PROGRAM OVERVIEWOVERVIEW OF AMERICORPSOVERVIEW OF AMERICORPS NCCCAmeriCorps provides opportunities for Americans of all agesand backgrounds to serve our communities and countrythrough two programs: AmeriCorps Seniors andAmeriCorps,. Working with national and communitynonprofits, faith-based groups, schools, and local agencies,AmeriCorps engages more than 5 million Americans eachyear in meeting critical needs in education, theenvironment, public safety, disaster services, and otherareas.AmeriCorps NCCC (National Civilian Community Corps) is afull-time residential program open to U.S. citizens, nationals,and lawful permanent residents between the ages of 18and 24, with no upper age limit for Team Leaders.AmeriCorps NCCC combines the best practices of civilianservice with the best aspects of military service, includingleadership development and team building. AmeriCorpsNCCC focuses on delivering a critical mission of developingleaders and strengthening communities through teambased national and community service.AmeriCorps is working to foster a culture of citizenship,service, and responsibility in America and to help allAmericans answer the President’s call to serviceThere are four branches of AmeriCorps: AmeriCorps State and National, a federal grantprogram through which Members serve with nationalnonprofit organizations like Habitat for Humanity, theAmerican Red Cross, and Teach for America, as well aswith hundreds of smaller community organizations, bothsecular and faith based; AmeriCorps NCCC, a team-based residential programfor adults age 18-24, who serve out of one of fourregional Regions located in Vicksburg, MS; Aurora, CO;Sacramento, CA; and Vinton, IA., and serve full-time forapproximately 10– 12 months, living and servingtogether as a team; and AmeriCorps VISTA, a program focused on fightingpoverty. AmeriCorps Seniors, taps the skills, talents, andexperience of more than half a million Americans age55 and older to meet a wide range of communityneeds. The Volunteer Generation Fund and NonprofitCapacity Building Program are all designed to increasethe capacity and scale of impact for granteeorganizations.In exchange for a successful year of service, AmeriCorpsMembers earn a modest living allowance and an educationaward, equal in value to the Federal Pell Grant, which canbe used to pay for college or to pay back qualified studentloans.During service, Members receive lodging, meals, uniforms,health benefits, child care benefits, loan forbearance, anda modest living allowance. All Members receive training inleadership, team building, and civic engagement; a smallgroup of Members may also receive wildland firefightingtraining, and all Team Leaders will receive CPR/First Aidcertification.Program Description:AmeriCorps NCCC Members work in teams ofapproximately 10 Members on projects related to: naturaland other disasters, infrastructure improvement,environmental stewardship and conservation, energyconservation, and urban and rural development. TheseAmeriCorps NCCC teams complete projects that typicallylast from six to 12 weeks, infusing essential human resourcesand serving people in every state. Because Members aretrained and can be assigned new duties on short notice,they are particularly well-suited to meet the nation’s disasterneeds.Approximately 85 percent of projects require teams to liveand serve in communities away from the AmeriCorps NCCCcampus. AmeriCorps NCCC’s flexible program structureallows both the opportunity to partner with non-profit orgovernment organizations, and the ability to createstrategic collaborations with other national service programsand federal agencies to magnify the impact oncommunities served.Typical NCCC Service Activities: Leading youth development activities; Constructing and rehabilitating low-income housing; Trail building and environmental restoration; Assisting in disaster preparedness, relief, and recoveryeffort ;and Addressing other pressing local needs.Project sponsors include national, community, and faithbased nonprofit organizations; municipal and stategovernments; federal agencies; parks; and schools. Nationalpartners include the American Red Cross, Habitat forHumanity, and the U.S. Forest Service .AmeriCorps NCCC 4

