11Post-baccalaureate Certificate ProgramsPOST-BACCALAUREATECERTIFICATES STUDYscores have been received, the Office of Admissions will forward eachstudent's admission packet to the dean, department chair, or designeefor consideration.Post-baccalaureate certificate programs present a cohesive sequence ofrelated courses designed to provide continuing education past thebaccalaureate level. Upon completion of a certificate, students will haveacquired an area of specialization or an interdisciplinary perspective, orwill have completed requirements for professional certificationsawarded by agencies outside the university. Post-baccalaureatecertificates are designed with a majority of undergraduate course work.Each certificate program has individual admission standards anddocument requirements. Additional information such as writing samples,goal statements, letters of recommendation, research proposals, and/orinterviews may be required by specific programs. ADMISSION REQUIREMENTS FORPOST-BACCALAUREATE CERTIFICATES To qualify for admission to post-baccalaureate certificate programs, astudent must have earned a baccalaureate degree from a regionallyaccredited institution in the United States or a foreign equivalent.Students who expect to receive their baccalaureate degrees within twosemesters may also apply for admission; see Incomplete Admission laterin this section. Applicants must meet the GPA requirements of thespecific certificate program to which they are applying.All certificate students must submit official transcripts showingcompletion and conferral of all baccalaureate degrees and anytranscripts reflecting any courses relevant to the certificate sought.Transcripts are to be requested by the student and must be submitted inan officially sealed envelope. (Exception: Students do not need torequest transcripts from any University of Alaska campus.) Somebaccalaureate programs have additional or more selective admissionrequirements. See individual program requirements later in this chapterfor details.Applicants with transcripts from institutions outside the United States orCanada must submit official transcripts and English translations as wellas an official statement of educational equivalency from a recommendedinternational credentials evaluation service. A list of evaluation servicesmay be obtained from the Office of Admissions. Fees depend upon theagency performing the evaluation. The evaluation service will require aseparate transcript and copy of the English translation.Applicants whose native language is not English or whose baccalaureatedegree was conferred by an institution where English was not thelanguage of instruction must also submit scores from the Test of Englishas a Foreign Language (TOEFL). TOEFL scores may be waived if theapplicant has been a long-term resident of the United States or ofanother English-speaking country and demonstrates fluency in reading,writing, and speaking in English. For spring admission, all required application forms no later thanNovember 1, and all required application materials by December 1;For summer admission, all required application forms no later thanMay 1, and all required application materials by July 1;For fall admission, all required application forms no later than July1, and all required application materials by August 1.INTERNATIONAL POST-BACCALAUREATECERTIFICATE STUDENTSInternational Services(907) 786-1558International students who will attend UAA as F-1 visa studentsand who need a Form I-20 Certificate of Eligibility forNonimmigrant F-1 Student status must meet university and degreeprogram admission requirements. In addition to being admitted toa post-baccalaureate certificate program, international studentsmust submit the following:1.2.3.4.An official TOEFL (Test of English as a Foreign Language)score of at least 550 for the paper-based test or 213 for thecomputer-based test.A statement of financial support for the anticipated period ofstudy and evidence of availability of funds such as a bankstatement.An English translation of all required documents.Students who earned their baccalaureate degree outside theUnited States or Canada must submit an official statementfrom a recommended international credentials evaluationservice stating that their degree is the equivalent of a U.S.bachelor’s degree. A list of evaluation services may be obtainedfrom the Office of Admissions. Fees depend upon the agencyperforming the evaluation. The evaluation service will requirea separate transcript and copy of the English translation.International students in F-1 visa status must be formally admitted,full-time, degree-seeking students. Health insurance is alsomandatory. Contact the International Student Advisor in the Officeof Admissions for details.Applications, official transcripts, and required test scores (if any) mustbe submitted to the Office of Admissions. All of these materials becomethe property of UAA and are only released or copied for use within theUniversity of Alaska system. POST-BACCALAUREATE CERTIFICATE PROGRAMSAPPLICATION AND ADMISSION STATUS FORRELATED POST-BACCALAUREATEPOST-BACCALAUREATE CERTIFICATE-SEEKING CERTIFICATE POLICIESTRANSFER CREDITSSTUDENTS: TERMS AND DEFINITIONSAPPLICATION STATUSIncomplete ApplicationAn incomplete application is one that is not accompanied byall required documents; generally, an application is consideredincomplete until all required official transcripts and test scoreshave been received.Pending ApplicationA pending application has met university requirements and isawaiting departmental recommendation for admission.Postponed ApplicationStudents may postpone their applications