ABSTRACTDescribe the proposed change; list the initial date of implementation; projected number of students, ifapplicable; description of primary target audience; projected life of the program (single cohort or ongoing);instructional delivery methods and, if the change involves the initiation of an off-campus site, its completephysical address,Proposed Change: The University of South Florida Sarasota-Manatee (USF Sarasota-Manatee)requests approval to offer two of its existing degrees on the USF campus in Tampa (also anaccredited SACSCOC institution): (1) Bachelor of Science (BS) in Hospitality Management forfirst-time-in-college and pre-hospitality students and (2) Bachelor of Science in Applied Science(BSAS) with a concentration in Hospitality Management for transfer students with Associate ofScience (AS) degrees.USF in Tampa does not offer hospitality courses and will host USF Sarasota-Manatee'sbachelor's degrees. Students in the degree programs can choose to live on the Tampa campus,but they will be considered USF Sarasota-Manatee Home Campus students for academicpurposes. USF Sarasota-Manatee will schedule and deliver the Hospitality courses, credentialthe faculty to teach them, and confer the degrees. USF in Tampa will provide non-Hospitalitycourses (e.g., general education, business, electives) and student activities and services, suchas housing, health, counseling, and fitness. The two institutions already share a variety ofservices within the USF System, such as student financial aid, course registration, library,information technology, and business systems.Initial Date of Implementation: August 24, 2015.Projected Number of Students: 20 students in the Fall Semester 2015, with a 4.5% projectedgrowth rate over the next three semesters.Description of Primary Target Audience: The target market for the BS will be first-time-in-college(FTIC) students; the target market for the BSAS will be transfer students. BACKGROUND INFORMATIONProvide a clear statement of the nature and purpose of the change in the context of the institution'smission and goals; evidence of the legal authority for the change (if authorization is required by thegoverning board or the state); and whether the proposed degree program or similar program is offered onthe main campus or at other approved off-campus sites.Offering the Hospitality degrees at USF in Tampa aligns with USF Sarasota-Manatee's missionand strategic plan. It also aligns with the USF System goals of leveraging resources across itsmember institutions and avoiding academic duplication.USF Sarasota-Manatee's mission is the following:The University of South Florida Sarasota-Manatee provides access to professionalhigher education programs and scholarly research in a personalized living and learningcommunity that graduates successful leaders who empower Florida's Suncoast to thrivelocally, nationally, and globally.The hosted program aligns to the University's Teaching & Learning Access Goal1a, becausethe program will "Expand academic programs in distinctive areas related to the Suncoast'sneeds and strengths and across disciplines." Furthermore, the hosted program providesalignment with Public Service and Community Engagement Goal1d: "Partner with . the USFSystem."Regarding legal authority to offer the degree, USF Sarasota-Manatee already awards the BS inHospitality Management and the BSAS with a concentration in Hospitality Management. Neitherthe USF Board of Trustees nor the Florida Board of Governors requires additional approvals.3. ASSESSMENT OF NEED AND PROGRAM PLANNING/APPROVALBriefly discuss the rationale for the change, including an assessment of need; evidence of inclusion ofthe change in the institution's ongoing planning and evaluation processes; and documentation that facultyand other groups were involved in the review and. approval of the new site or program.In the Tampa Bay region, a hotbed for tourism nationally and internationally, USF SarasotaManatee is the only public university with a bachelor's degree in Hospitality Management.Industry leaders from the Tampa Bay region have committed their support to this hostingagreement as shown by the support letters in the Memorandum of Understanding (MOU),included in Appendix 1.USF Sarasota-Manatee piloted Hospitality courses on the USF campus in Tampa for the pastthree years. Many students taking courses in Tampa expressed strong interest in majoring inHospitality but remaining on the Tampa campus. Some students live in Tampa and carpool 50miles to the Sarasota campus to major in Hospitality. With thousands of freshmen beginning their higher education career every year inTampa, a major in Hospitality Management would round out the undergraduate degree offeringsthere. However, university administrators see no need to duplicate degrees within the USFSystem when a member institution offering the degree has capacity and resources to expand.Both institutions see the mutual benefit of this hosting agreement and worked together to designthe program for students. Evidence of inclusion of the change in USF Sarasota-Manatee'songoing planning and evaluation can be found in the College of Hospitality and Technology's2013-14 Unit Assessment Report and 2014-15 Unit Assessment Plan in Appendix 2.Participation, collaboration, negotiation, and extensive discussion among faculty, staff, andadministrators from both USF Sarasota-Manatee and USF in Tampa resulted in the executedMOU that governs the hosting arrangement. Table 2 below lists the personnel who participatedin the communication and development process that is outlined fully in Appendix 3: Timeline ofHosted Hospitality Program Development.Table 2. According to the BS in Hospitality Management mission:The Bachelor of Science in Hospitality Management in the College of Hospitality andTechnology Leadership at the University of South Florida Sarasota-Manatee preparesgraduates for global leadership positions in the hospitality industry through foundationalknowledge of hospitality operations and experiences that develop innovative criticalthinkers who promote diversity, ethical responsibility, lifelong learning, and communityengagement.Students in the BS in Hospitality Management will be able to demonstrate the following ProgramLearning Outcomes:1. Identify and apply business concepts and skills relevant to the operational areas ofhospitality management.2. Describe and apply the fundamental principles of leadership and model the behaviorof effective leaders.3. Demonstrate effective communication skills.4. Analyze information and make ethical decisions using critical thinking and problemsolving skills.5. In work appropriate to the following areas of concentration, students will be able todemonstrate the following functions of good writing: focused unity, coherentorganization, relevant support, appropriate diction and syntax, correct grammar andmechanics for the discipline.The USF Sarasota-Manatee Catalog outlines the degree requirements and core courses forboth programs in Appendix 4.·According to the MOU, "USF SM (USF Sarasota-Manatee) shall develop and approve coursesand course syllabi for the hospitality courses and shall determine and post a three-year rollingcourse sequence that is designed to support timely graduation from the program."
