The Board shall cooperate with local lawenforcement agencies and fire departments and with insurance companyinspectors.Access to buildings and grounds outside of regular school hours is limited topersonnel whose work requires such access. A security control system isestablished which limits access to buildings to authorized personnel and guardsagainst entrance to buildings by unauthorized persons, as per BOE Policy ECA.Surveillance EquipmentThe Board recognizes the District’s responsibility to maintain order anddiscipline on school property and in school vehicles. Recognizing the value ofelectronic surveillance systems in monitoring activity, the Board directs theadministration to develop regulations to implement the surveillance program.The regulations must be in compliance with law to protect the privacy rights ofstudents and staff.1. CamerasSurveillance cameras may be used both inside and outside of buildings and onschool vehicles to assist in the security of students, staff and property.2. Metal DetectorsThe administration is authorized to use stationary or mobile metal detectors atits discretion. The Board directs the administration to develop regulations forthe use of detectors.Any search of a student’s person as a result of activation of the detector isconducted in private.SCHOOL RESOURCE OFFICER (SRO)Warren Local School District utilizes the services of an SRO. A "SchoolResource Officer" means a peace officer who is appointed through amemorandum of understanding between a law enforcement agency and aPage 10 of 58

school district to provide services to a school district or school as described bythe Ohio Revised Code.An SRO has been trained to address the specific nature of the following:1. School campuses and providing a safe learning environment2. School building security needs and characteristics3. The nuances of law enforcement functions conducted inside a schoolenvironment4. The mechanics of being a positive role model for youth, includingappropriate communication techniques which enhance interactionsbetween the school resource officer and students5. Providing assistance on topics such as classroom management toolsto provide law-related education to students and methods formanaging the behaviors sometimes associated with educatingchildren with special needs6. The mechanics of the laws regarding compulsory attendance7. Identifying the trends in drug use, eliminating the instance of druguse, and encouraging a drug-free environment in schools.GENERAL INFORMATIONSTUDENT RESPONSIBILITYThe following obligations shall be assumed by the students:1. To obey the rules of the school2. To apply their best efforts to the established course of studya. be prompt and regular in attendance.b. complete school assignments on timec. pay attention to teachersd. be willing to work at self-improvemente. learn to criticize fairly and to accept criticism3. To respect the authority of teachers4. To respect school and private property5. To engage in proper conduct in school, on school grounds, on buses,and at school functions6. To refrain from disruption, demonstrations, violence, and other formsof incitement interfering with the normal educational process.7. To leave school grounds immediately upon being dismissed, to goto and from school in an orderly manner and without delay, and torefrain from interference with other students on the way to andfrom school.Failure to follow these guidelines will result in discipline including, but notlimited to detention, Saturday School, In-School Suspension, Out-of-SchoolSuspension, or Expulsion.All students are required to purchase and maintain a Student Planner. StudentsPage 11 of 58

are also required to replace lost Planners at a cost of 5.00.Students who are 18 or over and not living at home with parent/guardian andemancipated minors must follow the same rules, with some possible differencesin verification of absence, notices and permission slips. (See the principal forclarification.)The district may, at times, need to communicate with parents when itdeems necessary in the event of inclement weather, safety issues,important events, etc. The school district will use, but is not limited to,mass email, mass phone messages, personal phone calls or emails,radio and tv news outlets, social media, and/or our website. For thatreason, it is imperative parents make sure contact information isupdated at the school office immediately after changes occur.INDEPENDENT STUDENT STATUSStudents who are 18 and wish to be identified as independent students must meetthe following criteria:1. Be 18 years of age2. Be living independently of parents/guardian3. Complete and return "Independent Student Consent Form", with therequired signatures, to the high school office.If at any time it is determined that the student identified is no longer to be deemedas independent, the responsibility rests with the parent to properly notify theschool of such status.HOMELESS STUDENTSA student may be considered “homeless” if they live on the street, in a shelter,motel, vehicle, abandoned structure, or campground, or if they are “doubledup” with friends or relatives. Students with such living situations may continuein the school in which they attended before becoming homeless, if that is theirchoice and is feasible. Juvenile Center .374-7453LIFE AND PURPOSE BEHAVIORAL HEALTHLife & Purpose Behavioral Health is a mental health resource that can beprovided for students with social and emotional needs. Licensed and qualifiedstaff are available to provide services such as mental health day treatment, nonintensive group counseling, and individual counseling. Staff will utilizeevidenced based treatment practices to support students with coping in theirenvironment on-site at Warren Local Schools, while coordinating with schoolstaff and parents to support academic and emotional success for the student. Toensure well rounded care for the student, Life & Purpose staff attend schoolmeetings and conferences to help advocate for the student, and use a team andcollaborative approach with Warren Local Schools. Programs depend on theindividual needs identified by school staff or parents of the student, and vary inintensity and length. Summer services may be provided for some students toensure continuity of their care throughout the entire year.The referral process for a student to be enrolled with Life & PurposeBehavioral Health comes from the child’s teacher or school administration,directly to a Life & Purpose therapist. The therapist will then contact thestudent’s guardian to set up an assessment to identify the needs of the studentand establish a treatment plan, with coordination of the guardian and school. Ifyou have concerns for your child’s social, emotional, or behavioral well-being,please discuss these concerns with your child’s teacher or with schooladministration so that a referral can be made if all parties agree.BELL SCHEDULESMonday-FridayPage 13 of 58

