PL Tone 110.9 HzThe Broward Amateur Radio Club (BARC) was founded in 1946 and received theirARRL Charter of Affiliation March 2, 1949. The club call sign is W4AB with several repeaters covering all of but not limited to Broward County. The coverage of the repeater maybe as far South as Central Miami Dade County and as far North as Palm BeachCounty. In 2008, we had received our 60 th anniversary award of the ARRL Affiliation.The Broward Amateur Radio Club had a member named Cy Harris, W4MAQ who envisioned a tail gate (out of the trunk of your car) type of flea market. The very first fleamarket was held in the mid 1980s’ on the Motorola NE parking lot located in SunriseFlorida. The flea market was so successful that Cy named the flea market “the FreeFlea” because there was no charge to anyone wanting to participate. The Free Fleawent on into the middle 1990s’ when Cy Harris became a silent key. In memory of CyHarris, the Broward Amateur Radio Club bestowed upon him in his name from thatpoint forward, the honor of calling the BARC Free Flea, the Cy Harris W4MAQ MemorialFree Flea.BARC Mission StatementOur mission at the Broward Amateur Radio Club (BARC) is to mentor new hams,enhance fellowship among radio amateurs, provide emergency and public servicecommunications support to the community, and further the interests of amateurradio. This shall be accomplished by providing educational programs geared towardthe new amateur radio operators and by promoting involvement in ARES /RACESfor emergency communications.3

THE PRESIDENT SPEAKSI would like to thank Rob Frailing, A4SB; Mickey Baker, N4MB; and TomHayes, N4MEO for presenting the Nomination Slate at the October Meeting. Youwill find the Slate on page 6 of this Newsletter. Anyone interested in running foroffice should let one of these three members know ASAP or you can get on s.As mentioned in the last Newsletter, if there is more than one person running forthe same office, the Nominating Committee will pass out ballots for an election. If there is only one person running for any office, then the Recording Secretary will cast one vote electing the upcoming 2012 Officer s or Direcsttors. The Incoming Officers and Directors will take their position starting January 1 , 2012.Since I was absent from the October Meeting, it seems that there was an extensive discussion concerning ourClub Bylaws. From what I understand, the members of the BARC wants to do away with the position of Director.They also want to do a comprehensive revision of our Bylaws.I am including copy of the BARC Bylaws separately with this Newsletter so you can see what changes orthadditions should be made. Please print out a copy of our Bylaws and bring it to the November 8 meeting where we will vote on the removal of the Director Position and other proposed revisions before wehave our elections.We also have coming up this month is the Cy Harris W4MAQ Memorial Free Flea on November 12th. See Page15 for information and directions to the Flea. Also on page 16 you will find the BARC Breakfast which we will beproviding as a fund raiser for the BARC and membership drive. You will find the menu on page 16. Please notethat if you join or renew your membership, you will get a #1, 2 eggs (scrambled, sunny side up or down) withtoast, 3 Pancakes and a cup of coffee, a 5.00 value.On December 10 th the BARC is hosting Communications for the Annual Fort Lauderdale Winterfest BoatParade. We are looking for at least 50 amateurs to make sure this event is co vered. To participate in this eventas a communicator, please see page 8 for more information. Keep in mind that you need not be a member of theBARC to participate in this event. New hams will be placed with a ham that has worked this Parade before sothey can see how easy it is and hopefully work next year’s Parade by themselves if necessary.The last event that we will have for the rest of this year is on Tuesday, December 13, starting at 7:00 PM.Our Club will have our annual Christmas Banquet which will be held at Umberto’s Restaurant, who menu coverPizza, Italian and Seafood. For more information concerning the Banquet, please turn to page 7 and you will findall the information concerning this. You will also find a link that will take you to their menu selection and prices.Please RSVP by the end of November.If I am elected President again, will be looking for someone to chair the Committee of Activity Coordinator for ourClub. The position details are as follows: Plan for Club activities monthly. These are Club get-together activities in and outside of amateur radio,Maybe have a bowling night, go out for cocktails, meet at different restaurants for a luncheon or di nner.Kick around the idea of having a Club picnic in Januar y, maybe located at Plantation Park for example,Maybe we can set up an HF station and work some DX. I would also suggest that the BARC provide thehamburgers, hot dogs and sausages. BARC October 11, 2011 Club MinutesThe October meeting of B.A.R.C. was called to order at 7:38 pm by Vice President TonyAnnese, KG4EXA, and began with the Pledge of Allegiance. Tony announced that RobinTerrill N4HHP, is recovering from surgery caused by a badly broken leg and will be in ManorPines for a few weeks for rehabilitation and physical therapy.Two people had taken and passed the general license exam.Tony later said that he would be moving to Seattle within the month.The W4MAQ Memorialmore information)FreeFleawill be held on November 12th. (See the flyer in thisNewsletter for more information)The main order of business was the report of the Nominating Committee , which consisted of Rob Frailing,AJ4SB; Tom Hayes, N4MEO, and Mickey Baker, N4MB. Mickey made the presentation. Because the Club issmaller than it once was and finding people to serve is more difficult, the Nominating Committee proposed abylaw amendment which would eliminate the office of director. The Nominating Committee had no nominations for directors. There was an extensive discussion of the proposal and a related issue of adopting acomprehensive revision of the bylaws. (The existing bylaws can be found on the Club's website.) At thebeginning of the discussion there were insufficient members present to constitute a quorum, but late arrivalsmade voting possible. The motion, by Mickey Baker, as amended and passed was to email the proposedcomplete