FEMA CORPSIn 2012, AmeriCorps NCCC collaborated with the FederalEmergency Management Agency (FEMA) and created anew AmeriCorps NCCC service track called the NCCCFEMA Corps. FEMA Corps Members are solely devoted todisaster preparedness, mitigation, response, andrecovery, and promote an ethic of national service,strengthens the federal government’s disastercapabilities, and expands educational and economicopportunities for young people. The partnership adds upto an additional 1,000 Members annually withinAmeriCorps NCCC. FEMA Corps Members must be U.S.Citizens between the ages of 18-24, with no upper agelimit for Team Leaders.Program Description:FEMA Corps Members engage in a variety of disasterwork including supporting disaster services facilities,responding to helpline calls, and disseminating disasterpreparedness and mitigation information to the public.FEMA Corps training and experience prepares Membersfor careers in emergency management and relatedfields. Members learn about community organizing,public speaking, customer service, and officemanagement skills while positively impacting the lives ofdisaster victims.Typical FEMA Corps Service Activities: helping survivors complete applications for disasterassistance; educating communities, assessing needs, andcollecting information; developing promotional public disaster preparednessmaterials; ordering materials, tracking inventory, loadingsupplies, and managing IT equipment; updating electronic files, managing data, andcompiling reports; coordinating disaster survivor services by partneringwith nonprofits and government agencies; assessing and reporting damage to public facilities; setting up shelter operations and re-unification offamilies and petsAmeriCorps NCCC 5

Team LeadersTeam Leaders, under the leadership, direction, andguidance of the Unit Leader, are responsible for the generalsafety, well-being, performance, and personaldevelopment of the Corps Members on the campus oforigin. Team Leaders will: meet the Core Expectations for Corps Members andTeam Leaders; supervise, motivate and direct teams;act as liaison between the Corps Member and UnitLeader (or Unit Department); support adherence to, and ensure team compliancewith, all AmeriCorps NCCC policies and procedures; supervise team housing, meals and other activities;support residential life experience for teams throughconflict mediation, and crisis intervention; maintain team order, develop team morale, fosterteam work, ensure safety, and monitor and report onthe standards of performance and behavior of theteam;assist and support team personal, professional andleadership development through regular assessments;conduct regular team meetings to provide feedbackon service projects;manage all administrative, financial, reporting andpersonal matters for the team, to include issues relatedto illness and family emergencies;represent AmeriCorps NCCC to the media asappropriate;supervise Members during project rounds andtransitions; andcoordinate deployment logistics with AmeriCorps NCCCUnit LeadersAmeriCorps NCCC 6

Therefore, each Member of theAmeriCorps NCCC community is expected to treat allindividuals with a common standard of decency.About This HandbookThe policies in this handbook apply to all participants in theAmeriCorps NCCC program. As used in this handbook, theterm “Member” means “Members and Team Leaders,” unlessthe context otherwise requires.Rights & Responsibilities3. Political ActivitiesIndividuals may engage in political activities while off duty.They may actively campaign for or against candidates inpartisan elections, participate in political rallies and meetings,and hold office in political clubs or parties. Members areprohibited from engaging in political activities while wearingthe AmeriCorps NCCC uniform (or any part that identifies theMember as an AmeriCorps NCCC Member). Members maynot use government vehicles for the purpose of engaging in ortravelling to or from any partisan political activity, event, orpolitical rally.A. Basic RightsAll Members have the right to: serve, work, and learn in an atmosphere free fromdisrespect, harassment, and discrimination of anyindividual or group of individuals. AmeriCorps prohibits allforms of discrimination based upon race, color, nationalorigin, sex, age, religion, sexual orientation, disability,gender identity or expression, marital or parental status,military service, or political affiliation; be recognized and treated as responsible and capableadults who are willing and able to accept responsibility,both individually and as team Members; provide input to region staff concerning program issues; have grievances and complaints heard and answered ina consistent and timely manner; have reason(s) for transfers, terminations, and othersignificant actions clearly stated in writing; and appeal inter-regional transfers and dismissal decisions toAmeriCorps NCCC 7

