COMMUNITY RELATIONS PLANHASTINGS GROUND WATER CONTAMINATION SITEHASTINGSADAMS COUNTYNEBRASKAThis Community Relations Plan presents the site background anaoutlines the objectives and techniques to be used d u r i n g theSuperfund activities at Hastings Adams County, Nebraska Theplan w i l l be revised as community needs for information andinteraction e v o l v eThe U S Environmental Protection Agency(EPA), Region VII has the lead responsibility for managing theactivities and the implementation of the plan which was preparedduring October1985IBACKGROUND AND HISTORYASITE HISTORYHastings Nebraska population 23 045 is located twentyfive miles south of Grand Island Nebraska on U S Highway34One mile east of Hastings is the boundary of the formerNaval Ammunition Depot (NAD)Located at the western edgeof the NAD is an area presently being developed as HastingsIndustrial Park EastThe area of concern is large andincludes areas within the City of Hastings and parts ofeastern Adams CountyIn 1983 the Nebraska Department of Health (NDOH) and theNebraska Department of Environmental Control (NDEC) beganinvestigating widespread ground water contamination in theHastings areaThe investigations included sampling ofwells, inspections of industrial facilities presently inoperationand a historical review of past industrialoperationsBased on Hazard Ranking System (HRS) analysis and otherfactorsHastings was submitted as a candidate for theNational Priorities List (NPL)The NPL identifies thetargets for action under the Comprehensive EnvironmentalResponse Compensation, and Liability Act of 1980 (CERCLA orSuperfund )The Superfund law sets up a Trust Fund tohelp pay for cleaning up hazardous waste sites that threatenpublic health or the environmentThe fund is administeredby the U S Environmental Protection Agency (EPA)TheHastings Ground Water Contamination Site was added as aproposed site by NPL Update 12 October 1984The Hastings Ground Water Contamination Site is an area ofunknown size which underlies a major portion(s) of the Cityof Hastings and extends eastward to an area served by aprivately owned public water supply systemPublic watersupply wells operated by the city are located within thearea of known contamination as are wells operated byCommunity Municipal Services Inc (CMS)The CMS system17-8510-04 1HAR4j(b

services t h e H a s t i n g s I n d u s t r i a l Park Eastthe CentralNebraska Technical College and customers located in CiavCountyThe City of H a s t i n g s has t a k e n w e l l 18 out of the s u p p l ysystems and placed other c o n t a m i n a t e d w e l l s on a standbybasisThe o p e r a t o r s of the CMS system have t a k e n two w e l l sout of s e r v i c e w h i c h n e c e s s i t a t e d r e f u r b i s h m e n t of the t h i r dwell in their systemC u r r e n t l y this w e l l (319) is theo n l y s o u r c e o f w a t e r f o r t h e C M S systemN u m e r o u s w e l l s w i t h i n the two p u b l i c w a t e r s u p p l y systemshave shown contamination by v a r i o u s solvent organicchemicals at d i f f e r e n t levels of c o n c e n t r a t i o n and ind i f f e r e n t combinations of contaminants presentT r i c h l o r o e t h y 1 e n e (TCE) has been f o u n d in H a s t i n g s C i t yw e l l s 10 12 & 18 in CMS w e l l s 20 and 24 and in atotal of f i v e p r i v a t e wellsTCE concentrations in theHastings area w e l l s have been f o u n d in the range of 05 to1620 ppbA sample f r o m the southeast a r e a of the HastingsC i t y d i s t r i b u t i o n s y s t e m c o l l e c t i o n i n 1983 c o n t a i n e d 1 6 1ppb TCEThe presence of c a r b o n t e t r a c h l o r i d e (CC14) is also of g r e a tconcernCC14 has been f o u n d in w e l l s o p e r a t e d by the C i t yof H a s t i n g s the CMS system and in one p r i v a t e w e l lCC14c o n c e n t r a t i o n s in the CMS d i s t r i b u t i o n systems were in therange of 23 to 32 ppb d u r i n g May and June 1983In November 1984, l a b o r a t o r y a n a l y s i s confirmed the presenceof 1 2 - d i b r o m o e t h a n ealso k n o w n as e t h y l e n e d i b r o m i d e( E D B ) , in CMS w e l l 24EDB is a recognized carcinogen andhas demonstrated other chronic health effects in animalsC o n c e n t r a t i o n s of EDB in the 1 3 p a r t per b i l l i o n ( p p b )range were found in CMS w e l l #24Samples t a k e n b y E P Af r o mt h e C M S d i s t r i b u t i o n s y s t e m i n J u n e 1985 w e r e f o u n d t o b ef r e e of EDBI n f o r m a t i o n on h e a l t h e f f e c t s of these t h r e e chemicalcontaminants is contained in h e a l t h advisories issued by theEPAThese h e a l t h a d v i s o r i e s a r e a p a r t o f t h i s C o m m u n i t yR e l a t i o n s P l a n by attachmentThe s o u r c e ( s ) of this g r o u n d w a t e r contamination p r o b l e m is(are) not knownHowevere f f o r t s by the NebraskaDepartment of E n v i r o n m e n t a l C o n t r o l and EPA Region VII haveproduced some suspected sourcesThese i n c l u d ehistoricalwaste disposal practices in the old central i n d u s t r i a ld i s t r i c t of the city an abandoned l a n d f i l l located at theeastern city limits and waste disposal areas located on thef o r m e r NAD which operated d u r i n g W o r l d War II and the K o r e a nWarIn addition to these three suspected sources a f o u r t hsuspected source, the South L a n d f i l l , is being e v a l u a t e d17-8510-04 2HAR4304
