Governor's Economic Growth & CompetitivenessAgenda Implementation of the new ERP Financial SoftwareSystem Box Springs Water Issue Strategy for Future Ballot InitiativesCouncil Connection Town Hall Meetings CoordinatedLast May, the City Council prioritized improvingcommunication with our residents. To do this, the CityManager’s Office coordinated five Town Hall Meetings one in each Council district. The meetings included timefor our residents to hear updates from their CouncilMember and the City Manager, learn about projectscoming to their Council District, and ask questions. Thefinal Town Hall Meeting for 2011 was hosted in District1 on December 7.Media & CommunicationsWe will also finalize the work plan calendar for the first6 months of 2012 with goals, tasks, important Councilaction items, events, etc.Economic Development Newsletter AssistanceThe City Manager’s Office provided critical assistance indrafting a new template and creating the ConstantContact Subscriber database for the issuance of the firstedition of the new Economic Development E-Newsletterin late November. Staff is looking forward to assistingCEDD with their quarterly editions and promotingMoreno Valley as a Best Place to do Business!SR-60 / Nason Street Milestone CelebrationThe City Manager’s Office coordinated the celebrationof the significant progress made on the SR-60 / Nason St.interchange ramps. Working to help the traffic getthrough this intersection, the City’s Capital ProjectsDivision took extraordinary efforts to minimize the rampclosures and ensure that they re-opened in time for theNovember holiday season. The City Council, SupervisorMarion Ashley, the City Manager, and representativesfrom many involved agencies took time out on Monday,December 5, 2011 to recognize the project team’ssignificant accomplishment at this mid-point in theproject schedule. MVTV-3 was there to set up the eventand provide audio/video support. Tenant improvement plans arebeing finalized for Round 1 to occupy a 42,000 S.F.space on the upper level of the Moreno Valley Mall. Theconcept will include: 18 bowling lanesGame-arcade area with 200 machinesParty rooms with karaoke capabilityBilliard area with 6 pool tablesPing pong and darts areaFood and beverage loungeThe new Moreno Valley location will be just the secondU.S. facility for Round 1, but they have 109 sportsentertainment centers in Japan. Currently the only Round1 in the U.S. is situated at the Puente Hills Mall in theCity of Industry. No operational problems have beenassociated with the Round 1 at the Puente Hills Mall,which has been open for business for nearly 1 ½ years.The business concept including the company mission forRound 1 is “to provide excitement and qualityentertainment for all generations of people.”The breakdown of revenues generated from a typicalRound 1 operation include 50% from arcade games, 30%from bowling, 15% from food operations and 5% frombeverage service. Round 1 envisions a 6 millioninvestment into opening the new Moreno Valley facilityand estimates employing 50 people. A summer openingis being targeted for Round 1 at the Moreno Valley Mall.To accomplish this, staff will work with Round 1 and theMoreno Valley Mall in processing a Conditional UsePermit for consideration by the Planning Commission inJanuary.Family DollarNational discount chain—Family Dollar is moving intothe California marketplace, with a major push towardsopening new stores in the Inland Region. North CarolinaVolume 5, No. 0012Page 2 of 12based, Family Dollar recently opened its initial fourstores in California in Fontana, Ontario, Rialto andRiverside. Another 50 Family Dollar stores are plannedfor California within the next year, including at least fourstores slated for Moreno Valley.Family Dollar operates more than 7,000 stores nationallyin 44 states, but just targeted coming to the Californiamarket within the past year. Another national discountretailer—Dollar General announced this past summerthat it would also begin opening California stores, buthasn’t specified target market areas—even thoughseveral locations in Moreno Valley have been rumored tobe possible Dollar General sites. Both Family Dollar andDollar General are similar in concept to Commercebased 99 Cents Only Stores. The Family Dollar conceptuses a 7,000 to 9,000 S.F. store format, which allows itto locate in smaller shopping centers or with a freestanding store, closer to where people live. FamilyDollar, which was founded in 1953, offers name brandmerchandise at prices that range from 1 or more, buttypically