INTRODUCTIONa.2019 Premium Rates SummaryIn 2019 we are offering a 29.8 per cent reduction to the average premium rate for Ontariobusinesses. This means that for the third year in a row, the WSIB has been able to offerreductions to the average premium rate for Schedule 1 businesses. This brings the cumulativereduction to the average premium rate to a total of 36.3 per cent since 2016.This represents a premium decrease from a Schedule 1 average rate of 2.35 on every 100 ofinsurable earnings in 2018 to an average of 1.65 in 2019.The WSIB is funded solely by premium revenue. When setting premium rates for 2019, wereduced the Past Claims Cost (PCC) for businesses considerably since the Unfunded Liability(UFL) has now been eliminated. This has resulted in rate reductions for almost all rate groupsfor 2019: all but seven (148) rate groups will see a rate reduction, subject to a maximum decreaseof 48 per cent.seven rate groups will remain steady at 2018 levels.This manual contains detailed information on the 2019 premium rates for each rate group.b.Derivation of Premium RatesThe Schedule 1 costs of the workplace compensation system are funded through premiumrates, which are applied to the payroll of Schedule 1 businesses. Schedule 1 businesses are notall charged the same rate. For the purpose of charging premiums on an equitable basis,businesses are classified into rate groups.Classification divides business activities into nine broad classes, which are further subdividedinto 155 rate groups based on similarity of business activity and relative risk. Each rate grouphas a different premium rate, intended to reflect the inherent average risk of the specificbusiness activities of the industries insured within that group. You can find more details aboutthe classification scheme itself in the WSIB’s Employer Classification Manual on the WSIBwebsite at www.wsib.on.ca.Premium rates are expressed as a dollar amount per 100 of insurable earnings.For each of the classes and rate groups their premium rate includes an amount for:1. New Claims Cost – This covers the projected total future cost of injuries or illnessesexpected to arise during the upcoming year.2. Past Claims Cost – This is a charge intended to recover the WSIB’s Unfunded Liability.Introduction – WSIB Ontario1

Administration Expenses – This is the cost required to administer the workplacecompensation system in Ontario and fulfill legislative obligations.The amounts for each of these three components use claims experience and insurable earningsdata from the most recent six years. For 2019, that is the period from 2012 through 2017inclusive. Further details can be found within this manual.There is an annual maximum ceiling for average earnings used for determining benefits andpremiums. The ceiling is set each year according to the Workplace Safety and Insurance Act(WSIA). The ceiling for the 2019 premium rate year is 175 per cent of the average industrialwage for Ontario from the most recent published Statistics Canada earnings data available onJuly 1, 2018.The 2019 maximum insurable earnings ceiling is 92,600, an increase of 2.5 per cent over the2018 ceiling of 90,300.c.Classification Scheme and Data SourcesSchedule 1 businesses are divided into nine classes (class codes A through I). Businesses ineach class are then subdivided into rate groups. The grouping of businesses in a single rategroup is based on similarity of business activities and/or relative risk. The number of rate groupsin each class varies according to the size of the economic sector covered by each class. Forexample, Class B: Mining and Related Industries, contains four rate groups, and Class D:Manufacturing, contains 73 rate groups.Rate groups are further divided into classification units. Classification units are used to track therelative experience of various subgroups within an industry. Firms in a classification unit sharesimilar business activities, risks or other characteristics. All businesses within a single rategroup, no matter which classification unit they belong to or their payroll size, are charged thesame premium rate (before any merit adjustments or experience rating). Premium rates are notcalculated for classification units.The figures shown in this manual are based on the data available as of January 2018. You canget more recent information by contacting the WSIB (see Section 11 of this manual for contactinformation).d.The Role of the Workplace Safety and Insurance Board (WSIB)The WSIB is a statutory corporation created by an Act of the Ontario Legislature in 1914. TheWSIB is responsible for administering the Workplace Safety and Insurance Act, 1997 (WSIA).The WSIB receives no government funding and is funded solely through premiums paid bybusinesses insured by us. Revenue is also raised through returns on invested assets.Introduction – WSIB Ontario2

The WSIB helps deal with the consequences of workplace injuries and illnesses – providing acomprehensive bundle of insurance benefits and helping people with workplace injuries andillnesses recover and return to work.The WSIB: Provides benefits to people who become injured or ill at work and the dependents ofpeople who have died as a result of a workplace injury or illness; and Assists in the return to work and recovery of work-related injured or illnessesBusinesses covered by the WSIA, are divided into two groups, referred to as “Schedule 1” and“Schedule 2.” This manual pertains to Schedule 1 businesses only.Introduction – WSIB Ontario3