4. Prohibited ActivitiesIndividuals may not use any authority to coerce, attempt todirect, or advise another Member to pay, lend, or contributeanything of value to anyone for political purposes. NoMember may display posters, stickers, buttons, etc., thathave a partisan theme while serving, regardless of location,or while wearing the AmeriCorps NCCC uniform. Individualsmay not represent themselves as speaking or writing onbehalf of AmeriCorps NCCC & AmeriCorps. Individuals maynot participate in partisan political activity as part of serviceor duties, or when such activities would be perceived as partof the Member’s duties.C. Rights Related to Religion1. Opportunity to WorshipAmeriCorps NCCC Members will be provided theopportunity to worship (or not to worship) as they choose.Every reasonable effort will be made to provide access toreligious services for Members serving in remote locations,including AmeriCorps NCCC campuses where publictransportation is not readily available. Any requests forreligious accommodation should be submitted to the RegionDirector2. Religious ActivitiesIndividuals will not give religious instruction, conduct worshipservices, or engage in any other religious activity as part ofthe Member’s service or duties, or when such activitieswould be perceived as part of the Member’s service orduties. This does not preclude Members from engaging inreligious activities (e.g., Bible studies) in the dormitories orother AmeriCorps NCCC buildings during non-service hours.No religious instruction, worship, proselytization, or otherreligious activity will be conducted as part of a project towhich individuals are assigned. If Members choose toparticipate in a sponsor-led religious activity (e.g. starting theday with a prayer), Members may wear the AmeriCorpsNCCC uniform.D. Right to Reasonable Accommodation(Physical/Mental Disabilities)AmeriCorps NCCC will not deny the benefits of its activitiesor services to qualified applicants with disabilities and willmake reasonable accommodation for the known physicalor mental limitations of an otherwise qualified Member. Inthis regard, AmeriCorps NCCC will not deny participation inAmeriCorps NCCC to applicants who, for example, testpositive for HIV or have a mental disability that is controlledby medication. However, AmeriCorps NCCC may denyparticipation to an individual who has an active, contagiousdisease that constitutes a direct threat to the individual or toothers. making designated facilities readily accessible to, andusable by, individuals with disabilities; acquiring or modifying equipment or devices, orproviding readers or interpreters; and other similar actions that do not impose an unduefinancial or administrative burden on AmeriCorps NCCCor that would fundamentally alter the program.Individuals are responsible for identifying the Member’sspecific accommodation need(s). AmeriCorps NCCC willnot impose an accommodation on any Member. TheMember must: identify the need to the Region Director through the TL,UL, and/or Deputy Region Director for Unit Leadership; work with appropriate staff to specify, arrange, andfollow through on accommodations; and alert the Team Leader and Unit Leader immediately toidentify problems encountered by a Corps Member thatAmeriCorps NCCC can help resolveThe National Director will make the final decision onaccommodation, in consultation with appropriateAmeriCorps offices.E. Rights to Privacy1. Member RecordsThe Privacy Act (5 U.S.C.§552a), and AmeriCorps’implementing regulations at 45 C.F.R. Part 2508, gives citizensthe right of privacy regarding records maintained on thempersonally by AmeriCorps NCCC and/or AmeriCorps. It alsogives them appropriate access to the Member’s ownrecords, including adequate opportunity to correct errors inthe Member’s record. This right applies to systems of recordsthat contain personal data, where an individual can belocated by name or an assigned personal identifier. EachRegion Director is ultimately responsible for the maintenanceand safeguarding of AmeriCorps NCCC Members' recordsbut may delegate operational tasks to others.2. Disclosure of Personal InformationThe Privacy Act generally prohibits disclosure of personalinformation from these systems of records to an individual(other than the subject of the record) or to another agencywithout the express written consent of the subject of therecord, or the person’s agent or attorney. However, thereare exceptions to this prohibition. These exceptions include,but are not limited to:Reasonable accommodations may include, but are notlimited to: assignment to a campus facility that is accessible to anotherwise qualified individual;AmeriCorps NCCC 8