below a 10 price point.The first Family Dollar location in Moreno Valley willbe situated at Moreno Valley Plaza, at the SW corner ofHeacock and Sunnymead. Family Dollar will assume thespace soon to be vacated by Fashion Bug, which chose tonot renew its lease. The plan check process for TenantImprovements (TI’s) for an 8,023 S.F. space isunderway, with a store opening envisioned for early in2012. Two Family Dollar stores are being planned forthe Perris Blvd. corridor, including 1) the reuse of aformer thrift store building at 13473 Perris Blvd in theHometown Square at the SW corner of Perris/Dracaeaand 2) the construction of a new 8,320 S.F. store—justsouth of the CVS at the SW corner of Perris/JFK.Preliminary plans for both of these projects have beensubmitted to City staff for review. Lease negotiations arealso underway for another Family Dollar store locationnorth of SR 60 to be situated within an existingneighborhood shopping center.Wizard’s Party HousePlans have been submitted for the next phase ofdevelopment for Wizard’s Party House. Preliminaryplans for the unused 8,800 S.F. space call for the creationof a jumper-game area, along with a party room.Representatives from Wizard’s utilized a pre-applicationprocess coordinated by Barry Foster to meet with thePlanning Official, Building Official and Fire Marshal tohelp in formulating plans for the new business operation,which will be targeted for birthday parties and specialevents for children, aged 5 to 12. Look for tenantimprovement work to start early in 2012, with anopening by spring break.December 2011

Marinello School of BeautyThe Moreno Valley location for Marinello School ofBeauty continues to be a huge success. Since opening,the Moreno Valley location at 24741 AlessandroBoulevard has already expanded—adding an additional4,500 S.F. and is currently the top performing locationfor Marinello of all its 45 facilities in five WesternStates. Marinello School of Beauty, which wasestablished in 1905 and is based in Beverly Hills, isconsidered one of the leading chains of beauty schoolson the West Coast. In addition to Moreno Valley,Marinello has other school locations in the Inland Regionin Cathedral City, Hemet, Murrieta, Ontario, SanBernardino and Victorville. Besides offering educationand training opportunities for its students, MarinelloSchools of Beauty offer a full range of hair, barberingand manicure services to the public at discounted rates.Check out Marinello.March JPAWork continues at March JPA on a number of projectsaimed at producing new jobs for the area. AMROFabricatingCorporation—AMRO,which is a leading aerospace subcontractor isgearing up to open a new operation within 35% ofthe former DHL building. Tenant improvementwork is underway for the 100,322 S.F. space andemployment recruitment is underway for aworkforce that is expected to eventually reach 115.Look for AMRO to start up operations at March bythe end of the year.SYSCO Foods DC—Work is progressing on thedevelopment of a new 515,000 S.F. DistributionCenter for SYSCO Foods at the Meridian BusinessPark that is expected to employ up to 280 people.Grading is underway on the 45-acre site and LNRis working on the construction of MeridianParkway to connect Cactus Avenue with VanBuren Blvd.I-215/Van Buren Interchange—Construction istargeted to start early in 2012 on the upgrade of thefreeway interchange at I-215 and Van Buren Blvd.Riverside County is the lead agency, with helpfrom March JPA on this capital improvementproject.World Logistics CenterHighland Fairview has submitted an exciting newdevelopment plan for the eastern area of Moreno Valley.The new development concept—to be called the WorldLogistics Center will replace the nearly twenty year oldexpiring Specific Plan for this area—the MorenoHighlands Specific Plan. With a proposed 40 millionsquare feet of corporate logistics and state of the artVolume 5, No. 0012Page 3 of 12distribution facilities, the World Logistics Center will bethe largest master-planned corporate park to be situatedin the number one logistics marketplace in the U.S.Highland Fairview has assembled a world-classconsulting team to assist in developing the conceptualplans, along with helping navigate the planning andentitlement process. A community forum is scheduledfor Wednesday, January 18, at the CRC to unveil theproject to the public.Automobile Purchase Local-PR CampaignThe public relations campaign to market the need forresidents to purchase new vehicles in Riverside Countyis back underway. Riverside County’s Board