THE STEPHEN SMITH MEDAL FOR DISTINGUISHEDCONTRIBUTIONS IN PUBLIC HEALTHThe Honorable Andrew M. CuomoGovernor of the State of New YorkFrom 1997-2001, Cuomo served as the 11th United States Secretary of Housing andUrban Development under President Bill Clinton, where he transformed the agencyfrom a wasteful and inefficient bureaucracy to an effective driver of economicdevelopment and housing opportunities. His leadership as Secretary was acontinuation of his lifelong fight to help the neediest and address homelessness, oneof the most desperate situations of the time. Prior to joining HUD, Cuomo foundedand led the Housing Enterprise for the Less Privileged (HELP), a not-for-profitthat set a national model for serving the homeless, and chaired the New York CityHomeless Commission during Mayor David Dinkins’ administration.The New York Academy of Medicine’s medal for lifetime achievement in public health,first awarded in 2005, was named for Stephen Smith, a NYAM Fellow and pioneerin the field of public health. Governor Andrew M. Cuomo was selected to receive the2020 Stephen Smith Medal in recognition of his extraordinary leadership of New YorkState during the COVID-19 pandemic.Governor Cuomo’s lifetime of public service began after he graduated from lawschool, when he served as campaign manager and headed the Transition Committeefor then-Governor-Elect Mario Cuomo in 1982. Working as an advisor to the Governor– while taking a salary of 1 a year – instilled in Cuomo the belief that government isthe vehicle to bring about change, do justice, and make progress happen.Andrew M. Cuomo is the 56th Governor of New York, having assumed office onJanuary 1, 2011.Born in Queens, New York City, Andrew Cuomo was the second child of GovernorMario Cuomo and Matilda Raffa Cuomo. His paternal grandparents, Andrea andImmaculato Cuomo, emigrated from Salerno, Italy to South Jamaica, Queens in the1920s, where Andrea ran a small grocery story.As Governor, Cuomo has fought for social, racial and economic justice for all NewYorkers. Under his leadership, New York passed marriage equality, a 15 minimumwage, the strongest paid family leave program in the nation, the strongest gun safetylaws in the nation, equal rights for women, greater protections for immigrants, thelargest investment in education in state history, landmark election reforms, and afirst-in-the-nation Green New Deal for New York. He cut taxes for the middle class,implemented a permanent 2 percent property tax cap, put more New Yorkers to workthan ever before, and became the first state in the nation to offer free college tuitionfor middle-class families. He got the state building again – taking on projects allacross the state that had been stalled for decades, and using union labor every stepof the way. Dr. Chokshiserved on the FEMA delegation to New York City after Hurricane Sandy in 2012. Healso served as a White House Fellow and was the principal health advisor to theSecretary of Veterans Affairs.Dr. Chokshi has written widely on public health and medicine including in TheNew England Journal of Medicine, JAMA, The Lancet, Health Affairs, Science, andScientific American. In 2016, President Obama appointed him to the Advisory Groupon Prevention, Health Promotion, and Integrative and Public Health.He trained in internal medicine at Brigham & Women’s Hospital, where he receivedthe Dunne Award for Compassionate Care, and was a clinical fellow at HarvardDonald Lindberg, MDMedical School. During his training, Dr. Chokshi did clinical work in Guatemala, Peru,E. A.