disclosure to officers or employees of AmeriCorps whohave a need for such information in the officialperformance of the Member’s duties; andincluding prohibited items, etc. Refusal to allow staff entry toconduct administrative inspections may be grounds for furtherdisciplinary action. disclosure to any agency of the federal or a stategovernment for civil or criminal law enforcement purposes,in accordance with established procedures (e.g., theFederal Bureau of Investigation).2. Searches by Law Enforcement OfficialsA complete list of routine uses is published with AmeriCorps’sSystem of Records Notices.3. Disclosure of Medical InformationMedical information may not be disclosed to anyone,including other AmeriCorps NCCC Members, except underthe following circumstances: Supervisors and managers within the AmeriCorps NCCCmay be informed if the condition presents a threat tothe safety or welfare of the individual or other Membersof AmeriCorps NCCC; Supervisors and managers may be informed regardingnecessary restrictions on the work or duties of theindividual and any necessary accommodations; First aid and any relevant safety personnel may beinformed, when appropriate, if the medical condition(or illness/injury) could affect emergency treatment; Government officials investigating compliance with theRehabilitation Act shall be provided relevant informationupon request; or In addition, some other laws and requirements authorizedisclosure. For example, state and federal public healthrequirements include reporting recently diagnosedcases of certain contagious diseases, and theAmeriCorps NCCC health benefits plan may requiremedical information in order to resolve issuesconcerning pre-existing conditions.The Region Director is ultimately responsible for thesafeguarding of these records.F. Searches & Seizures1. Searches by AmeriCorps NCCC StaffRegion Staff will comply with Fourth Amendment requirementswhen there is a need to search a Member’s room for evidenceof a crime or for illegal items. Searches will be conductedpursuant to a search warrant issued by a judge, magistrate, orconsistent with an established exception to the warrantrequirement, such as a consent search, a search under urgentcircumstances, a search incident to an arrest, or seizingevidence in plain view. Searches are to be distinguished fromadministrative inspections where AmeriCorps NCCC staff mayenter rooms to inspect for health and safety purposes,AmeriCorps NCCC staff and Members do not have theauthority to consent, on any Member’s behalf, to the searchof that Member’s room, vehicle, or other possessions by lawenforcement officials. If law enforcement officials requestAmeriCorps NCCC staff for permission to search a room, thestaff Member will advise them that they must comply withthe requirements of the law of search and seizure. However,AmeriCorps NCCC staff will not attempt to physicallyprevent law enforcement personnel from searching aspecific area. Whenever possible, the Region Director will beimmediately notified of the request by law enforcementofficials.3. RoommatesRoommates who allow or tolerate the evidence of a crime(including illegal drugs) in the Member’s room, by roommatesor others, subject themselves to the possibility that all of theMember’s private possessions in that room may be searched,and they may be prosecuted for any stolen goods or illegalsubstances found in the Member’s possession. Roommatesmay authorize law enforcement officers, official inspectors, oranyone else to enter rooms shared in common, and asuccessful prosecution may result from the observation andsubsequent seizure of evidence of a crime that is in plain view.However, a roommate may not consent to the search of, orwaive a fellow Member’s right to the privacy of, a desk,bureau, trunk, or other presumptively private container notshared in common.G. Non-DiscriminationAmeriCorps is committed to the notion that all personsserving in the AmeriCorps NCCC program be treated withdignity and respect, regardless of non-merit factors such asrace, color, national origin, sex, sexual orientation, religion,age, disability, political affiliation, marital or parental status,or military service.To that end, AmeriCorps is committed to environments andservice sites being free of sexual, racial, ethnic, religious, orother harassment.H. HarassmentSlurs and other verbal or physical conduct relating to anindividual's sex, race, ethnicity, religion, or any other nonmerit basis constitute harassment when it has the purpose oreffect of interfering with service performance or creating anintimidating, hostile, or offensive service environment.Harassment includes, but is not limited to:AmeriCorps NCCC 9