to a future semesterby notifying the Office of Admissions prior to the end of thesemester for which they originally applied.Withdrawn Before AdmissionStudents must complete or postpone their admission by theend of the semester for which they have applied. At the end ofeach semester, all applications still incomplete or notpostponed will be withdrawn. Students whose applicationshave been withdrawn must reapply for admission if they laterchoose to attend UAA.ADMISSION STATUSComplete AdmissionAll required documents have been received and all admissionstandards met.Incomplete AdmissionStudents who expect to receive their baccalaureate degreefrom a regionally accredited institution within two semesters(three if including summer) may apply for admission. Formalacceptance becomes final only after the baccalaureate degree iscompleted and conferred, and all other admissionrequirements are met.Provisional AdmissionUniversity admission requirements have been met, but thestudents still need to complete one or more departmentspecified provisions.Postponed AdmissionStudents may postpone their admission to a future semesterby notifying the Office of Admissions prior to the end of thesemester for which they originally applied.Withdrawn After AdmissionAdmission will be withdrawn when students do not attendclasses during or postpone their admission by the end of theiradmission semester. Students whose admissions have beenwithdrawn must apply for admission if they later choose toattend UAA.Up to one-third of the credits required for a post-baccalaureatecertificate may be transferred into UAA and applied to thatcertificate from a regionally accredited institution if they were notpreviously used to obtain any other degree or certificate.Acceptance of transfer credits toward program requirements is atthe discretion of the individual program.CHANGE OF CERTIFICATEStudents who wish to change certificate programs must formally applyfor admission to the new certificate program through the Office ofAdmissions and pay the appropriate fee. This applies both to changesbetween schools or colleges and to different certificates within thesame school or college. Students will be expected to meet all admissionand program requirements of the new major or emphasis area.CONCURRENT CERTIFICATESStudents may pursue concurrent post-baccalaureate certificates aslong as they have formally applied and been accepted to eachprogram through the Office of Admissions.ADDITIONAL CERTIFICATESStudents who have received a post-baccalaureate certificate from aregionally accredited college or university may earn another postbaccalaureate certificate by completing at least 16 resident creditsnot used for any other degree or certificate. The student must meetall Post-Baccalaureate Certificate University Requirements, Schoolor College Requirements, and Program Requirements; fulfilling allUniversity, College, and Program Requirements may require morethan the minimum 16 additional resident credits. If the 16additional credits and other requirements have been earned foreach additional post-baccalaureate certificate, two or more postbaccalaureate certificates may be awarded simultaneously.FORMAL ACCEPTANCE TO POSTBACCALAUREATE CERTIFICATE PROGRAMSOnce all required admission documents have been received by theOffice of Admissions, the student's admission packet is forwarded to thedean or designee of the specific program. The acceptance decision ismade by the dean or designee, who informs the Office of Admissions ofthe decision. The Office of Admissions sends the official Certificate ofAdmission directly to the applicant. Acceptance to a certificate programdoes not guarantee later admission to other certificate or degreeprograms.NON-DEGREE-SEEKING STUDENTSNon-degree-seeking students who wish to register for courses may berequired to obtain the signature of the department chair or facultymember. Registration as a non-degree-seeking student implies nocommitment by the university to the student's later admission to a postbaccalaureate certificate program. Up to one-third of the credits of postbaccalaureate certificate course work may be completed in the student'sprogram before program admission. Non-degree-seeking students donot qualify for federal or state financial aid benefits nor do they qualifyto receive a Form I-20 Certificate of Eligibility for Nonimmigrant (F-1)Student Status. POST-BACCALAUREATE CERTIFICATE PROGRAMSFULL-TIME/PART-TIME STATUS FOR POSTBACCALAUREATE CERTIFICATE-SEEKINGSTUDENTSPOST-BACCALAUREATE CERTIFICATE ADVISORThe dean or designee of the appropriate school or college offering thepost-baccalaureate certificate program appoints an advisor for eachstudent accepted to the program.A student who has been admitted to a UAA post-baccalaureatecertificate program and is enrolled at UAA for 12 or more credits isclassified as full-time. Courses count toward full-time status only if theyare applicable to the certificate program. A post-baccalaureate certificatestudent enrolled at UAA for fewer than 12 credits is classified as parttime.RESPONSIBILITIES OF THEPOST-BACCALAUREATE CERTIFICATEADVISOR/COMMITTEEAudited courses, continuing education units (CEUs), and continuousregistration are not included in the computation of the student's fulltime or part-time status.1.CATALOG YEAR FOR POST-BACCALAUREATECERTIFICATE PROGRAMSStudents may elect to graduate under the requirements of the catalog ineffect at the time of formal acceptance to a post-baccalaureate certificateprogram, or the catalog in effect at the time of graduation.If the requirements for a post-baccalaureate certificate program asspecified in the entry-level