I am writing to say that I support the proposed repeal, and further, Isupport the adoption of rules that would restore the regulatory “status quo” that Iunderstand has prevailed on the upper Madison for at least several decades.I write as an angling tourist to Montana, who has traveled there to fish the upperMadison River and other rivers in each of the last three summers. I live inMassachusetts and enjoy fly-fishing in fresh and salt water throughout the NewEngland region, with occasional trips to other fishing destinations in the U.S. andCanada. I am member of the Board of Directors of Greater Boston Trout Unlimited(our local TU chapter), although these comments represent my own personal views.My trips to Southwest Montana over three years have totaled 27 days, with 23 anglingdays in a combination of guided float, guided wading and non-guided wading trips. Inote that all of these days have been in the month of August.From this limited view, I have to say that I have not found overcrowding or anglerconflicts to be an issue at all. The upper Madison in late summer has given me andmy travel companions a great, world-class fishing experience. While long time usersmight find it intolerable, I found the number of fellow anglers to be reasonable, evenon weekends on popular stretches. I found the riverbanks and FAS areas to bepristine and free of trash. Compared to most other places I fish, Montana is paradise.I respectfully believe our biggest problems are not our fellow anglers, even given theexplosive growth of Southwest Montana. While a fix is beyond the power of theCommission, the hotter, dryer climate and what that will do to fishing, hunting and allother recreation in the coming years is a far bigger challenge.Thank you for the opportunity to comment, and I look forward to many more years offishing the Madison.Regards,Michael Andresino225 Woodland Rd.

You can do the right thing and stand up for the health of the trout that drive this economic engine. Troutneed areas with fewer fisher people. The fishery has degraded since my childhood in the 1950s and 1960s. We maynot be able to return the Madison to its flows, temperature, lack of invasive muscles, etc. but we can take somehuman pressure off fish to give them hiding places and space.With the recent debacle with the dam gate and subsequent lack of flow, it is more urgent than ever to protect fish asa resource. And also because it is the right thing to do. Years ago, David Quammen wrote about trout andsynecdoche making the point that if trout thrive, the river system is healthy, desirable, balanced. Attractive tohumans. Healthy trout define the whole of the Madison Valley. Healthy trout arise from good decisions. TheMadison Valley has more people, more homes, drier winters than in the past and therefore it is more incumbent thanever on us to protect the river and the animals that depend on it.I fish less now than I used to but my advocacy for the beloved Madison River has not waned. We are not greaterthan the trout; we are dependent on the trout for the Madison Valley to feel whole. I hope the economic forcesunderstand that we must all be river/trout stewards for fishing jobs to continue into the future. Less pressure on fishnow makes for a healthier future trout population and thereby allows people to continue to benefit from theirrelationship with trout. This prohibition has been in place since at least 1987, andcontinues to serve an important and popular purpose of providing a place exclusively reservedfor wade fishing.Additionally, I understand that the simple repeal of ARM 12.11.6702 may not be sufficient toaccomplish this goal, so I would urge the Department and the Commission to work together tocraft and adopt appropriate language that does achieve the goal of keeping the walk/wadesection intact by continuing the existing prohibition on fishing from boats in this section ofriver.Here are some further details regarding why I believe ARM 12.11.6702 should be repealedand the walk/wade status quo should be continued.During this past summer myself and a small group of other volunteers handed outquestionnaires to over 300 individuals fishing the upper Madison walk/wade section betweenRaynolds Pass Bridge and Lyons Bridge. We wanted to know anglers’ thoughts on the newrule that would allow fishing from boats in the river section. This section has been closed tofloat fishing since the 1980s, and through these last four decades has developed a deservedreputation as one of the top wild trout wade-fishing experiences in the country.Our questionnaire asked, “Should anglers be allowed to fish from a boat on the Madison Riverfrom Raynolds Pass Bridge to Lyons Bridge?” The results? 99% of the respondents — 301 outof 305 — answered NO.Many of these anglers have fished this section of the Madison for decades, and theyenthusiastically support the walk/wade status quo. They’re very concerned about conflictsbetween waders and boaters if fishing from boats is allowed here beginning in 2022.Here’s a statement submitted by one of our survey respondents, a southwest Montana resident,that I find to be particularly on point:“Three Dollar Bridge and the surrounding waters have been special to me as an angler forover 25 years. This is a place where any angler of any background, socioeconomic factor orability can have access to world class fishing opportunities and camaraderie. People of

shared interest come together, discussions break out in the parking areas and friendships aremade. I’m a boat owner but believe some places must remain sacred. I know that boat trafficinterrupts the solitude of wading and negates the effort of those who choose to hike in.”Finally I want to express my thanks to the members Madison River Work Group and the Fish& Wildlife Commission for their timely action in addressing this important recreation issue —before it becomes a problem —by seeking repeal of ARM rule 12.11.6702 and by adoptingany other necessary language to maintain the no-fishing-from-boats regulation year-roundthroughout the Quake to Lyons walk/wade section.
