Environmental Management System (EMS)WHY?Complying with President’s Executive Order 13423 and ArmyPolicy.The Army expanded on the Executive Order to say that allArmy installations will be in full conformance with thisrequirement by 31 Dec 2009. All Army organizations, regardless of their organizational level or chainof command, have environmental responsibilities as part of theirfunctions; these environmental responsibilities must be incorporated intothe planning, programming, budgeting, and execution of their respectivemissions. Environmental Management System (EMS)ROLES AND RESPONSIBILITIES IN EMSEnvironmental Protection Officers (EPO) and Environmental Scienceand Engineering Officers (ESEO)EPO‘s and ESEO‘s facilitate organizational conformance with theenvironmental policy and EMS procedures. To do this they are required to: Be aware of the Significant Environmental Aspects, and how they may influencethem within their organization through the activities, products and services performedand utilized in the execution of their mission; Disseminate EMS information to unit personnel at all levels; Provide feedback to CFTs and/or the EMS-MR on implementing and maintaining theEMS; Coordinate/provide units EMS awareness and competency training as required; Ensure documents and records relevant for EMS conformance are maintained; and Report EMS non-conformities to the EMS-MR.EPO Course6
