(vendor code #173400), 271 Mill Road, Chelmsford, MA, 01824, for the purpose ofextending the completion date from June 30, 2020 to March 31, 2021. The contract provides certainEnvironmental Services in support of a number of immediate and recurring needs including air emissionsinventories, environmental assessments, US Army required management plans and geographic information systemdata development. The original contract was approved by Governor and Council on September 13, 2017, Item#41. This is a no-cost time extension only. 100% Federal Funds.EXPLANATIONThe department requests this contract amendment because of unforeseen time delays, technical problems anda prolonged process for the review and response to National Guard Bureau comments on draft documents andreports. The services provided under this contract are required to be performed in accordance with various federaland state laws and regulations and US Army Regulations. The original contract was between the department andAMEC Foster Wheeler Environment & Infrastructure, Inc. Wood Group purchased AMEC Foster WheelerEnvironment & Infrastructure Inc. on October 17, 2017, and the name of the company was legally changed toWood Environment & Infrastructure Solutions, Inc. on April 16, 2018.The federal funds to pay for this Agreement are provided to the Department of Military Affairs and VeteransServices by the National Guard Bureau pursuant to a Federal-State Master Cooperative Agreement for the mutualsupport of the New Hampshire Army National Guard. The cost of this contract shall be reimbursed to the State bythe Federal government at a rate of 100%. These services arc required to be performed according to various federal and state laws andregulations and US Army Regulations. A general environmental services contract is much more efficient thanindividually contracting each of these projects. It allows for more timely execution of immediate needs andensures execution of federal funds provided for the support of the Adjutant General's Department'senvironmental needs.The request for qualification procedures used to identify the chosen vendor(s) followed therequirements of RSA 21-1-1:22. Selection of Engineers. Architects and Surveyors because one of the primarytasks with immediate and recurring service requirements (integrated contingency plans) requires a professionalengineer stamp to be legally sufficient.

SununuAnd the Honorable Executive CouncilPage 2The Adjutant General's Department solicited for these environmental services by running a legalnotice in the Union Leader newspaper and placing the RFQ on the State of New Hampshire Bureau ofPurchase and Property website. It was clearly stated in the RPQ and announced at the bid opening, that thisaward would not be based solely on low-bid, but would be awarded based on a rating system that includedcompany profile, resumes of the expected contract administrator and primary employees to be used includingthose that require special qualifications such as NH Professional Engineer, a list of references, and three (3)example products as specified in the Qualification Evaluation Procedure. Eleven (11) vendors submittedproposals. AMEC Foster Wheeler Environment & Infrastructure, Inc. scored the most points of the qualifiedproposals received.The Adjutant General's Department negotiated with AMEC to establish the rates of compensation.The rates were compared with recent New Hampshire Bureau of Public Works contracts for engineeringservices as well as GSA rates. The Adjutant General's Department determined that the negotiated rates are fairand reasonable. As advertised, the base contract term is for approximately three (3) years, with the potentialfor one, two-year extension subject to Federal Funds availability and additional Governor and Councilapproval.These Federal Funds are provided to the Adjutant General's Department by the National GuardBureau pursuant to a Federal-State Master Cooperative Agreement for the mutual support of the NewHampshire Army National Guard.