Anyannouncement must be written in detail and signed by a faculty member.Announcements should be brief and relevant to the majority of the student body.CLOSINGS, DELAYS, AND DISMISSALSWeather or calamity may force the district to close school for the day, delay thestart of school, or dismiss students early. information:1. The district will use a one-call system to notify students and families aboutclosings, delays, and dismissals. It is the responsibility of parents,guardians, and students to provide the school office with updatedcontact information so that they may be contacted effectively.2. Parents, guardians, and families are encouraged to make alternatearrangements so that they are prepared for closings, delays, and dismissals.3. Emergency closing information will also be provided to WTAP and itsaffiliates and ONN and its affiliates. Please monitor these news stationsfor updated information.4. During a two-hour delay, buses will run two hours later than their normalschedule. Classes will begin two hours later than usual. School will bedismissed at the regular time.5. If school is dismissed/cancelled due to weather conditions, all practices,athletic contests, and other school related activities will be cancelledunless approved by district administrator or official.ATHLETIC PROPOSAL FOR INCLEMENT WEATHERIf school is closed, grades 9-12 may have a non-mandatory/optional practice ifthe superintendent, after conferring with the administration and athletic director,determines the weather conditions have cleared enough to warrant practice.Games may be played on days when school has not been in session. Thesuperintendent, principal and athletic director must feel conditions are safeenough for the team to travel.FIRE DRILLSFire drills will be held periodically. They must be carried out in an orderlyfashion and with seriousness. Any open windows should be closed, and allclassroom doors should be closed after the last person has left the room. Norunning will be permitted, and everyone should proceed at a walk to the properexit. Students will proceed from the building in columns of two or single file toa distance at least 100 feet from the end of the building and remain with theteacher until the return bell is sounded. Quiet should be maintained while outsidethe building so that instructions may be heard if they are given.TORNADO PROCEDURESTornado procedures and drills are now required by law. Teachers will haveinstructions posted for each of their classes. Notice of the tornado drill will begiven over the intercom. All drills will be made as realistic as possible andshould be treated seriously. Teachers will accompany the students to designatedprotected areas and the class will remain together until the all clear is given overthe intercom.VEHICLE REGISTRATIONPURPOSE OF REGISTRATION:Assist school officials in identifying vehicles of non-students which are inPage 15 of 58

parking areas and to help monitor vehicle traffic and safety.RULES AND REGULATIONS:1. All students wishing to drive/park on school property must apply for andobtain a parking tag to be displayed at all times while on school property.Students must register all vehicles they may drive to school. Only one parkingtag will be issued per student. Students must move their tag to the vehiclethey are driving.2. Non-Registered vehicles may be ticketed and/or towed at the owner’sexpense.3. Students may not park in any area other than the designated “student” parkinglot.4. At a designated time, students may choose their parking spots for the year.This will begin with Senior drivers. Students are permitted to decorate theirspots with the understanding that all decorations must be school appropriate.5. Vehicles must be park
