REFUND / WITHDRAWAL POLICIESTuition Refund Policy: Tuition and fees shall be refundedin full, less an administrative fee of 100, and the 750acceptance deposit, if notice of withdrawal is receivedprior to the first day of class. Tuition and fees shall alsobe refunded in full for the current enrollment period, lessan administrative fee of 100 and the acceptance deposit,under the following circumstances: D. UNITED STATES DEPARTMENT OF EDUCATIONRETURN TO TITLE IV (R2T4) REGULATIONSThe law specifies how Saba University School of Medicine(“SUSOM”) must determine the amount of Title IVprogram assistance that students earn if they withdraw fromschool. See section on Withdrawals for specific informationregarding Leaves of Absence (LOA) and the withdrawalprocess. The Office of Financial Aid is responsible forcalculating R2T4 and the Business Office is responsible toactually transfer the funds. The Office of Financial Aid usesworksheets and software provided by the US Departmentof Education to calculate the R2T4 funds. All funds mustbe returned to the lender within 45 days of the last dateof attendance. If you have questions about your Title IVprogram funds, students can call the Federal Student AidInformation Center at 1-800-4-FEDAID (1-800-433-3243).TTY users may call 1-800-730-8913. Information isalso available on Student Aid on the Web athttps://studentaid.ed.gov/sa/.Courses cancelled by the institutionInvoluntary call to active military dutyDocumented death of the studentExceptional circumstances, with approval of the Presidentor designee of the institutionApplication fees are nonrefundable. Refunds will becalculated by the Finance Office and will be refunded within(30) days of withdrawal.The tuition will be refunded as follows: A refund of 100% of the tuition for which the student isobligated shall be issued if the student withdraws prior tothe first day of class. A refund of 90% of the tuition for which the studentis obligated shall be issued if the student’s last date ofattendance is prior to the expiration of 10% of the periodof enrollment for which the student was charged orobligated.When a student withdraws during a payment period,the amount of Title IV program assistance that has beenearned up to that point is determined by a specific formula.The date of withdrawal is earlier of the date the studentnotified the Registrar or Program Director of their intent towithdraw or the date the student submitted the withdrawalform. If the student received (or the school received onthe student’s behalf) less assistance than the amount thatearned, the student may be able to receive those additionalfunds. If the student received more assistance than wasearned, the excess funds must be returned by the schooland/or the student. A refund of 50% of the tuition for which the studentis obligated shall be issued if the student’s last date ofattendance is prior to the expiration of 25% of the periodof enrollment for which the student was charged orobligated but more than 10%. A refund of 25% of the tuition for which the studentis obligated shall be issued if the student’s last date ofattendance is prior to the expiration of 50% of the periodof enrollment for which the student was charged orobligated but more than 25%.The SUSOM attendance policy is described in the universitycatalog and the student handbooks. All Basic Sciencecourses have a minimum 80% attendance requirement (forsome courses the minimum requirement may be higher),and full attendance is required at clinical clerkships.Students who do not meet the attendance requirementsare reported to the university’s Registrar who notifies thestudent’s Program Director of the lack of attendance. In case of withdrawal after 50% of the period ofenrollment, the student is obligated for full tuition andfees.All monies paid by an applicant will be refunded ifcancellation occurs within three business days after signingthe terms of enrollment and making initial payment. Saba University Student Consumer Informationcharges (as contracted with the school). For all other schoolcharges, the school needs the student’s permission to usethe post-withdrawal disbursement. If the student does notgive permission (which some schools ask for at the timeof enrollment) the student will not be offered the funds.However, it may be in one’s best interest to allow the schoolto keep the funds to reduce the debt at the school.The Program Director will consult with the student’s facultyto verify the last date of attendance. Without an officialWithdrawal Form, the university will use the last date ofattendance to compute the R2T4 formula.In the case where a student notifies the Program Directoror a faculty member that he or she intends to withdraw,the student must be informed of the need to completethe Official Withdrawal Form, document the date thestudent notified them and share that information withthe university Registrar. Should the student fail to file theWithdrawal Form or there is a lag between the notificationand