NDSU EXTENSIONCommercial/Public Applicator and DealerCertification OfferingsNorth Dakota Pesticide Certificate HoldersWith April 1, 2022, Expirations:2021-2022RE: 2021-2022 Training SeasonSince March of 2020, commercial/public applicators and dealers have dealt with significant disruptionsand changes when renewing certificates due to the COVID-19 pandemic. At the time of this writing,the NDSU Extension Pesticide Program is anticipating a return to a more normal training season.However, we are preparing, just in case we are dealt new restrictions, on how we train and certify people.To accomplish this, we want to share our plan for this season with you. That’s why we put togetherthis booklet for all applicators/dealers, regardless of what categories in which you are seeking renewal.I advise you to read this publication carefully so you can select your strategy for obtaining renewal.We are offering five different approaches for renewing certification(s):1. Successfully completing exam(s) will continue to be an option through NDSU Extension county offices.2. Our traditional face-to face trainings will be offered. At this time, we are planning normal capacity limitsat our venues, but that may have to be dialed back, depending on social distancing requirements.3. For the past 16 years, we have offered live trainings through web conferencing hosted at selectedNDSU Extension county facilities. We will continue to do this. Capacity limits are based on how largethe room is, but if social distancing requirements are put in place, we may have to scale them back.4. This past season, we offered live trainings through webinars directly into homes, shops or offices.We will offer this method of renewal again. The advantage is applicators do not have to travel,but they will need to have a reliable internet connection and a personal computer. This optionhas no limitations on participant numbers.5. Finally, in our minor categories (Home Industrial and Institutional, Public Health, Vertebrate andWood Preservation), we will continue to have home-study correspondence trainings available fromJan. 1 through April 1, 2022.We are confident we will be able to meet your certification needs throughout this training season.What follows are the details.All the best,Andrew A. Face-to-Face and Hosted TrainingsParticipating in a WebinarIf you desire to participate in a training in a meeting room, considering the following is important:If you select this means of training to completeyour renewal, you need to be prepared to handlethe technology. Here are some key points: If crowds make you uncomfortable, considernot participating in face-to-face trainings.In general, hosted trainings will have fewernumbers because they will be in smallervenues. However, if you desire to maintainmaximum social distance, webinars maybe your best option. Masks or face coverings are optional at thistime. If they are imposed by a local countyor city government, we will observe localdirectives. If NDSU or the state imposesmask use, we will follow those instructions. We will provide hand sanitizer at alllive events. Please understand the above are minimumexpectations. The site host or trainingvenue/operator may have additionalrequirements that go beyond what theNDSU Extension Pesticide Program is asking.Please respect their wishes.CommunicationGiven the unpredictable nature of thispandemic, please maintain up-to-date contactinformation with our office, especially anemail address. Without it, we will not be ableto connect with you on short notice. Also,we can only email changes to applicators/dealerswho have registered for an event. If you wereplanning a walk-in registration, we will notbe contacting you.Another way you can stay in touch is bymonitoring our website. We will post anychanges at least 24 hours before the event. We have been using itfor several years with minimal problems.Thousands of applicators and dealers acrossthe state have been successful in obtaininga certificate through this approach. You do not need a Zoom account or specialsoftware. You will need a networked computer withaudio and video capabilities. A microphone orcamera is not required. You must have sufficientbandwidth to handle video streaming. A personal computer/tablet/iPad runningWindows or the IOS system is optimal.While Zoom can be viewed from any networkeddevice, smartphones are not recommended dueto bandwidth limitations and the inability tosee presentations on a small screen. If you request participation in a webinar,we will send you additional instruction on“how to participate.” This will be in a PDFdocument and in a narrated step-by-step video. You will need to register with Zoom for theevent so you can obtain login information.We will provide you with an email registration link once you have preregistered with theNDSU Extension Pesticide Program. When youget the link, simply follow the instructions toobtain login information for your webinar. Registering with Zoom allows us to trackyour participation before, during and afterthe webinar. We use this tracking informationto verify attendance. While participating,please refrain from distractions and focus onthe content of the training. Doing so will assurethe U.S. Environmental Protection Agency, theNorth Dakota Department of Agriculture andthe general public that you are committed tousing pesticides in a responsible manner.Pesticide Certification Offerings 2021-2022

Completing Exams atCounty Extension OfficesTraining RegistrationRenewal by examination will be offered.For 45 years, NDSU Extension county officeshave provided local opportunities to takecertification exams.At the time of this writing, this is still the case.However, while county offices are part of theNDSU Extension system, their operations andpractices are governed by county government.Thus, each office may have different requirementsand procedures for issuing exams. Applicators/dealers seeking to take exams should call aheadfor an appointment and visit with county staffregarding availability and local policies.Continuing Education Unitsfor Certified Crop Advisersand ArboristsUsing a pesticide certification training tomaintain a certified crop adviser or arboristaccreditation will be an option. However, weare just going to make our agendas available forself-reporting purposes. We will not be chargingfor or providing any advanced approval withyour accreditation institution.All applicators participating in face-to-face orhosted events will be provided an agenda atregistration. Webinar participants will receivea URL and a QR code in their preregistrationconfirmation letter that will direct you to aweb-based shared directory where you will beable to download a copy of the training agenda.Preregistration is strongly recommendedfor all trainings. If we have space limitationsfor face-to-face or hosted trainings, walk-inregistration may not be possible. Applicant Acknowledgment ofProof of Financial ResponsibilityNDCC 4.1-33-10 requires an applicant for a commercial applicator certificate,in the State of North Dakota, to provide proof of financial responsibility. NDCC4.1-33-10 further requires that a commercial applicator must maintain financialresponsibility in the amount of at least one hundred thousand dollars ( 100,000.00).Financial responsibility may be demonstrated by a notarized letter from an officer ofa financial institution or from a certified public accountant attesting to the existenceof net assets equal to at least one hundred thousand dollars ( 100,000.00), aperformance bond, or a general liability insurance policy.I, the undersigned applicant, in lieu of providing proof of the above, attest and certify:(1) That I maintain financial responsibility in an amount of at least one hundredthousand dollars ( 100,000.00).
