they will NOT be considered timely and/or be usedto calculate the Quality Staffing Measure. Facilities can view the data submitted through the CASPER reports recommend that this step is completed bi-monthly CMS will conduct to audits for compliance

Workflow Processes – Option #2 Facilities may utilize a workforce management product to report the necessarydata elementsoExample each payer period ending would be optimal to ensure the payrollrecords match how an employee was paid to the schedule.– Options also include daily, weekly or monthly submissionso Note the last accepted submission received before the deadline isconsidered the final submission. The PBJ system will accept latesubmissions. Registration Information Registration for the volunteer program begins in August 2015 for thoseparticipating October 2015. If you will not be participating in the voluntaryprogram, CMS is asking that providers do not register at this time. Registration is done through the Quality Improvement & Evaluation System(QIES) Submission will be accessed through the Quality Improvement & EvaluationSystem (QIES)oUsers much have a CMSnet User Id– Note most providers have this access as a result of submitting MDS or retrieve other CMS data evenif you are utilizing the automated submission process through your Electronic Health RecordSoftware SolutionoIndividuals and/or Corporate Staff will need to register in order to submit– Similar to the process already in place and recently updated for the Electronic Plan of Correction(ePOC) and Hospice Data submissions.