the filing of the form, the earlier date of notificationwill be used in calculating the R2T4 formula. In the eventa student receives all failing grades for a semester, theProgram Director will contact the faculty members todetermine if the failing grades were earned or represent alack of attendance. In the event it is determined that thosegrades were the result of lack of attendance, the ProgramDirector and faculty will attempt to determine the last dayof attendance and use that date in the R2T4 calculations.If the exact date cannot be determined, the university willassume a 50% attendance, and use that date as the last dateof attendance. Students who do not attend even one class,are ineligible for Title IV funds and all of the loan proceedswill be returned to the lender.There are some Title IV funds that students were scheduledto receive that cannot be earned once a student withdrawsbecause of other eligibility requirements. For example,if a first-time, first-year undergraduate student hasnot completed the first 30 days of the program beforewithdrawal, the student will not earn any FFEL loanfunds that he or she would have received had the studentremained enrolled past the 30th day. If the student receives(or the school receives on behalf of the student) excess TitleIV program funds that must be returned, the school mustreturn a portion of the excess equal to the lesser of:1. The institutional charges multiplied by the unearnedpercentage of the funds, or2. The entire amount of excess funds.The school must return this amount even if it didn’t keepthis amount of the Title IV program funds. If the school isnot required to return all of the excess funds, the studentmust return the remaining amount. Any loan funds thatmust be returned, the student repay in accordance with theterms of the promissory note. That is, scheduled paymentsare made to the holder of the loan over a period of time.Students who have received a refund of their loan proceedsbefore withdrawing may be required to return part or all ofthose funds to the lender.The amount of assistance earned is determined on a prorata basis. The payment period is the semester for whichthe loan was certified and the percent of attendance iscalculated by dividing the number of day attended by thetotal number of days in the payment period. For example, ifthe student completes 30% of the payment period or periodof enrollment, the student has earned 30% of the assistancethey were originally scheduled to receive. Once the studenthas completed more than 60% of the payment period orperiod of enrollment, all the assistance that the student wasscheduled to receive for that period is considered to havebeen earned If the student did not receive all of the fundsthat were earned, he or she may be due a post-withdrawaldisbursement. If the post-withdrawal disbursement includesloan funds, the student may choose to decline the loanfunds so that additional debt is not incurred. The Office ofFinancial Aid will use the R2T4 worksheets as provided bythe US Department of Education to determine how much ofthe loan may be retained and how much must be returned.Title IV funds will be returned in the following order:1. Unsubsidized Federal Stafford loans2. Federal PLUS loansThe requirements for Title IV program funds when studentswithdraw are separate from any refund policy that theschool may have. Therefore, the student may still owe fundsto the school to cover unpaid institutional charges. Theschool may also charge for any Title IV program funds thatthe school was required to return. Student may receive acopy of the refund Policy from the Business Office.If you have questions about your Title IV program funds,you can call the Federal Student Aid Information Center at1-800-4-FEDAID (1-800-433-3243). TTY users may callSUSOM may automatically use all or a portion of yourpost-withdrawal disbursement (including loan funds, if thestudent accepts them) for tuition, fees, and room and board5

LEAVES OF ABSENCE (LOA) AND WITHDRAWALSIn order for an LOA to qualify as an approved LOA:1. All requests for LOA’s be submitted in writing to theProgram Director and include the reason for the student’srequest. The form must be signed and dated by the studentand specify the date the student wants the LOA to beginand end.Definitions:Approved Leaves of Absence (LOA)An LOA is a temporary interruption in a student’s programof study. LOA refers to the specific time period during aprogram when a student is not in attendance and will returnto complete the program. Students returning from a LOAare not required to re-apply for admission but must reregister for their courses.2. Students must apply in advance for an LOA unlessunforeseen circumstances prevent the student from doing so.3. The situation described for the reason for the LOA mustbe generally non-academic in nature and must be onethat leads to a reasonable expectation that the student willreturn from the LOA within the allowed time frame.Unapproved Leaves