Explicit or implicit demands for sexual favors -Pressure fordates; deliberate touching, leaning over, or cornering;offensive teasing, jokes, remarks, or questions ; model civic pride and responsibility in the Member’sdaily conduct and behavior, and, at all times, conductthemselves in a manner that reflects positively on themand on AmeriCorps NCCC;Letters, phone calls, social media content, or distributionor display of offensive materials; Offensive looks or gestures; gender, racial, ethnic, orreligious baiting; physical assaults or other threateningbehavior;treat all persons with respect and courtesy and settledisputes in a non-violent, non-abusive manner, andshow respect toward fellow Corps Members, TeamLeaders, and staff in AmeriCorps NCCC; conduct themselves in such a manner so as to avoidintentional or reckless harm to other persons; adhere to the rules and regulations of AmeriCorpsNCCC, the host facility (if any), and all applicable city,state, and federal laws; bear a fair share of the workload and exhibit, at aminimum, satisfactory performance; be punctual for scheduled activities and serviceassignments; use tools, government equipment, safety equipmentsafely and operate vehicles in a safe and propermanner ; refrain at all times from using profanity in professionalsettings; wear the AmeriCorps NCCC uniform with pride and inaccordance with the uniform standards; and; maintain appropriate personal hygiene.Demeaning, debasing, and abusive comments oractions that intimidate; the comments or actions mustbe unwelcomeHarassment may be by persons of the same or differentraces, sexes, religions, or ethnic origins. It may be carried outby another service Member, a sponsoring organization staffMember, a project or site employee or supervisor, or anotherprogram beneficiary such as a client. Conduct directed atone Member may create an offensive environment for otherMembers.It is also unlawful for a sponsoring organization to retaliateagainst an AmeriCorps Member serving with NCCC whocomplains of harassment, regardless of whether or not thesponsoring organization believes the underlying complaint isvalid. It is also unlawful for a sponsoring organization toretaliate against an AmeriCorps Member who testifies orparticipates in any way in a harassment investigation,proceeding, or litigation.An AmeriCorps Member in the NCCC program who believesthey have been subject to illegal discrimination maycontact AmeriCorps Office of Civil Rights and Inclusiveness(OCRI), which offers an impartial discrimination complaintresolution process. It is unlawful to retaliate against anindividual for making a complaint or participating in anymanner in an investigation, proceeding, or hearing relatedto illegal discrimination.OCRI may be contacted by mail: 250 E St. SW, Suite 300,Washington, DC 20525; by phone: (202) 606-7503; by fax:(202) 565-3465; or by e-mail to: eo@cns.govCODE OF CONDUCT ANDPROFESSIONAL BEHAVIORA. Standards of ConductStandards of conduct are necessary for both morale andsafety. As Members of AmeriCorps NCCC, Members will beheld responsible for the Member’s actions; therefore, theMember’s conduct should always be in the best interests ofAmeriCorps NCCC. Standards of conduct apply when theMember’s status is “in-service” in the Member portal,including after activation and prior to arrival on campus forNCCC-FEMA Corps Members. All AmeriCorps NCCCMembers will:B. Prohibitions1. Firearms & Other weaponsPossession of any firearm, ammunition, or other weapon(e.g., knives with blades longer that three inches, brassknuckles etc.) is strictly prohibited.2. Illegal & Prescription DrugsPossession, use, or distribution of illegal drugs, or theimproper possession, use, or distribution of prescriptionmedication, is strictly prohibited. As a federal program, thelegality of any drug is determined under federal law, notstate law.3. Alcohol— Underage IndividualsPossession or use of alcohol by individuals under 21 years ofage is prohibited.Knowingly serving or providing individuals under 21 years ofage with alcohol is prohibited.AmeriCorps NCCC 10

4. Alcohol—Individuals 21 or OlderPossession or use of alcohol by individuals 21 years of age orolder is prohibited during service and training hours, atprojects sites, and on AmeriCorps NCCC property, inAmeriCorps NCCC vehicles, and at facilities, lodging, orvehicles used during a spike and/or provided by a sponsororganization. This does not preclude individuals who are oflegal age from consuming alcohol during off duty hours andoutside the confines of the AmeriCorps NCCC/sponsororganization provided facilities.5. Sexual ContactMembers will refrain from all forms of sexual contact while onduty and while on, or in close proximity to, AmeriCorpsNCCC property, in AmeriCorps NCCC vehicles, and atfacilities, lodging, or vehicles used during a spike and/orprovided by a sponsor organization.6. TobaccoFederal law prohibits retailers from selling any tobaccoproduct to anyone under 21. The new federal minimum ageof sale applies to all retail establishments and persons withno exceptions
