President’s MessageMY SECOND LIFEBy Michael MataWell, this is a fine mess we findourselves in! When we look backat the days when we started on thisdepartment, we see ourselves saying “I’d do this jobfor free”. Although at that time it was the truth, itwasn’t the real world talking. It was our “if we could”world. As we’ve moved through our careers andlives, reality set in and we have finally turned intoour parents. We find ourselves talking about 401’sand 457’s. We are talking to friends, asking “WhatROTH are you invested in?” or “How is your IRAdoing?”. We do this because the reality of our ownmortality has set in. The profession we have chosenand the dangers we have faced pale in comparison tothe dangers we are now facing. I remember when Ithought 50 was OLD! Now, as I sit here three yearsfrom that bench mark, I’m saying “Shit, I’m justgetting this party started.”I’m not thinking what am I going to do in mytwilight years. Nope, I’m saying what’s in storefor my best years. I going to do 10 more years inthis business then my wife and I are going to startour second life. In that life, I’m going to find thatplace again where I will say “I’d do this for free.”Many of you are in my situation, not old enough toretire but not young enough to leave. For the last sixmonths, I have said that with distain and anger andthat was wrong; I’m now saying it with eagernessand anticipation. I not going to be a victim in thissituation. I’m going to make this work for me. If thiscity wants a 60 year old officer to work the streets,that is what I’m going give them. Do you know whatthey are going to give me? They are going to giveme a topped out paycheck. I’m not worried. I havesurvived some really bad and dangerous times in thisprofession. We have outlasted them all and we aregoing to do it again! We know how to play this game.This Dallas Mayor is no friend of the police and fire.We made the mistake of putting faith in these electedleaders, that they would do what is best for the city.Those elected leaders are going to do what is best forthem, period. They call themselves public servantsbut they are not. What makes them different fromus, the “real public servants,” is our end game. Thepoliticians end game is the next higher office they canhold or the next higher business connection they can4 The Shield March 2017make to further their careers. We all witnessed thatin the sham of a memorial the city and the Mayor puton for our July 7th Fallen Five. It was supposed tobe a tribute to the lives and memories of these bravemen and comfort their destroyed families. Instead, itturned into a political grandstanding for politiciansfrom the city council all the way through the stateand federal ranks. It turned into a political stumpspeech for their own benefit. I spoke with so manyofficers who were at that memorial and it was a kickin the teeth to them and the memories of our FallenFive. When it comes down to it, these politicians arelooking for the next opportunity to further themselvesand their personal agendas.Real public servants, being police and fire, are notlooking for the next best job. We are not thinking“how can I turn this position into a bigger and betteropportunity.” No, we do this profession for 30 to 40years to just “live”. We do this work for all thoseyears and have the choice to do something or to donothing. We strap on that vest for more than 30 yearsand earn the right to choose. We choose can have asecond life of enjoyment; enjoying those things wegave up and sacrificed for this city.When I finally retire, I will never miss anotherbirthday. I will never miss another Christmas. Everytime my grandchildren have a ballet recital or abaseball game, I will be there. Those fishing trips Iwasn’t able to take my son on, I’m going to do itthen. That trip to Paris I never was able to take mywife and daughter to, guess what, we will be drinkingexpresso at the foot of the Eiffel Tower. That will beStress, anxiety and depressiondon’t have to control yourlife! The retiree badge is a “thank you” to those who staywith the DPA as we fight battles for the membership.There are guidelines regarding the retiree badge andCONSTITUTION & BYLAWS they were brought up and discussed at a generalBy Beth Sundquistmembership meeting less than one year ago. They have been around since 1959 andthey are there for a reason. They are guidance andrules that were well thought out, debated and votedinto place and they determine the structure of ourorganization.If a member sees a rule or bylaw they think needsto be modified to fit our growing organization and tostay up to date with the changing times, that rule orbylaw can be changed but those changes have to bedone within the language of the Constitution and, inmost cases, require a vote of the complete board ormembership. The DPA works for the members and themembership created and votes on the Constitution.The Executive Board just enforces those rules.The Dallas Police Association is a labor organizationwhich fights for members’ rights and represents themon their individual and collective problems/issues.I will admit, there are times when a member doessomething I don’t agree with but I don’t bail onthat member and tell them to go elsewhere for help.Instead, I stand by them and help and support themthrough the situation. As a Vice President, that is myduty and is what is expected of me and that is whyyou elected me to this position.One recent Constitution/Bylaw that has struck anerve in many future retirees is the badge that isgifted upon retirement. About 15 years ago (don’tquote me on the time frame), it was suggested theDPA gift a