The nextmeeting will be held in 2022.B) NCSBN NCLEX BON Review – L Young and G Burg provided a report on their visit to the Pierson Vue testing center in SiouxFalls, SD on November 12, 2020. All state boards are given the opportunity to schedule a time to visit and review RN andPN test pool items at a local test center. They noted that Pierson Vue closely followed CDC recommendations to preventthe spread of COVID-19. They reviewed approximately 1,000 questions for consistency with South Dakota’s Nurse PracticeAct. NCSBN’s NCLEX committee reviews the comments received from boards.6. Nursing PracticeA) COVID 19/Pandemic Update – L Young and L Olson provided background; Sanford Health has recognized that recent newgraduate nursing students are less prepared than pre-COVID graduates. Due to COVID, these graduates were unable tocomplete the same types of clinical experiences which may have left these new graduates less prepared to take the NCLEXand to enter the workforce. Sanford Health would like to provide the new graduates additional clinical experiences andNCLEX learning opportunities to help them pass the exam. Members determined that more dialog by a diverse group ofnursing leaders and stakeholders is needed to explore opportunities.Board Action: D Letcher moved that the SDBON, ask the Center for Nursing Workforce (CNW) to convene a round tablediscussion with the SD nursing leaders and stakeholders as soon as possible to discuss creative strategy supporting thetransition of nursing graduates to practice, seconded by L Tschetter.3

Due to COVID there is a need for mass vaccination clinics. Due to staffing shortages within facilities, facilitiesare requesting to use nursing students to administer the vaccines rather than licensed nurses who are needed for directpatient care. Students may or may not be in a clinical course under the supervision of a faculty member when requestedto assist with the vaccination clinics. Prelicensure nursing students are exempted under SDCL 36-9-28 (2) to practicenursing. ARSD 20:48:07 identifies that students should be under the supervision of a licensed nurse while performingnursing duties. To promote safe practice for use of nursing students in vaccination clinics, the board may adopt a positionstatement to establish basic criteria.Board Action: L Tschetter moved that the SDBON, approve to adopt the following statement: “Pursuant to SDCL 36-9-28 (2),the South Dakota Board of Nursing affirms that a student who is enrolled in a practical or registered nurse prelicensureprogram may administer vaccinations under the supervision of a licensed registered nurse who is available in the immediatearea to supervise the student. PolicyA) Update on Promulgation of Rules in 20:48 on CRNA Practice – L Young provided an update on the adoption of rulespertaining to CRNA practice on prescribing and use of radiography. On November 10, 2020 L Young and G Damgaardpresented the adopted rules to the interim rules committee for approval. The rules were approved and will now be sent tothe Secretary of State for filing. The rules will become effective late December 2020. A memo on the new rules will be sentto actively licensed CRNAs in SD and the website will be updated to reflect the new information.B) Update on Potential SD HPAP Legislation – L Young provided an update indicating that the Department of Health (DOH)legislative taskforce approved the drafted bill on amending the statutes in SDCL 36-2A on HPAP. The drafted bill is nowawaiting review by the Legislative Review Council for form and style revisions. An update on the status of the bill will beshared at the February board meeting.11. Dakota Nurse Connection Publication – Update - L Young provided a report that the North Dakota and South Dakota sharedjournal will be discontinued following the Summer 2021 edition. Each board will then have separate issues mailed to theirlicensees.12. Open Forum – C Borchardt provided the opportunity for guests to address the Board pursuant to SDCL§ 1-25-1, no onerequested to do so.13.
