Handcuffing TechniquesStep#1Handcuffs should be “loaded” in the cuff casewith both keyholes facing out and the movablepart of the handcuff facing toward the violator.The non-gun hand should be holding thehandcuffs. The Explorer should grab theviolator’s right hand and cuff with theExplorers left hand.Step #2The Explorer should turn the violators wrist sothat the palm of the violators hand is facingaway from the violators body. The handcuffsshould be pushed on in one quick motion.Explorers can use the left hand index finger toprotect the violator from pain or bruising whenpushing the handcuff on.Step #3Using your index finger on the left hand, closeand tighten the handcuff. Always retaincontrol of the violator’s right hand with yourright hand. Step #4Switching hands, repeat the process on theviolator’s left hand. The handcuffs will alwaysbe in proper position with the key holes up onthe left hand if the right hand was cuffedproperly.Fast and proper handcuffing will not allowtime for the violator to become angry and startto resist.Step #5When finished both handcuffs should have thekeyholes up. The violator’s palms should befacing away from her body.Step #6Double lock the handcuffs. Felony Arrest / Takedown of SuspectStep #1Command suspect to get her hands up and getdown on her knees. Explorers should havealready determined whom the arrest officer andwho the cover officer should be before ascenario begins.Step #2Command the suspect to get down on her bellyand put her arms out to the side with palms up.Command the suspect to cross her right legover her left (if the arrest is going to take placeon the right side).Step #3Arresting Explorer should move in and take thesuspects right arm and do an arm bar. Kneeldown over the suspect with her arm betweenyour legs. DO NOT lean on the suspect withyour knees. The suspect will not be able tobreath if you do. Only lean on the suspect ifthe suspect resists. Step #4Hand cuff the suspect, but do not let go of thearm bar position. If the suspect uncrosses herlegs and the arresting officer does not see it,the cover officer should alert the arrestingofficer.Order the suspect into compliance. Use thearm bar for pain compliance if needed.Step #5Command the suspect to bring the other armback. Pat down Search TechniquesCommand the suspect to place her hands onher head and interlock her fingers.Always pat down from behind. Use youposition to your advantage. A lot of suspectsattempt to flee at this point in a pat down.The searching Explorer should grab thesuspects hands with one hand using the frictionbetween the suspects fingers to lock the handsin position. Once this is done, the searchingExplorer can search that side of the suspectsbody with the free hand. The changes handsand do the other side.If contraband is found, secure it in your pocketor pass it to the cover officer. Don’t let go ofthe suspect while doing this!Remember to handcuff properly. Position the suspect so that you have theadvantage. Often, in close situations like this,the cover officer will be holstered and preparedto lay hands on the suspect as well.Remember,Just because you saw it on T.V. does not makeit right!If needed, have the suspect get down on herknees to do the search. Another Felony Arrest TechniqueStep #1Giving the same commands to the suspect asthe previous felony arrests, order the suspect toraise her leg. The arresting Explorer thenadvances and places the leg on her thighsecuring it. The suspect will not be able tokick the Explorer off if done properly.This technique is best used with alone and thescene is not secure. The Explorer can stilldraw a gun from this position whilemaintaining control over the suspect.Step #2Cuff the suspect just as you would withmisdemeanor handcuffing techniques.Step #3Always maintain pressure on the suspects leg.Command the suspect to bring the other armback. Step #4Secure the handcuffs and double lock them.Search Your ArresteeIf arrested on the ground, search on the ground.This is not a pat down. Do a complete andthorough search of the arrestee. Even searchthe arrestee’s shoes. If possible, have a girlsearch girls and boys search boys.