ofSupervisors recently approved a community serviceagreement with Enterprise Media to help guide the PRefforts.The City of Moreno Valley and Moss Bros. AutoGrouphave participated in the program since its start up. Otherparticipating jurisdictions besides Moreno Valley and theCounty of Riverside include—Corona, Norco, and theCity of Riverside. Look for more cities in RiversideCountytojointheeffort.ThePressEnterprise isproviding adsforthepurchaselocalcampaign atNOcost.Attached arethe ads thatran in two ofthe Sunday PE newspapers on 11/27 and 12/5.The PR campaign stresses the importance and benefits ofresidents purchasing their vehicles locally. The ads andoverall theme focus on the many important servicesfunded through sales tax generation including publicsafety, recreation programs and infrastructureimprovements. Why is it so important to shop local? In2010, nearly 40% of all vehicles purchased by RiversideCounty residents were done outside of RiversideCounty—thereby providing NO sales tax revenueopportunity within Riverside County. This has a hugeimpact on funding City services.Business SpotlightThe Spotlight on Moreno Valley Business program seeksto increase the community’s awareness of the many anddiverse businesses that operate in Moreno Valley. businesses showcased at the November 8 City Councilmeeting were Visterra Credit Union and Bud’s Tire Pro.The Spotlight businesses for the December 13 CityCouncil meeting will be the Social SecurityAdministration Office and Margarita’s Grill & Catering.out of the 26 cities in Riverside County enjoyed a salestax increase for 3rd Qtr. 2011. Overall, Riverside Countyrealized a 10.19% increase. Moreno Valley’s 8.24%increase compared favorably with other nearbycommunities including Corona (16.07%), Murrieta(13.16%), Perris (11.50%), Riverside (11.43%), SanJacinto (9.98%), Banning (8.30%), Moreno Valley(8.24%), Beaumont (6.56%), Temecula (5.91%) andHemet (2.59%). A more detailed report, including anyadjustments will be provided by HdL in January.Hopefully, the trend of sales tax increases will continuefor 4th Qtr. 2011, which includes the holiday shoppingperiod.The Spotlight program also wishes to alert the CityCouncil of some of the new businesses having justopened in the community. Recent opening include: Mattress for Less—is a recently opened bed andmattress discount store located at 24150Sunnymead Boulevard. Marinaji Banquet & Events Center—is a newfull service catering and special events facilitysituated at 22445 Alessandro Boulevard in theElsworth Plaza. Building & Safety DivisionAlbertitas Mexican Food—is a new restaurantlocated at 12256 Perris Boulevard in thecommunity shopping center situated at the NEcorner of Perris and Hemlock.Economic Development Summary-December 2011The Economic Development Summary has been updatedfor December and is available on the City’s website orvia hard copy in the information rack on the 2nd floor ofCity Hall.Moreno Valley – On the MoveThe initial City Economic Development e-Newsletterwas distributed in November. The newsletter, calledMoreno Valley – On the Move was emailed to 610developers, real estate brokers, businesses, and siteselectors. City staff received a report from social mediaconsultant – Constant Contact that the newsletter wasreceived by 610 and that 171 people opened thedocument, which is a 28% response. 15 individualseither shared the newsletter with someone else orcontacted the City to provide compliments on the qualitylook of and the effectiveness of the informationprovided. Only 2 individuals utilized the command todiscontinue receiving the newsletter in the future. Thenewsletter will be distributed quarterly.Sales Tax-3rd Quarter 2011More good news from a revenue standpoint—salesrevenue was up for the 3rd Qtr. 2011. Itshould be noted that all businesses that obtain a licenseas a result of Code Compliance’s efforts are exempt frombusiness license penalties in accordance with the City’sBusiness License Amnesty program, which continuesthrough January 31, 2012.Shopping Cart Containment OrdinanceCode Compliance staff has completed the draft of theshopping cart containment ordinance as requested by theCity Council. The proposed ordinance will require allnew markets, stores or shops which provide ten or moreshopping carts to their patrons to either install or employa method to contain their carts within the store premises.This ordinance will apply to existing markets when thereis a change in ownership.The ordinance was reviewed by the PlanningCommission at the meeting on December 8, 2011.