of AbsenceA school may grant a student an LOA that does not meetthe conditions to be an approved LOA for Title IV purposes(for example, for academic reasons). However, any LOAthat does not meet all of the conditions for an approvedLOA is considered a withdrawal for Title IV purposes4. The LOA together with any additional leaves of absencemust not exceed a total of 180 days in any 12-monthperiod including days in which school is not is session.Official WithdrawalA “withdrawal” refers to a student’s intent to completelyterminate studies at an institution with no expectation ofreturn. Students who subsequently decide to return to theirstudies must re-apply for admission through the university’sOffice of Admissions.All requests for LOA’s will be reviewed by the ProgramDirector, the university Registrar and the Director ofFinancial Aid. The student will be notified in writing by theProgram Director of the university’s decision.During the LOA, the institution will not assess the student anyadditional institutional charges, the student’s financial need willnot increase, and therefore, the student will not be eligible forany additional disbursements of Federal Student Aid.Unofficial WithdrawalAn unofficial withdrawal is one where the school has notreceived notice from the student that the student has ceasedor will cease attending the schoolIf the student is a Stafford Loan recipient, the school willexplain to the student, prior to granting the LOA, theeffects that the student’s failure to return from an LOA mayhave on the student’s loan repayment terms, including theexpiration of the student’s grace period.Note: Students who withdraw from courses or the programreceive a grade of “W” on their transcript. The grade isconsidered the same as n “F” grade in calculating thequantitative aspect of the Satisfactory Academic Progressstandards and may affect the student’s future eligibility forFinancial Aid.A student granted an LOA that meets the criteria statedabove is not considered to have withdrawn, and no Returncalculation is required. Upon the student’s return from theleave, he or she continues to earn the Federal Student Aidpreviously awarded for the period.LOA and Withdrawal Request FormsThe form required by SUSOM to request a LOA or aWithdrawal is available on the campus website and from theRegistrar.Completion of coursework upon returnIn as much as approved leaves of absence are viewed astemporary interruptions in a student’s attendance, andsince the academic programs at SUSOM are consideredterm-based programs, where the payment period is theterm, a student returning from an LOA must do so at atime when he or she can complete the term in order toApproved LOA’sAn LOA must meet certain conditions to be counted asa temporary interruption in a student’s education insteadof being counted as a withdrawal requiring a school toperform a Return calculation. Therefore, the school would know immediatelythat the student had ceased attendance for Title IVpurposes, and must use the specified withdrawal date in theReturn calculation.complete the payment period and be eligible to receivea second or subsequent disbursement. Therefore, forstudents enrolled in credit-hour term programs, in orderfor an LOA to be an LOA, the school must allow a studentreturning from an LOA to complete the coursework that heor she began prior to the LOA.F. SATISFACTORY ACADEMIC PROGRESSREGULATIONSStudents who return earlier than anticipatedThe school may permit a student to return to class beforethe expiration of the student’s LOA in order to reviewmaterial previously covered. However, until the student hasresumed the academic program at the point where he orshe began the LOA, the student is considered to still be onthe approved LOA. The days the student spends in classbefore the course reaches the point at which the studentbegan his or her LOA must be counted in the 180 daysmaximum for an approved leave of absence. A studentrepeating coursework while on LOA must reach the point atwhich he or she interrupted training within the 180 days ofthe start of the student’s LOA.The U.S. Department of Education requires institutionsof higher education to establish minimum standards ofsatisfactory academic progress for students receivingFederal aid. Satisfactory Academic Progress (SAP) meansthe student is proceeding in a positive manner towardfulfilling degree requirements. SAP includes two standards;qualitative and quantitative. Students must meet bothstandards to continue receiving financial aid.QualitativeIn order to maintain eligibility for financial aid with thequalitative standard, a student must maintain the academicstanding necessary to remain at Saba University School ofMedicine (“SUSOM”). The Financial Aid Office will conducta review at the end of each semester (i.e., payment period) todetermine the students successful progress toward obtaininga degree by comparing cumulative grade average to hoursearned. A student must maintain satisfactory academicperformance