PREFACEThis General Specification aims to lay down the technical requirements ofmaterials and equipment, the standards of workmanship, the requirements on testing andcommissioning, and operation and maintenance as well as requirements on documentsubmissions for Plumbing Installation in Government Buildings of the Hong Kong SpecialAdministrative Region (HKSAR).The 2017 edition of this General Specification was developed from the 2012edition (incorporating Corrigendum No. GSPD02-2012) of the General Specification forPlumbing and Drainage Installation in Government Buildings by the Plumbing andDrainage Specialist Support Group that was established under the Building ServicesBranch Technical Information and Research & Development Committee of theArchitectural Services Department (ArchSD). It incorporates updated internationalstandards and codes as well as technological developments which find applications inHong Kong. To be in line with the Department’s endeavour to reduce the environmentalburden on our neighbours and to help preserving common resources while improving thequality of our service, this General Specification puts emphasis on green features and greenpractice for construction as well as initiatives for enhancement of client satisfaction oncompleted projects.With the benefit of information technology, electronic version of this edition is tobe viewed on and free for download from the ArchSD Internet homepage. As part of theGovernment’s efforts to limit paper consumption, hard copies of this General Specificationwill not be put up for sale.The draft of the 2017 edition has been circulated to stakeholders within andexternal to the Government before finalisation. Nevertheless, the ArchSD welcomescomments on its contents at any time since the updating of this General Specification is acontinuous process for the inclusion of any developments that can help meeting the needsof our community.

PART A – SCOPE AND GENERAL REQUIREMENTSSECTION A1SCOPE OF YWITHTHISGENERALThe Plumbing Installations shall comply with this General Specification whichdetails the intrinsic properties (including materials and workmanship) of theInstallations in so far as it is not overridden by the Conditions, ParticularSpecification, Drawings and/or written instructions of the Supervising Officer.A1.2SCOPE OF THE INSTALLATIONSThis General Specification, Particular Specification, Tender EquipmentSchedule and Drawings detail the performance requirements of the Installations.The Installations to be carried out in accordance with this General Specificationshall include the installation and supply of all materials necessary to form acomplete installation including any necessary tests, adjustments, commissioningand maintenance as prescribed and all other incidental sundry componentstogether with the necessary labour for installing such components, for the properoperation of the Installations.A1.3TERMS AND DEFINITIONSIn this General Specification, all words and expressions shall have the meaning asassigned to them under the Conditions unless otherwise provided herein. SECTION A3EXECUTION OF INSTALLATIONSA3.1THE INTERNATIONAL SYSTEM OF UNITS (SI)The International System of Units of weights and measures shall be used forall materials, equipment and measurements.A3.2PROGRAMME OF INSTALLATIONSThe Plumbing Contractor shall submit to the Supervising Officer a detailedprogramme of the Installations within 4 weeks from the acceptance of hisTender showing the intended method, stages and order of work execution incoordination with the building construction programme, together with theduration he estimated for each and every stage of the Installations. Theprogramme shall include at least the following:(a)Dates for the placement of orders for equipment and materials;(b)Expected completion dates for builder’s work requirements, i.e. whenwork site needs to be ready;(c)Delivery dates of equipment and materials to the Site;(d)Dates of commencement and completion of every stage of theInstallations in line with the building construction programme, i.e.each floor level and/or zone area;(e)Dates of documents/drawings submissions to relevant Governmentdepartments to obtain the necessary approvals;(f)Dates of requirement of temporary facilities necessary for testing &commissioning, e.g. electricity supply, water and town gas.(g)Dates of water supply and drainage/sewage pipe connection;(h)Dates of completion, testing and commissioning; and(i)Short term programmes showing the detailed work schedules ofcoming weeks and months shall also be provided to the SupervisingOfficer. Programmes shall be regularly updated to reflect the actualprogress and to meet the Plumbing Contractors’ obligations under theContract.In addition, detailed submission schedules for installation drawings, equipmentand testing and commissioning shall be submitted to the Supervising Officerfor approval. The formats and information to be included in the schedules shallbe as directed by the Supervising Officer.Section A3Page 1 of 8PI GS2017 Edition

