Message from theStateSurgeonGeneralOn behalf of the Florida Departmentof Health and our partners I present toyou the July 2010–June 2012 FloridaEmergency Medical Services StrategicPlan for Florida’s EMS system. This plan isan evolving and fluid document that willchange as best practices are discoveredand implemented. The Florida EmergencyMedical Services Advisory Council andits Strategic Visions Committee are thestrategic plan oversight team. This team iscomprised of health and medical leadersfrom all disciplines around the stateand is responsible for setting priorities,allocating resources, providing oversightand coordination, and communicating andmonitoring progress against targets.The new 2010-2012 EMS State StrategicPlan was developed through a series of2consensus-building discussions, projects,and prioritization exercises. The tengoals with supporting objectives werepresented to the Florida EmergencyMedical Services Advisory Council forendorsement in January 2010. Thecouncil endorsed these recommendationsand will focus on the following emphasisareas for the next two years: leadership,prehospital incident data collection,outreach, injury prevention, accessto care, public education, workforceeducation and development, workforcesatisfaction, service delivery, disasterpreparedness and response, air medicalsafety, patient safety, personnel safety,radio communications, and emergencymedical dispatch.We all play a key role in the EMSsystem. Continuing to grow andexpand our community partnershipsand collaborative efforts strengthensthe success of the plan and the servicesprovided to Floridians. I recognize allthose involved in the developmentand implementation of this plan. 2010-2012Florida Statute 401.24 requires the FloridaDepartment of Health, Bureau of EmergencyMedical Services, to develop and bienniallyrevise a comprehensive state plan for basic andadvanced life support services. At a minimum,the plan must include:1) emergency medical systems planning, including the prehospital andhospital phases of patient care, injury control efforts, and the unificationof such services into a total delivery system to include air, water, and landtransport;2) requirements for the operation, coordination and ongoing developmentof emergency medical services which include: basic life support oradvanced life support vehicles, equipment, and supplies;communications; personnel; training; public education; state traumasystem; injury control; and other medical care components; and3) the definition of areas of responsibility for regulating and planning theongoing and developing delivery service requirements.GoalsGoal 1: Improve the EMS system through effective leadershipand communication by the EMS Advisory Council.Goal 2: Improve EMS data collection and participation throughadvocacy, outreach, and improved accessibility to EMSincident-level data.Goal 3: Improve customer satisfaction through injury prevention,public education and knowledge of the EMS system.(Customer as defined by the EMS agency).Goal 4: Improve EMS work-force education, performance, andsatisfaction.Goal 5: Ensure economic sustainability of the EMS system andserve as a clearinghouse for EMS legislative issues.Goal 6: Improve performance of key EMS processes throughbenchmarking and partnerships.Florida Statute 401.245 created the EmergencyMedical Services Advisory Council (EMSAC) forthe purpose of acting as the advisory body tothe state’s emergency medical services program.The duties of the council are outlined in Section401.245, F.S., and includes 401.245(1)(f), F.S.:“Providing a forum for planning the continued development of the state’s emergencymedical services system through the joint production of the emergency medicalservices state plan.”Goal 7: Assure the EMS system is prepared to respond to allhazard events in coordination with state disaster plans.Goal 8: Maintain an accident-free environment and promote aculture of safe and appropriate utilization of Florida airassets.Goal 9: Increase access to care by improving patient safety,responder safety, and the safety of the general public.Goal 10: Improve consistency, efficiency and education ofpublic safety personnel with respect to incidentrelated emergency medical dispatch (EMD) and radiocommunications.5

Pursuant to Section 401.245, Florida Statutes, theduties of the council include, but are not limited to:(a) Identifying and makingrecommendations to the departmentconcerning the appropriateness ofsuggested changes to statutes andadministrative rules.(f) Providing a forum for planning thecontinued development of the state’semergency medical services systemthrough the joint production of theemergency medical services state plan.(b) Acting as a clearinghouse forinformation specific to changes inthe provision of emergency medicalservices and trauma care.(g) Assisting the department in developingthe emergency medical services qualitymanagement program.(c) Providing technical support to thedepartment in the areas of emergencymedical services and trauma systemsdesign, required medical and rescueequipment, required drugs anddosages, medical treatment protocols,emergency preparedness, andemergency medical services personneleducation and training requirements.(d) Assisting in developing theemergency medical services portionof the department’s annual legislativepackage.(e) Providing a forum for discussingsignificant issues facing the emergencymedical services and trauma carecommunities.(h) Assisting the department in settingprogram priorities.(i) Providing feedback to the departmenton the administration and performanceof the emergency medical servicesprogram.(j) Providing technical support to theemergency medical services grantsprogram.(k) Assisting the department in emergencymedical services public education.(l) Assisting in the development of thedepartment’s injury prevention andcontrol program.Evidence-based Medicine: To research, identify andadopt evidence-based science and best practicesshown to reduce mortality and morbidity.Education: To continually educate the public, theEMS system, and all EMS stakeholders (i.e. personnel).7

Why StrategicPlanning?Strategic Planning PhasesThe four-phase process includes Plan, Develop,Implement and Review. The Florida Emergency MedicalServices Strategic Plan is the result of these processesand is outlined in this document.1)The Plan phase includes a foundation reviewof existing goals, objectives, and strategies;identification, analysis, and prioritization ofkey organizational factors.Strategic planning is the process that supports thejoint efforts between the EMS Advisory Council, theEMS community, and the Florida Department ofHealth. No single force working alone can accomplisheverything needed to improve and expandprehospital care in Florida.In coordination with the Florida Department ofHealth’s Bureau of Emergency Medical Services, theEMS Advisory Council took a collaborative approachwith a multitude of EMS constituency groups todevelop Florida’s 2010-2012 Emergency MedicalServices Strategic Plan. This plan is designed to bea framework to strengthen Florida’s EMS system toachieve one vision.Vision: A unified EMS system that provides evidencebased prehospital care to people of Florida andserves as the recognized leader in EMS responsenationwide.Strategic planning is a tool that provides a pathway foran organization or system to fulfill its vision. Florida’sEMS Advisory Council provides a voice for Florida’sEMS community and the patients we serve.2)The Develop phase includes identificationand prioritization of strategic goals;development of strategic objectives andstrategies; and determination of leadsand measures.3)Communication of strategiesto staff and stakeholders anddevelopment of detailedaction plans complete theImplementation phase.4)Reviews of measures,outcomes, action plans,and an annual review atthe first EMS AdvisoryCouncil of each yearensures strategies andactions stay currentwith organizational,customer andstakeholderneeds ectives support goals, mission, and vision.goalsGoals support mission and vision, and dictate objectivesstrategymissionMission supports vision, and dictates goals.8vision
