Hold a degree from an institution of higherlearning in the U.S. or abroad.Hold another type of teaching certificate(Substitute Certificate is acceptable) ifeducated in U.S.Prove language proficiency in the targetlanguage and English.

The Transitional Bilingual Certificate is atemporary teaching certificate.The certificate is valid for six fiscal yearsand may be renewed once for twoadditional fiscal years.During this time, the teacher must completethe requirements for an elementary,secondary, early childhood, or specialteaching certificate.

If the teacher wants to continue teaching in abilingual or ESL setting, the teacher must alsocomplete the approval requirements within 8fiscal years.Teachers holding a Transitional BilingualCertificate may teach in a K-12 bilingualsetting and/or a K-6 ESL setting.

Applicants must prove proficiency in Englishand the target language sought.The medium of instruction of the universitywhere the applicant’s degree is fromdetermines what testing is required.Testing is not required if the applicantgraduated from institutions where Englishand the target language were the mediumof instruction.

Assess speaking, reading comprehension,writing, and grammar;Assess knowledge of the types of languageneeded by a bilingual teacher forcommunicative functioning in everydaysituations, including those that are likely toarise while working with professionalcolleagues, students, and parents.

English Language Proficiency (ELP) test andThere are currently 20 Target LanguageProficiency (TLP) tests. Several tests havebeen recently created due to increaseddemand for bilingual teachers in new targetlanguages. The current Target LanguageProficiency tests include the following:

Five new tests, including Burmese, Lithuanian,Nepali, Telugu, & Ukrainian, will be offered forthe first time in the spring of 2012.If a target language proficiency (TLP) test is notoffered by our testing company, and bilingualinstruction is mandated by state law, thencontact Laurie Gibler in the Educator CertificationDivision at lgibler@isbe.netArrangements will be attempted to providetesting in the low-incident target language.

The TLP – Spanish and ELP tests are currentlyoffered 5 times during the year.TLP tests in the low-incidence languages arecurrently offered three times during the year.Applicants must register for theseassessments on-line tm

Approximately 55 multiple-choice testquestions to assess reading comprehension;Written constructed-response assignment toassess written expression; andSpeaking constructed-response assignmentto assess oral expression.

Two reading passages with someconstructed-response items;Written constructed-response assignment toassess written expression; andSpeaking constructed-response assignmentto assess oral expression.

Teachers may apply for a Special Certificateendorsed in ESL or ENL if they Either hold a comparable certificate fromanother state or country or havecompleted a comparable approvedprogram in another state; They must meet the professionaleducation requirements for a Type 10certificate and have completed 32semester hours of coursework in ESL/ENL. They also must successfully pass the basicskills, ENL, and APT – Special assessments.

Currently SIU – Carbondale is the onlyuniversity with an approved K-12 ENLprogram.However, several other Illinois colleges anduniversities have discussed their intention todevelop this program, and we have applicantsfrom outside of Illinois who have completedK-12 ESL (or ENL) programs.

Issued to foreign trained teachersparticipating in state approved internationalexchange program;Valid for 3 years;Non-renewable; andMust have demonstrated English proficiencythrough ISBE specified testing.

Teachers recruited for this program must beinterviewed and tested in their home country.Districts wanting to recruit these teachersshould contact DELL regarding informationabout upcoming recruitment dates.

The VIT teachers are qualified to teach thesame subjects/grade levels as those in theirhome country;They may obtain bilingual endorsement;andMay obtain foreign/world languageendorsement based upon the medium ofinstruction of the university where theapplicant obtained his/her degree.

Submit ISBE 73-03F;District Superintendent must complete Part IIof application;Must enclose original foreign credentialsevaluation completed by ISBE approvedagency; andMust include English language proficiencyevaluation results.

Complete 18 semester hours of either ESL orBilingual coursework (in the required areas);Complete 100 clock hours or 3 months ofteaching experience in an ESL or Bilingualprogram; andHold an Elementary, Secondary, EarlyChildhood, or Special Certificate.