as outlined below to remain enrolled in theprogram or to continue receiving aid. A student must alsomaintain an overall grade point average of at least 2.0 (asdetermined taking into account grades for Repeated Coursesin a manner as defined in the Repeating Courses sectionbelow) to continue in the program beyond the basic scienceportion of the program. Additionally, in order to meet theuniversity’s requirement for graduation, a student must meetall graduation requirements specified in the catalog.Student who fail to return from LOA’sIf a student does not return to the school at the expirationof an approved LOA (or a student takes an unapprovedLOA), the student’s withdrawal date is the date the studentbegan the LOA.Explanationof consequencesof withdrawalto loan recipientsA student who is granted an approved LOA is considered toremain in an in-school status for Title IV loan repaymentpurposes. If a student on an approved LOA fails to return,the school must report to the loan holder the student’schange in enrollment status as of the withdrawal date. Onepossible consequence of not returning from an LOA isthat a student’s grace period for a Title IV program loanmight be exhausted. Therefore, in order for a LOA to be anapproved LOA, prior to granting a leave of absence, a schoolmust inform a student who is a Title IV loan recipient ofthe possible consequences a withdrawal may have on thestudent’s loan repayment terms, including the exhaustion ofthe student’s grace period.Students may be dismissed by the university at the end ofany semester if they have not made sufficient academicprogress to warrant continuance of study. Students who failto maintain sufficient academic progress will be dismissedfrom the program. Termination of students will followpolicies and procedures adopted by the university.Unapproved LOA’sA school may grant a student an LOA that does not meetthe conditions to be an approved LOA for Title IV purposes(for example, for academic reasons). However, any LOAthat does not meet all of the conditions for an approvedLOA is considered a withdrawal for Title IV purposes. Thestudent’s withdrawal date is the date the student begins theLOA. An unapproved LOA may be treated as an officialwithdrawal since the school would have previously grantedQuantitativeTo assess students’ academic progress, the medical schoolprogram is divided into increments of Academic Years. AnAcademic Year is comprised of two semesters. Therefore,the SUSOM curriculum encompasses one and one halfAcademic Years in a calendar year. The SUSOM curriculumis comprised of five Academic Years (ten semesters) – 2.5Academic Years (five semesters) of basic science and 2.57

Themaximum time frame for completing the entire programof study (including both the basic science and clinicalmedicine portions of the program) is 7 Academic Years, or14 semesters.2. Clinical Students may take up to 3.5 Academic Years(7 semesters) to complete the clinical medicine portionof the medical school curriculum. During the clinicalmedicine portion of the program, the following outlines theuniversity’s satisfactory academic progress requirements:1. Basic science students may take up to 3.5 Academic Years(7 semesters of enrollment) to complete the basic scienceportion of the medical school curriculum. During the basicscience portion of the program, the following outlines theuniversity’s satisfactory academic progress requirements:Satisfactory academic progress is checked at the end of eachterm of clinical enrollment (i.e., payment period).To meet the university’s requirements for satisfactoryprogress, students must have completed a minimum of: 12 weeks of clinical medicine rotations by the end ofthe first semester of clinical enrollment;PACE OF COMPLETION By the end of the 1st semester of enrollment, a studentmust have successfully completed a minimum of 10%of the total number of credit hours (10% * 157 credithours 16 credit hours) required to complete the basicscience portion of the curriculum. 24 weeks of clinical medicine rotations by the end ofthe second semester of clinical enrollment; 36 weeks of clinical medicine rotations by the end ofthe third semester of clinical enrollment; 49 weeks of clinical medicine rotations by the end ofthe fourth semester of clinical enrollment; By the end of the 2nd semester of enrollment, astudent must have successfully completed a minimumof 16% of the total number of credit hours (16% * 157credit hours 25 credit hours) required to completethe basic science portion of the curriculum. 61 weeks of clinical medicine rotations by the end ofthe fifth semester of clinical enrollment; 73 weeks of clinical medicine rotations by the end ofthe sixth semester of clinical enrollment; By the end of the 3rd semester of enrollment, a studentmust have successfully completed a minimum of 39%of the total number of credit hours (39% * 157 credithours 61 credit hours) required to complete the basicscience portion of the curriculum. 