GRADUATE COUNCIL MINUTESOctober 24, 2014The Graduate Council met at 2:00 p.m. in Ingram 101. Chair Nita Brookspresided.I. AnnouncementsA.Dr. Nita Brooks, ChairDr. Brooks opened the meeting.B.Dr. Jackie Eller, Interim Dean, College of Graduate StudiesC.Dr. Scott Handy, Interim Associate Dean, College of Graduate StudiesDr. Handy noted that the College of Graduate Studies is working to reduceconfusion for students by having a one-step admissions process as opposed toa two-step process. We are also working to shorten the turnaround time onrouted applications. Ideally, we would like to have an admission decision fromdepartments within a two-week timeframe.Dr. Handy asked the Student Affairs and Travel Committee to look through theCollege of Graduate Studies existing exit survey to note which questions arehelpful and relevant and provide feedback by November 7th. It was noted thatthere needs to be a way to contact the students once they have graduated.The College of Graduate Studies would like to begin extracting the applicationdata regarding how the applicant heard about MTSU. This will be a part of ourinitiative to refine our recruitment efforts.Dr. Handy reported that Leisure and Sport Management has a new ABMpending approval at the undergraduate level.

III. Approval of minutes from last meeting—September 26, 2014A motion was made to accept the minutes of the September 26, 2014. The motion wasseconded and passed.IV. Sub-Committee ReportsA.Graduate Faculty and Curriculum ReviewDr. Vaughn Barry, Chair The October Consent Calendar is attached. A motion was made to accept the Consent Calendar. The motion wasseconded and passed.B.Student Affairs and TravelDr. Kathleen Darby, Chair In Dr. Darby’s absence, Josh Howard noted that the travel funds have beenexhausted for any fall conference presentations. There are plans to have 5000 available in this account for the spring semester.C.Policies and ProceduresDr. Bichaka Fayissa, Chair Dr. Fayissa distributed a handout reflecting three recommendations from thecommittee. The three recommendations included:1. Clarification of the current policy regarding Graduate AssistantTuition Only Assistantships. Tuition Only assistantships are usedin special instances and are approved for summer terms only. Ingraduate programs in which students are working a summerinternship, students must be enrolled in at least one graduate credithour of classes during the summer semester. The committee left itup to the discretion of the College of Graduate Studies whether ornot the Tuition Only Assistantship form will be posted on thewebsite.2. Change the current two-step graduate admission process to a onestep process. Currently, the applicant first has to be accepted bythe College of Graduate Studies, and then has to be accepted by thegraduate degree program of their choice. With the change, theapplicant will only be admitted to a specific program.

3. Amendment to the Graduate Assistantship Policy regarding timelimits for support. The proposed policy stipulates:A. A graduate assistantship can be held for 5 years (15semesters).B. For support beyond 5 years, up to an additional 1 year (3semesters) can be granted upon review of academicprogress.C. In exceptional cases, there is the option for 1 year (3semesters) of support beyond the 5th year which can begranted by request on a semester-by-semester basis.A motion was made to accept the three recommendations with amendments to 3Aand 3C. For clarification, add the words “up to” after “for” in 3A. After theminor change, it now reads: A graduate assistantship can be held for up to 5years (15 semesters). There was a typo in 3C. The year should have read 6th.Thus, 3C has been amended to read as follows: In exceptional cases, there is theoption for 1 year (3 semesters) of support beyond the 6th year which can begranted by request on a semester-by-semester basis.The motion was seconded and passed.D.Graduate Program ReviewDr. Ginny Dansby, Chair No report at this time.V. Old BusinessVI. New Business Dr. Eller reported that the College of Graduate Studies is working on anArgos report that will allow departments to keep in touch with the studentsand be able to see the students’ progress through the admissions process.There being no further business the meeting was adjourned at 2:42 pm. The nextGraduate Council meeting is scheduled for November 21st.
