The purpose of thismodification is to: Replace SN-03 (MCEP boiler #3) with a 700 bhp boiler (down from 750 bhp currently)Remove SN-26, a 2C Diesel Generator, from the permitThe emissions will change as follows: PM -0.4 tpy, PM10 -0.4 tpy, NOX -0.4 tpy, SO2 0.1 tpy, CO -0.1 tpy, VOC -0.1 tpy , benzene -0.02 tpy, formaldehyde -0.01 tpy, POM 0.01 tpy, and hexane -0.06 tpy.Process DescriptionThe facility operates four (4) 31.5 million Btu per hour (MMBtu/hr) boilers (SN-01, SN-02, SN04 and SN-05) and one (1) 29.4 MMBtu/hr boiler (SN-03) for steam production. The boilers usenatural gas as their primary fuel and are capable of using fuel oil as a backup. The facility alsooperates two (2) 4.2 MMBtu/hr boilers (SN-06 and SN-07), which burn only natural gas and areused in the Center on Aging building for steam production, and two (2) 0.2 MMBtu/hr boilers(SN-08 and SN-09), which burn only natural gas and are used in the J.T. Stephens building forhot water production. The facility plans to install two (2) new 25.2 million Btu per hour boilers(SN-10A, SN-10B and SN-10C) in their proposed power plant for steam production. These newboilers will burn natural gas only.UAMS currently has thirty (30) diesel generators, SN-12 through SN-39 (SN-26-27 removed),SN-54, SN-55 and SN-57 on site for the production of back-up electricity. These generators willprovide back-up electricity and may also be used during peak demand times for electricitygeneration. The facility maintains eight (8) chillers (SN-40 through SN-47) with a total of fortythree (43) bays of non-contact cooling towers that are used for facility cooling with a total flowcapacity of 69,446 gpm. There are two (2) additional chillers (SN-48 and SN-49) with a total offour (4) cooling tower bays located at the Center on Aging, with a total flow capacity of 3,000gpm, and two (2) additional chillers (SN-50 and SN-51) with a total of four (4) cooling towerbays located at the J.T. Stephens Institute, with a total flow capacity of 6,000 gpm.5

University of Arkansas for Medical Sciences (UAMS)Permit #: 2125-AOP-R3AFIN: 60 00302SECTION III: PERMIT HISTORYPermit 2125-AOP-R0 was issued on July 16, 2007 and was the initial permit for the facility. Thefacility had actual emissions below permitting thresholds (25 tpy NOX) and planned to installthree (3) new natural gas fired boilers and six (6) new diesel generator sets. The proposedemission rates were significantly greater than the projected actual emissions in order to allowmaximum flexibility, and to account for an anticipated increase in natural gas usage due toincreased electricity cost.Permit #2125-AOP-R1 was issued on December 4, 2009. In this modification, the facility madethe following changes to the permit:1.2.3.4.5.Installed 2 New Generators (SN-54) and (SN-55),Relocated and reactivated a previously deactivated generator (SN-27),Changed the exhaust stacks from horizontal to vertical on generators SN-34through SN-39,Incorporated NSPS IIII compliance conditions into the permit, andAdded one 500-gallon and two 1500-gallon new diesel storage tanks to theInsignificant Activities listPermit 2125-AOP-R2 was issued on June 6, 2014 as a modification. The purpose of thismodification is to renew the Title V Operating Permit in accordance with General Provision 3 ofthe permit and ADEQ Regulation §26.406. The facility also requested the following changes tothe permit:1.2.3.4.5.6.7.8.Construction of a new non-contact water cooling tower (SN-56),Removal of cooling towers SN-41 and SN-42,Installation of a new 0.79 MMBtu/hr backup generator (SN-57),Removal of instrument sterilizer (SN-53),Removal of IOA-Computer Room Generator (SN-27),Increase the maximum allowable operating hours from 500 to 580 for SN-34through SN-39,Reduce the maximum allowable operating hours from 200 to 100 hours for SN-12through SN-33 and SN-54, andReduce the maximum allowable sulfur content from 0.1% to 0.0015% for SN-01through SN-05, SN-12 through SN-39, SN-54 and SN-55.There was an overall reduction in permitted emissions with the most significant changes being areduction of 7.0 tpy PM/PM10, 5.6 tpy SO2, 1.2 tpy VOC, 4.4 tpy CO and 11.5 tpy NOx.17

University of Arkansas for Medical Sciences (UAMS)Permit #: 2125-AOP-R3AFIN: 60 00302SECTION IV: SPECIFIC CONDITIONSSN- 01 through SN-05MCEP BoilersSource DescriptionThe five (5) 31.5 MMBtu/hr Boiler house boilers are capable of using either pipeline qualitynatural gas or distillate oil (diesel fuel) as a fuel source. The boilers are permitted to operate8,760 hours per year on natural gas with the option of running 200 hours each on diesel fuel.Due to an installation/modification date (1988) prior to the applicability date of June 9, 1989,SN-01 is not subject to NSPS Subpart Dc - Standards of Performance for Small Industrial Commercial - Institutional Steam Generating Units. SN-02, SN-03, SN-04 and SN05 are subjectto Subpart Dc due to installation dates (1996, 2015, 1995 and 1995, respectively) after theapplicability date. SN-01 through SN-05 all meet the definition of a gas fired boiler as seen in 40CFR Part 63 JJJJJJ §63.11237 and are therefore exempt per §63.11195 so long as they are incompliance with SC #16.Specific Conditions1.The permittee shall not exceed the emission rates set forth in the following table.