catalog are not met within seven years offormal acceptance into the program, admission expires and the studentmust reapply for admission and meet the current admission andgraduation requirements in effect at the time of readmission orgraduation.All credits counted toward the degree, including transfer credit, mustbe earned within the consecutive seven-year period prior to graduation.GOOD STANDING FOR POST-BACCALAUREATECERTIFICATE-SEEKING STUDENTSPost-baccalaureate certificate-seeking students who maintain a 2.50 (C)cumulative GPA in courses on their official Certificate Studies Plan areconsidered in good standing.REMOVAL FROM POST-BACCALAUREATECERTIFICATE-SEEKING STATUSA student's academic status may be changed to non-degree-seeking ifthe requirements to remove provisional admission or if minimumacademic standards are not met.The division of responsibility between the advisor and/or committee isdetermined at the program level. The graduate advisor and/orcommittee will do the following:2.3.4.5.6.7.8.Review the student's Certificate Studies Plan, ensuring that itincludes: the post-baccalaureate certificate university requirements;all courses required for the certificate; and any special programrequirements.Identify deficiencies in the student's admission or academicbackground and assist student in developing remedies.Approve the official Certificate Studies Plan.Monitor the student's progress and timely completion of allrequirements.Monitor the timely submission of the official Certificate StudiesPlan and other documents to the Office of the Registrar.Review and approve any changes to the official Certificate StudiesPlan, directing timely submission of the revised plan to the Officeof the Registrar.Review and approve any required capstone experience or projectaccording to procedures established by the individual program.Administer and assess a comprehensive examination, if required.OFFICIAL STUDIES PLAN FORPOST-BACCALAUREATE CERTIFICATESThe official Certificate Studies Plan formally establishes the specificprogram requirements which, upon satisfactory completion, entitle thestudent to receive the post-baccalaureate certificate. The program plan isbased upon the catalog requirements for the certificate program to whichthe student is accepted. The plan becomes official once it is approved bythe Dean or designee and is filed with the Office of the Registrar.Students are expected to complete all requirements listed on their officialCertificate Studies Plan, as well as all post-baccalaureate certificateuniversity requirements. Any revision to the plan must be submitted tothe Office of the Registrar through the certificate advisor/committee.DETERMINING PROGRAM REQUIREMENTSA student who fails to maintain good standing in courses applicable tohis/her certificate program, for reasons specified in writing, is notmaking satisfactory progress toward completing the programrequirements and may be removed from certificate-seeking status. Eachschool or college has procedures to deal with appeals arising fromremoval from certificate-seeking status.A post-baccalaureate certificate student's program is based upon thecatalog requirements for the relevant certificate program which are ineffect at the time the student was accepted to the program.ACADEMIC APPEALSUniversity requirements for all post-baccalaureate certificates are asfollows:Students have the right to appeal academic actions (See AcademicDispute Resolution Procedures in the UAA Fact Finder/StudentHandbook for information).POST-BACCALAUREATE CERTIFICATEUNIVERSITY REQUIREMENTS1.2.REINSTATEMENT TO POST-BACCALAUREATECERTIFICATE-SEEKING STATUSStudents who have been removed from post-baccalaureate certificateseeking status for not making satisfactory progress must reapply for apost-baccalaureate certificate program and pay the appropriate fee.Chapter 11 Page 2403.4.5.6.The student must complete at least 24 approved semester creditsnot counted toward any awarded degree.The student must complete all requirements established by theprogram.A GPA of at least 2.50 (C) must be earned in courses identified inthe official Certificate Studies Plan.Courses at the 500-level are for professional development and arenot applicable toward any certificate, even by petition.At all course levels, a grade of C is minimally acceptable.At least two-thirds of the credits required for the certificate must betaken at the upper division (300-400) or graduate (600) level.University of Alaska Anchorage 2009-2010 Catalogwww.uaa.alaska.edu

POST-BACCALAUREATE CERTIFICATE PROGRAMS, COLLEGE OF EDUCATION7.8.9.10.11.Up to one-third of the semester credits not used toward any otherdegree or certificate may be transferred to UAA from a regionallyaccredited institution and counted toward a post-baccalaureatecertificate. Quarter credits are converted to semester credits bymultiplying quarter credits by two-thirds. Acceptance of transfercredit toward program requirements is at the discretion of theindividual program.Individual program deans or designees may allow credit earned atother universities in the UA system, excluding credit used towardanother degree or certificate, to be transferred to UAA, as long as atleast 9 credits applicable to the student's certificate program areearned at UAA after acceptance into the program.Courses taken through credit by examination, or graded credit/nocredit (CR/NC) do not count toward certificate requirements. Applications received after thedeadline will be processed for the following semester. Students whoapply for graduation but do not complete degree requirements by theend of the semester must re-apply for graduation.