revision of the bylaws to members to be voted upon at the next meeting. From the New River, the parade's traditional 100-plus boats, decorated in allmanner of Christmas cheer, will proceed north up the Intracoastal Waterway to their traditional destination:Lake Santa Barbara in Pompano Beach.Time is drawing close for the 2011 Annual Winterfest Boat Parade. I need Amateur volunteers for bridgepositions and other assignments along the New River. By volunteering, you get front row seats to the Winterfest Boat Parade. This event is shown in many different countries with over 80 MILLION VIEWERS.December 10th is the annual Fort Lauderdale Winterfest Boat Parade. I need one Amateur Radio operatorfor on each side of 7 bridges throughout the parade and other positions along the Parade route.Also if you or a friend who owns a boat and wants to be a security boat operator for a better front row seaton the Parade route, then contact me too.In December , we will have a Control Boat meeting (PIZZA PARTY) and after the Parade sometime inFebruary, we will have a super volunteer party.All you need is a handheld with PL capability. Emergency Net Participant ManualBy R. Bruce Winchell, N8UT 1997Authorized for Non-Profit reproduction with copyright referenceThe purpose of this document is to provide some basic guidelines that apply to all "Declared " or "Directed" voiceor phone nets. Some of these guidelines will apply to any net in any mode. Mixed in with the nuts and bolts of netactivity you will find some basic rules of conduct with which you must be familiar. They are every bit as importantas your ability to run your radio. If your conduct is out of line, you can absolutely destroy hard-won relationshipsthat have taken years to build with served agencies.A "declared" net is defined as any net that begins with a statement from an operator that a net is being started fora particular purpose, and that someone is assuming duties as Net Control Station (NCS). D eclared nets can takemany different formats and styles. OPEN NET FORMAT: This type of declared net can be nearly invisible. A group has declared a net to beactive, but not much is happening. The repeater or frequency is being used normally. The net is transp arent and running in the background. A typical use for this type net is during the early stages of weatherwatches. Operators are occasionally reporting some weather condition to an informal NCS. Other thanthat, the rag chewing is proceeding normally.DIRECTED NET FORMAT: There are two basic types of directed nets: Formal and Informal. Informal Directed Nets are your normal Tuesday night club net, Elmer's Net, CW practice net,ARES teaching net, Public Service Events, etc. Formal Directed Nets are usually implemented for the activation of ARES/RACES personnel forFire Nets, Skywarn, earthquake, or other Emergency Activations. In either case, the NCS declares the net to be active and actively controls the frequency. A specific topic, conditions, and/orset of instructions for check-in may be given. Normal usage of the frequency is stopped.Net Control Stations can quickly become overwhelmed by rapidly accumulating administrative and logistical r equirements. As the scope of an operation grows, the Main (Command) NCS may act ivate one or more supportingsub-nets to handle these duties. This reduces the traffic flow and maintains the efficiency of the main net. Thesesub-nets operate independent of the main net and have their own NCS, but they report and r espond to the mainnet. Some typical names for these sub-nets are: Resource (personnel, standby, relief, scheduling); Logistics(supply, transportation); Health & Welfare; Search & Rescue; Damage Assessment; ARESMAT; and Security.ff9GENERAL RULES OF OPERATION FOR FORMAL DIRECTED NETS1. The Net Control Station has ABSOLUTE CONTROL of the frequency until the net is closed.2. All communications must pass through the authority of the NCS for the duration of the net. If you wish tospeak with another station involved in the net, ask NCS for permission to "go direct." Make sure it is i mportant and relevant to the net activity. Personal transmissions are inappropriate.3. During any net, but of particular importance in Emergency Nets, the NCS may give check -in instructionsrequesting information he/she wants as part of your check-in to the net. If no special instructions are given for an emergency net check-in, the following might be appropriate: Your Call sign (ALWAYS USE ITU PHONETICS) Your Name Your Location RACES qualified Operating capabilities: mobile/base, bands/equipment, battery life9

Available for how long?4. If the NCS announces that all operators should check-in to a "Resource" net, go to the requestedfrequency and check-in with the NCS there. (If this occurs, you will know that the NCS is in a Tactical orCommand Operations mode and is very busy.) A Resource Net is a holding area where you will stay untilgiven an assignment. When you receive your assignment from the Resource NCS, follow his instructionsexactly. Listen carefully. The instructions may have a direct bearing on your personal safety and they maychange during the course of the net.5. Once you have "checked in" (joined the net) you should NEVER leave the assigned frequency or yourtransmitter without telling the NCS, unless you are in immediate danger.6. If the net is called for any emergency or semi-emergency purpose, you may be issued a tactical call signby the NCS. Normally only KEY stations with a special function will be assigned a tactical call sign. If youare assigned a tactical call sign, use it as much as possible. You are still obligated to use your FCC issued call sign to ID every 10 minutes. If the NCS senses that there is going to be a lull in the action,he/she may call for all operators to ID. In emergency nets, don't interrupt the flow of emergency traffic justto ID. Just fit it into your next transmission, for example: ". . . KA8XYZ as Fire One."7. In emergency nets, keep all your transmissions short and to-the-point. Think about what you are going tosay before you transmit. Rule: Think it, Say it, and get off the key! Do not rag chew, not even a little bit.8. LISTEN, LISTEN, LISTEN - Pay attention to everything that is going on! Failure to do so could endangeryour life! If a situation escalates, you may be asked to assume a larger role, maybe tak
