BASIC NUMBERING SYSTEM.The Chief, Directives Division (DD) assigns numbers to DoD issuances based on the establishedsubject groups and subgroups provided in Tables 1 through 9 and the recommendations of OSDand DoD Component heads with equity in a particular issuance.a. DoD Directives (DoDDs) and DoD Instructions (DoDIs).The basic number is in Arabic numerals and consists of a 4-digit number representing amajor subject group and its subgroup, followed by a decimal point and a 2-digit sequentialnumber of the subgroup. For example:(1) DoDI 5025.01 is in the major subject group “5000 – Acquisition, AdministrativeManagement, Organizational Charters, Security, Public Affairs, and Legislative Affairs.”(2) The number “25” represents the subgroup “5000-5099 – Acquisition andAdministrative Management.”(3) The number “.01” indicates that this is the first issuance assigned to that subgroup.b. DoD Manuals (DoDMs).For DoDMs exceeding 100 pages in length, which are separated into volumes, each volumeretains the same manual number, with the addition of a dash and volume number in Arabicnumerals at the end, e.g.:(1) DoD Manual 1400.25, Volume 1. Abbreviated as “DoDM 1400.25-V1.”(2) DoD Manual 1400.25, Volume 2. Abbreviated as “DoDM 1400.25-V2.”c. Administrative Instructions (AIs).AI numbers are not related to the AI’s subject. They are numbered sequentially by the DDadministrative team.d. Directive-type Memorandums (DTMs).DTMs are numbered sequentially beginning with the year in which each is issued, followedby the Arabic numeral for that DTM; e.g., for the first DTM issued in calendar year 2018,“DTM-18-001.”THE DOD ISSUANCE NUMBERING SYSTEM1

Current as of April 21, 20212. NUMBERING NEW ISSUANCES.a. DoDDs and DoDIs.The OSD Components initiating new directives and instructions propose a 4-digit majorgroup and subgroup number from the list in Tables 1 through 9. Initiating Components shouldcoordinate the proposed group and subgroup number with other Components with equity in theissuance. When submitting the issuance to DD for precoordination review, the e-mail requestingreview should justify the final group/subgroup recommendation and include any comments madeby other Components. DD assigns a 2-digit alphabetic descriptor for the subgroup, rather than asequential number, for use throughout the coordination and approval process. DD adds the 2digit sequential number of the subgroup after the issuance is approved while processing it forpublication.b. AIs and DTMs.DD assigns a temporary number to the AI or DTM during precoordination review and a finalnumber when the AI or DTM is approved or signed.3. NUMBERING REISSUANCES.Reissuances retain the same number as the original issuance. Numbers will not be reused for anyother purpose.4. DODDS THAT ASSIGN DOD EXECUTIVE AGENTS (EAS).The suffix “E” is added at the end of the number for all DoDDs that assign DoD EAs.THE DOD ISSUANCE NUMBERING SYSTEM2

CLASSIFIED AND CONTROLLED UNCLASSIFIED INFORMATION (CUI)ISSUANCES.The abbreviation of the highest overall security classification within the issuance precedes theissuance number: “C-” for Confidential, “S-” for Secret, and “TS-” for Top Secret. “O-”precedes the number of CUI issuances.Table 1.