A3.3BUILDER’S WORKAll builder’s work including openings or holes through building structure orpartition walls; trenches, ducts and cutting; and all plinths, concrete bases,supports, ducts, etc. required for the Installations will be carried out as part ofthe building works by the Building Contractor at the expense of the Employerprovided that the Plumbing Contractor has submitted full details of suchrequirements within a reasonable time to the Supervising Officer for approval,so that due consideration may be given before the Building Contractorcommences the building works in accordance with the building programme inthe areas concerned. After obtaining the said approval of the SupervisingOfficer, the Plumbing Contractor is required to mark out at the relevantlocations of the Site the exact positions and sizes of all such works and toprovide detailed information of such works to the Building Contractor tofacilitate him to carry out the builder’s works as the works proceed.All "cutting-away" and "making-good" as required to facilitate the PlumbingContractor’s works will be carried out by the Building Contractor, except forminor provisions required for the fixing of screws, raw plugs, redhead bolts,etc. which shall be carried out by the Plumbing Contractor. The PlumbingContractor shall mark out on Site and/or supply drawings of all "cutting-away"to the Building Contractor within a reasonable time.All expenses properly incurred and losses suffered by the Employer as a resultof the Plumbing Contractor’s failure to comply with the above requirementsare recoverable by the Employer from the Plumbing Contractor as a debt underthe Contract or via the Building Contractor as if it is a debt liable to the BuildingContractor under the Sub-contract as appropriate.The Plumbing Contractor shall ensure that such works are essential for theexecution of the Installations. In the event that any of such works is proved tobe non-essential, unnecessary and/or abortive, the Plumbing Contractor shallbear the full cost of such works including but not limited to any unnecessary orincorrect cutting-away and making-good and shall reimburse the Employer forall cost incurred in this connection are recoverable by the Employer from thePlumbing Contractor as a debt under the Contract or via the Building Contractoras if it is a debt liable to the Building Contractor under the Sub-contract asappropriate.Upon completion of the builder’s works by the Building Contractor, thePlumbing Contractor shall forthwith check and examine that all builder’sworks so executed have been completed in accordance with his requirements.If at any time it becomes apparent to the Plumbing Contractor that anybuilder’s works completed by the Building Contractor does not comply withhis requirements in any respect whatsoever, the Plumbing Contractor shallforthwith give notice in writing to the Supervising Officer and specify indetails the extents and effects of such non-compliance in that notice. ThePlumbing Contractor is deemed to have satisfied with the builder’s works aftera period of 14 days from the date of completion of the builder’s works if theabove notice is not served to the Supervising Officer within such period. connection by the Employer in having such works re-executed and rectifiedshall be recoverable by the Employer from the Plumbing Contractor as a debtunder the Contract or via the Building Contractor as if it is a debt liable to theBuilding Contractor under the Sub-contract as appropriate.A3.4COORDINATION OF INSTALLATIONSThe Plumbing Contractor shall coordinate the Installations with those works ofthe Building Contractor and any other contractors and sub-contractors of theBuilding Contractor.The Plumbing Contractor shall note that the Drawings supplied to him onlyindicate the approximate locations of the Installations. He shall make anymodification reasonably required of his programme, work sequence andphysical deployment of his work to suit the outcome of work coordination oras necessary and ensure that all cleaning, adjustment, test and control pointsare readily accessible while keeping the number of loops, cross-overs and thelike to a minimum.The Plumbing Contractor shall pay particular attention to the building worksprogramme and shall plan, coordinate and programme his works to suit andadhere to the building works in accordance with the building programme.Any significant problems encountered during the coordination work, which arebeyond the Plumbing Contractor’s control, shall promptly be reported to theSupervising Officer.A3.5COOPERATION WITH OTHER CONTRACTORSThe Plumbing Contractor shall cooperate at all times with the BuildingContractor and all other contractors and sub-contractors of the BuildingContractor in order to achieve efficient workflow on the Site and keep the Sitein a clean and tidy condition.Any significant problems beyond the Plumbing Contractor’s control shallpromptly be reported to the Supervising Officer.A3.6SITE SUPERVISIONThe Plumbing Contractor shall keep on the Site a competent and technicallyqualified site supervisor to control, supervise and manage all his Installationson Site. The site supervisor shall be vested with suitable powers to receiveinstructions from the Supervising Officer and his Representative.The site supervisor shall be technically competent and have adequate siteexperience for the Installations. The qualified and competent site supervisorshall have minimum 5 years on site experience for similar type of installationworks. The Plumbing Contractor shall also refer to the Particular Specificationfor other specific requirements, if any, on site supervision.Section A3Page 3 of 8PI GS2017 Edition

Approval by the Supervising Officer shall be obtained prior to the posting ofthe site supervisor on Site. The Plumbing Contractor shall immediately replacethe site supervisor whose experience, skill or competency is, in the opinion ofthe Supervising Officer, found to be inadequate for the particular work.All tradesmen must be experienced in the trade and the work carried out shallbe consistent with good practice in Hong Kong and to the satisfaction of theSupervising Officer. In this connection, the Plumbing Contractor’s attention isdrawn to the Special Conditions of Contract under the Contract for therequirements relating to Qualified Tradesmen/Qualified Skilled Workers andIntermediate Tradesmen/Qualified Semi-skilled Workers.The Plumbing Contractor shall also employ a full time competent foreman onSite for each trade. All trade foremen shall be registered tradesmen/skilledworkers of the relevant trade.A3.7SAMPLE BOARDWithin 6 weeks of the acceptance of his Tender and prior to thecommencement of the Installations, the Plumbing Contractor shall submit tothe Supervising Officer for approval a

The Plumbing Installations shall comply with this General Specification which details the intrinsic properties (including materials and workmanship) of the Installations in so far as it is not overridden by the Conditions, Particular Specification, Drawings and/or written instructions of the Supervising Officer.
