Introduction1.1 Background1.1.1 E-Government National Centre (EGNC) is proposing a project for a replacement ofa secure Government Network Operation Centre Infrastructure located at EGNCsites (GNOC 1 – EGNC HQ & GNOC 2 - MOFE).1.1.2 The purpose of this project is to have a replacement of existing network equipmentin EGNC sites as most of the current network equipment are outdated andreaching the End-of-Life (EoL) and End-of-Sale (EoS).1.1.3 This Request For Information (RFI) is conducted to explore the future of the nextgeneration of Secure Network Operation Centre products, services and its localsupport and maintenance.1.2 Lesson learned and Challenges1.2.1 Most of the current network equipment in EGNC is quite old and already reachingEoL and EoS.1.2.2 Equipment capability limited to 1G only.1.2.3 Wireless access points devices in EGNC sites can support up to 10 – 12 users at onetime thus create higher network latency during peak hours.3

Eligilibity Criteria2.1 All ICT companies but preferably the respondents should have an office locally in BruneiDarussalam.2.2 Respondents should not be blacklisted by the Government of Brunei Darussalam.2.3 ICT companies are able to commit to ICT Local Business Development Quadrant under ‘HighlySpecialised” quadrant.3. Statement of Requirements3.1 General .83.1.93.1.103.1.113.1.123.1.13Supply, delivery, design, installation, configuration, testing, comissioning,warranty, support and maintenance of the of EGNC SNOC NetworkInfrastructure for the period of three (3) years with optional of additional two(2) years of contract continuation.Replacement of equivalent or better technical hardware and software (ifapplicable) specification as stated in the Annex A, B & C that deliver similarfunctionality or better.All the hardware and software as specified in Annex A, B & C shall be coveredwith maintenance and support services.Provide at least 10G backbone network and potential replacement of currentnetwork technologies.Renewal of licenses for the software and subscriptions support licenses for thehardware, if applicable.Provide new set of access points, self-manageable or by controllers.Provide technical advice and assistance on the Network Infrastructureequipment when required.Provide assistance to remove the current replaced equipment for write-offprocess.Provide network monitoring tools, if any.Provide secondary DHCP server for redundancy.Provide training, if any.Ensure non-disruptive/smooth integration to the current system.Ensuring services shall be available at 24 x 7.5

Scope of Work4.1 The EGNC for and on behalf of the Government of Brunei Darussalam, invites Participants tosubmit a RFI proposal for:4.1.1 The Refresh of Secure Network Operation Centre (SNOC) Infrastrcuture Hardwareand Software (If applicable), listed in Annex A, B & C for E-Government NationalCentre;4.2 The scope of this RFI must include the comprehensive maintenance and support services forhardware and software supplied to EGNC HQ and EGNC Disaster Recovery Infrastructure in MOFE.4.3 Products and Services Sought4.3.2 Participants are required to propose all items, and be wholly responsible for all theproducts and services offered.4.3.3 The Contractor shall provide a comprehensive hardware and softwaremaintenance support services to EGNC and for the disaster recovery (DR) site atMOFE as specified in Annex A, B and C.4.3.4 The Contractor must have maintenance experience in an Enterprise NetworkInfrastructure setup and provide evidence of maintenance experience.4.3.5 The Contractor must have resources capable, knowledge and skill in handlingmajor network equipment to maintain the equipment listed in Annex A, B and C.4.3.6 The Contractor shall submit monthly report for the comprehensive maintenance.4.3.7 The Contractor are expected to reconfigure the exact configuration setting whereapplicable from existing equipment to the propose new equipment with completecable management and tagging on-site installation.6