Hold a Special Education Certificate or aSpecial Education Approval;Complete the language proficiencyassessment in the target language;Complete a Theoretical Foundations ofBilingual/ESL course;Complete a LEP methods course; andComplete Assessment of the BilingualStudent course; OR

Hold a Standard Early Childhood, Elementary,Secondary, or Special Certificate with an ESLor Bilingual Approval;Complete LBS1 characteristics and methodscourses; andComplete a psychological diagnosis coursefor exceptional students; OR

Hold a Transitional Bilingual Certificate andhave two years of successful teachingexperience;Complete LBS1 methods and characteristicscourses;Complete survey of the exceptional student;andComplete theoretical foundations andassessment of the bilingual studentcourses; OR

Hold a School Service Personnel Certificate;Successfully complete the bilingual languageexam; andComplete the Assessment of the BilingualStudent course.

Applicants may submit an endorsementapplication (form 73-52) if they hold anEarly Childhood, Elementary, Secondary, orSpecial Certificate.A 30 fee is required for any endorsementapplication.Applicants may apply for only oneendorsement/grade level per endorsementapplication.

ESL and bilingual endorsements may be addedto: Primary level on Early Childhood, Elementary,and Special Certificates; Middle grade level on Elementary, Secondary,and Special Certificates; and High school level on Secondary and SpecialCertificates.

The requirements for the ESL and Bilingualendorsement for any of the grade levels is thesame as for the approval, except at themiddle grade level.All middle grade endorsements require sixsemester hours of coursework in middlegrade education.

An endorsement in English as a NewLanguage (ENL) may only be added at thehigh school level.The requirements for the ENL endorsementinclude 24 semester hours of coursework inENL (ESL and bilingual coursework) and theENL test or 32 semester hours of courseworkin ENL.

Applicants may receive an ENL endorsementwith no specific designation. This allowsthem to teach in an ESL setting.In order to receive an ENL endorsement witha language designation, the applicant mustcomplete the coursework and pass theappropriate target language proficiencytest. This allows them to teach in abilingual setting.

Obtain foreign credential evaluation fromone of the ISBE approved foreign credentialevaluation agencies located atwww.isbe.net/certification/html/foreign credential.htm Request course-by-course evaluationRequest several evaluation copies

Ask that one copy be sent directly to theRegional Office of Education or ask that theevaluation credentials agency send to theapplicant one official copy in a sealedenvelope; andObtain official English translations of alleducation credentials written in anotherlanguage, to be completed by a qualifiedtranslation service agency, consulate, orinstitution of higher education; and

The ROE may make photocopies of theapplicant’s original foreign credentials andreturn the original documents to theapplicant.The applicant should enclose the certifiedphotocopies made at the ROE, the originalforeign credential evaluation report, and theofficial translation with the application forcertificate (form 73.03C).

Non-citizens must submit proof of legalpresence and eligibility for employment;Non-citizens seeking “regular” certificates(excluding Transitional Bilingual and VisitingInternational Certificates) must also submit a“Declaration of Intent to Become a U.S.Citizen” (form 73-91)

Submit the following to a Regional Office ofEducation or directly to ISBE: Completed “Request for Approval as aBilingual or ESL Teacher” (form 73-49); Official transcripts containing all of theESL/bilingual coursework taken; Proof of completion of 100 clock hour ofclinical experience in an ESL or bilingualsetting.

Coursework is also available through theIllinois Resource Center for credit from one ormore universities.We also accept coursework from theUniversity of Phoenix.

Replaces previous “Request for Letter of Nonjeopardization.”May only be granted to districts with proofthat a search was conducted for a qualifiedteacher, and an appropriately qualifiedteacher could not be found.The authorization only pertains to anendorsement area.

Teacher must have at least 9 semesterhours in a subject area and a certificate forthe grade level of the teaching position.Teacher must sign a statement of intent tobecome qualified.Authorization is valid for 3 years.If the authorization is for a bilingualposition, the teacher must have passed theappropriate language proficiency test.