retirement badge to members who werecommitted to the Dallas Police Association throughthick and thin. This suggestion was brought beforethe board and members, not just the executive board,and they voted to start giving a badge to retirees thatfell within the guidelines the board set forth.6 The Shield March 2017DPA Scholarship DrawingInformation & RulesGeneral Rules: Parent MUST be an ACTIVEDPA member. Cops’ CopBACK THE BLUED ALLA S PO LI CE ASSO CI ATI ONAt the request of Governor Greg Abbott, it was anhonor for the Dallas Police Association to send fiveof Dallas finest officers who were shot ambush styleto Austin for recognition at the Capital.Governor Abbott introduced HB 429 which willmake assault on a public servant a hate crime. Thisbill is one of Governot Abbott’s top priorities.FEBRUARYOfficer Brett RosenSenior Corporal Brett Rosen hasbeen selected as the February2017 Cops’ Cop for the DallasPolice Association. Senior Corporal Rosen joinedthe Dallas Police Department in March 2009. SeniorCorporal Rosen is currently assigned to NorthwestPatrol, First Watch.Senior Corporal Rosen has received 16 internalcommendations and was the Stemmons CorridorAssociation Officer of the Year (2013).Senior Corporal Rosen is married to Christina andthey have 2 children, Parker and Paisley.Senior Corporal Rosen plays for the Dallas PoliceSoftball Team.Senior Corporal Rosen is known as a very professionalpatrol officer with a strong work ethic. Sergeant JohnO’Brien states Senior Corporal Rosen comes to workevery day with an attitude for catching criminals. Having said that, it’snever been more important that we stand together andtake care of each other in today’s climate. We need toremind ourselves that we are indeed a family.Thank youWhen we took our oath, we swore to serve and protectthe community but I’d like to think that our oath goesdeeper than that. I believe we all swore to serve ourfamily in blue as well. The Dallas Police Associationand Assist the Officer Foundation have flourishedinto what they are today because of countless hours ofvolunteer work from its members. Because of this, wehave been able to bear one another’s burdens duringour times of need. Our ability to hold each other uphas changed lives and, in all honesty, it has savedlives. The DPA and ATO are constantly surroundedby officers and their families who need support,attention, encouragement, and kindness. It’s rare towalk into an elevator, substation, or open an email andnot find a flyer or announcement of someone in need.Many of these flyers are a parent’s worst nightmare,having a sick child, while others may have suffered aloss of their home due to fire and/or natural disasters.How often have we intended to be the one to helpbut get consumed by the demands of life and leaveit for others? I wish everyone could see the impactand difference your volunteer work makes whensomeone is in need. The reaction they have when anunexpected check is given after a fundraising event ispriceless. There are lots of tears, gratitude, and hugswith never ending Thank You’s. After witnessing myfirst check presentation, I came to the realization thatsome of my time was spent on things that really don’tmatter. Fourth Vice PresidentCONFERENCES & TRAININGBy Steve MyersIn February, Beth Sundquist,Jaime Castro, and I attended theLabor Relations InformationSystems (LRIS) conference wheremany of the nation’s top public safety associationssend their board members to learn about emergingtrends, best practices, and to gain a perspective ofhow associations are performing well and where theymight use some extra attention.I’m here to tell you that throughout the threeday conference, I heard story after story on howassociations were putting into practice policies thatthe DPA has been doing for years such as our financialgovernance, our ability to identify differences withinour association and how we deal with those, andmainly our adherence to the rules that our membersestablish through our constitution. The last one beingwhere I believe the DPA stands above all others. TheDPA board members have been given authority byour members but that authority is clearly defined bythe very same members, and when someone tries todeviate from those rules, they are addressed promptly.However, I did find some areas where I think wecan improve. Our Directors have for many yearsbeen message bearers between the E-board and themembers we all represent. While this is a critical,necessary role, it is one that I do not believe should betheir sole duty. Over the past few years, our generalmembership has become more involved which meansour directors have been getting younger, more diverse,and even more energetic, which is wonderful. Thatis why you have been seeing more directors handingout retirement badges recently rather than a memberof the E-board (side note: these directors have beenamazing with these retirement badges since wehanded out three times as many badges in 2016 aswe did in 2015). The directors have also taken amore active role in recruiting new members andsigning up members for PAC. These Directors see thebenefit of one association, and they are committed toseeing that become a reality under their watch. Thatis why I would recommend sending one or two ofour directors a year through the very same trainingwe just took. I think it would serve as a very goodfoundation for any person who has decided to serveDallas police officers as a board member of the DPA.We have made may strides in the right direction, butI think there is always room for improvement fromthose who are elected, and I am committed to findingways to improve.
