AGENDA REPORTTo: Mayor Pat Humphrey & the Clare City CommissionFrom: Ken Hibl, City ManagerDate: November 14, 2019RE: Purchase of Emergency Rescue Air Bags – Clare Fire DepartmentFor the Agenda of November 18, 2019Background.The Clare Fire Department received a grant in the amount of 6,500 fromTransCanada Pipeline to purchase new emergency rescue airbags. To facilitate the purchase ofthe bags, the Fire Department solicited quotes for comparison prices from the two of the primaryregional fire equipment vendors – Douglas Safety Systems and Apollo Fire Equipment. TheDepartment received three quotations (copies att’d). The Department’s preferred replacementairbags are the Vetter Air Bags offered by Apollo as this is the brand of the current airbags usedby the Department for the past two decades, and the equipment has proven to be totally reliableand effective – not to mention the new bags (five of them we currently have three) have twicethe lifting capability as our current bags. The City Commission is asked to approve the purchase.Issues & Questions Specified. Should the City Commission approve the purchase of the Vetter AirBags from Apollo Fire Equipment?Alternatives.1. Approve the purchase of the Vetter Air Bags from Apollo.2. Approve the purchase of either of the other two bag systems from Apollo or Douglas.3. Direct the solicitation of additional quotations.4. Direct the grant funds be returned and the bags not purchased.5. Set aside the decision regarding this matter to a later date.Financial Impact. The cost of the new airbags is equal to the amount of the grant we received fromTransCanada.Recommendation. I recommend the City Commission approve the purchase of the Vetter Air Bagsfrom Apollo Fire Equipment by adoption of Resolution 2019-150.Attachments.1. RESOLUTION 2019-150A RESOLUTION OF THE CLARE CITY COMMISSION APPROVING THE PURCHASE OFEMERGENCY RESCUE AIR BAGS FOR THE CLARE FIRE DEPARTMENT.WHEREAS, the Clare Fire Department received a grant in the amount of 6,500 fromTransCanada Pipeline to purchase new emergency airbags to replace the current aging (20 years old) bagspresently used by the Department; andWHEREAS, the Clare Fire Department solicited quotations for said purchase; andWHEREAS, three quotations were received from two of the primary regional fire equipmentsuppliers – Douglas Safety Systems and Apollo Fire Equipment; andWHEREAS, the Clare Fire Department has recommended that the City purchase Vetter Air Bagsfrom Apollo Fire Equipment; the City Manager supports said recommendation; andWHEREAS, the City Commission has reviewed said recommendations and the justificationoffered for said recommendations and concurs with said purchase.NOW THEREFORE BE IT RESOLVED THAT the Mayor & Clare City Commission herebyapproves the purchase of Vetter Emergency Rescue Air Bags from Apollo Fire Equipment for 6,500.ALL RESOLUTIONS AND PARTS OF RESOLUTIONS INSOFAR AS THEY CONFLICT WITHTHE PROVISIONS OF THIS RESOLUTION BE AND THE SAME ARE HEREBY RESCINDED.This Resolution was introduced by Commissioner and supported by Commissioner.