80 weeks of clinical medicine rotations by the end ofthe seventh semester of clinical enrollment.If the student does not meet the satisfactory academicprogress requirements at the end of a semester, the studentwill be placed on financial aid warning for the nextsemester. The student is still considered to be makingsatisfactory academic progress while on warning and iseligible for Title IV aid. By the end of the 4th semester of enrollment, a studentmust have successfully completed a minimum of 60%of the total number of credit hours (60% * 157 credithours 94 credit hours) required to complete the basicscience portion of the curriculum.If at the end of the warning period, the student does notachieve satisfactory academic progress requirements, thestudent may be placed on financial aid probation andremain eligible for Title IV aid if – a) the student appealsthe determination; and b) the school determines that thestudent should be able to meet the satisfactory academicprogress standards by the end of the subsequent paymentperiod or the school develops an academic plan for thestudent that, if followed, will ensure that the student isable to meet the satisfactory academic progress standardsby a specific point in time. Students placed on financialaid probation will not be eligible to receive Title IV aid forthe subsequent payment period unless the student makessatisfactory academic progress or the school determinesthat the student met the requirements specified in theacademic plan specified by the school for the student. By the end of the 5th semester of enrollment, a studentmust have successfully completed a minimum of 75%of the total number of credit hours (75% * 157 credithours 118 credit hours) required to complete thebasic science portion of the curriculum. By the end of the 6th semester of enrollment, a studentmust have successfully completed a minimum of 90%of the total number of credit hours (90% * 157 credithours 143 credit hours) required to complete thebasic science portion of the curriculum. By the end of the 7th semester of enrollment, a studentmust have successfully completed 100% of the totalnumber of credit hours (100% * 157 credit hours 157credit hours) required to complete the basic scienceportion of the curriculum.8

Saba University Student Consumer Informationthem to meet satisfactory academic progress if their appealis approved to continue in school. The decision of theDirector shall be final. Special consideration will be madeonly for mitigating circumstances, i.e., illness, injury, deathin the family. If the appeal is approved a student will beallowed to reenter or continue in school under a probationperiod and will be considered to be in satisfactory academicprogress and eligible for Title IV funding.If at the end of the warning period, the student does notachieve satisfactory academic progress requirements, andthe student is not placed on financial aid probation, allTitle IV aid will be terminated. The student may also beterminated from the school. If the student is not terminatedthey may continue in school as a self pay student.SUSOM evaluates Satisfactory Academic Progress at theend of each semester (i.e., payment period). Withdrawalsand incompletes are not included in the overall gradeaverage. Students must complete all required coursesby the end of the degree. Students who fail a requiredcourse must repeat the course and obtain a passing gradebefore completion of their degree. There are no noncreditremedial courses. Scheduled awards for the next academicyear for students who are not making Satisfactory AcademicProgress will be canceled.IncompletesStudents receiving an (I) incomplete grade have onemarking period to submit the required work to theirinstructor and receive a final grade. Failure to do so willresult in a grade change to a (F).Repeating CoursesA failed grade may be repeated and replace the currentgrade. All credits attempted are considered whencalculating maximum time frame. A student’s enrollmentstatus may include repeating any coursework previouslytaken in the program but may not include more than onerepetition of a previously passed course or any repetition ofa previously passed course due to the student’s failing othercoursework.Financial aid will be disbursed each semester. Studentswho withdraw after that will have their eligibility to retainpart of their financial aid calculated on the percentage ofthe semester attended. Students who attend more than 60%of the term may retain all of their aid. See the section onReturn to Title IV (R2T4) below.Transfer StudentsTransfer students’ transcripts will be evaluated by theProgram Director. Those courses which are applicable tothe degree requirement will be accepted and will be usedto measure the quantitative SAP requirement. Only thosegrades earned at SUSOM will be used to compute thequalitative requirement.Remedial and Non RemedialRemedial and Non-Credit remedial courses do not applyand have no effect on satisfactory progress.Change of Program or Degre
