ISO 14001 OverviewISO 14001 is an internationally accepted standard thatdefines the requirements for establishing, implementingand operating an Environmental Management System. An Environmental Management System (EMS) is aprogram framework that allows an organization toconsistently control its significant impacts on theenvironment, reduce the risk of pollution incidents, ensure compliance with relevant environmentalregulations and continually improve its processes andoperations.11/30/20152

Executive OrdersEO 13423, signed 01/24/2007; Sec. 3. Duties of Heads of Agencies. Inimplementing the policy set forth in this order, the head of each agencyshall:(b) implement within the agency environmental management systems(EMS) at all appropriate organizational levels to ensure:(i)use of EMS as the primary management approach for addressingenvironmental aspects of internal agency operations and activities;(ii)establishment of agency objectives and targets, and(iii)measure performance in the implementation of this order.EO 13693, signed 03/19/2015, supersedes EO 13423 and states that itcontinues to be the policy of the United States that agencies shallincrease efficiency and improve their environmental performance throughcontinued implementation of formal Environmental Management Systems(EMS).11/30/20153

ISO 14001Certification Benefits Reduces resource use like energy, water, etc. Reduces solid and hazardous waste disposal costs andproblems Reduces pollution Getting recognition as a “green” company on a domestic andinternational level – gives competitive advantage Drives performance improvement and improves efficiency Ensures compliance to legal requirements Reduces liability Potentially saves SIAD from paying heavy legalpenalties for noncompliance11/30/20154

Sierra Army DepotEnvironmental Policy 200-2(paraphrased)Sierra Army Depot (SIAD) considers the environment to be of paramountimportance and is committed to leadership and stewardship inprotection of the environment and workplace safety. Environmentalmanagement is based on continual improvement, sustainability, hazard identification and control (aspect/impact identification), andpollution prevention in furtherance of our goal of protecting ourenvironment and our workers.SIAD complies with federal, state, and local regulations, policiesand procedures. SIAD reviews environmental objectives andtargets annually or when new types of work are received. This environmental policy is documented, implemented, maintained andcommunicated to all persons working for or on behalf of the organizationand is available to the public.11/30/20155

EMS Overviewwhat you will Doaccording to your Planto see if what you did workedto change or improve the part of your Plan or Dothat did not give you the results you intended“Say what you do, Dowhat you say, and document what you did!” If you donot document it, it did not happen.11/30/20156

Environmental Aspectsand Impacts Definitions Environment: Surroundings in which organizations, personnel, etc., operate and have influence on,including air, water, land, natural resources and theirrelation. Environmental Aspect: (WHAT) element of your workactivities, products or services can interact with theenvironment. Environmental Impact: (HOW) can those aspects(elements) change the environment, whether adverse orbeneficial, resulting from an organization’s workactivities, products or services.11/30/20157

Environmental Aspectsand Impacts ExamplesEverybody at SIAD has a role and responsibility managing theEMS program. Ensure you perform tasks in an environmentallysafe manner! Environmental Aspects: Recyclables (wood products, metalbanding, paper, ink/printer cartridges, lead acid batteries, etc.);hazardous materials (oil, fuels, chemicals, etc.); hazardouswaste; utilities (electricity, water, etc.); forklift/equipment use, painting activities, etc. Environmental Impacts: Solid waste goingto the landfill (reduced landfill lifespan, soil),hazardous material/waste spills (impacts soil, groundwater), energy and water conservation, equipment fuels, oils, exhaust, volatile organiccompound emissions [VOCs]).11/30/20158

Environmental Aspectsand Impacts Examples Hazardous materials in storage, flammable storagecabinets. Calibration of measuring, weighing and monitoringequipment. Equipment not operating properly couldhave an adverse impact. Hazardous waste is an environmental aspect thatwould be an environmental impact if spilled or releasedand would be a nonconformance if not labeled, improperly labeled or improperly stored. Paint / Blast booth filter changes are environmentalaspects because they minimize air emissions (impacts).11/30/20159

Objectives, Targets andPrograms DefinitionsSystematic process to achieve continual improvement. Environmental Objective: An environmental goal tobe achieved. Environmental Target: Measurable performancerequirement to be met to achieve the EnvironmentalObjective.11/30/201511

FY16 Objectivesand TargetsHazardous Waste ReductionObjective:Reduce hazardous waste generated by SIAD activities bydiverting recyclable materials to SIAD recycling programs.Target:Reduce annual hazardous waste generation by 15% eachfiscal year.11/30/201512

FY16 Objectivesand TargetsLandfill Solid Waste DiversionObjective:Reduce solid waste going to the landfill by diverting scrapwood material to SIAD recycling programs.Target:Divert scrap wood solid waste from the SIAD landfill by25% each fiscal year.11/30/201513

5.3 Organizational Roles,Responsibilities and AuthoritiesSIAD Top Management has appointed the Environmental Chiefas the Environmental Management Representative (EMR)with the responsibility and authority to ensure: Environmental management system requirements areestablished, implemented and maintained in accordance withISO 14001 international standards. Reporting to Top Management on the performance of theenvironmental management system for review includingrecommendations for improvement.11/30/201514

7.5.3 Controlof Documented Information Must establish, implement and maintain a procedure to– Periodically review, update and re-approvedocuments (organization “plans” are StandardOperating Procedures (SOPs), Desk Guides, forms, etc.)– Ensure current versions are available at points of useand form numbers are applied if required– Documents must remain legible– Documents of external origin are identified andcontrolled– Prevent unintended use of obsolete documents11/30/201515

8.1 Operational Planningand ControlPlan and carry out processes to prevent and minimizeimpacts to the environment Each organization must establish, implement andmaintain documented procedures (SOPs, Desk Guides, etc.) to control situations where the lack of documentedprocedures could lead to deviations and nonconformities Procedures must include steps to identify and controlenvironmental impacts of the organizations activities Procedures and requirements must becommunicated to suppliers andcontractors11/30/201516

8.2 EmergencyPreparedness and ResponseProcedures for identifying and managing emergenciesthat can have environmental impacts Establish, implement and maintain procedures toidentify potential emergency situations and accidents Respond to actual emergency situations and accidents, and prevent or control adverse environmental impacts Review and revise procedures, especially after anaccident or emergency occurs Periodically test procedures Document and critique test11/30/201517

8.2 Emergency Preparedness and Response –Post the current Spill Procedures card at workareas and at all hazardous waste accumulation areas11/30/201518

10.1 Nonconformity,Corrective Action and PreventiveAction DefinitionsSystematic approach to identifying problems Nonconformity - non-fulfillment of a requirement Corrective action - action to eliminate the cause of a detectednonconformity Preventive action - action to prevent the cause of a potentialnonconformityYour Role! Self identify problems, document them andcorrect them in a manner so they will not occur again11/30/201519

Examples of EMS Issues What do you do and who do you call in case of a spill ofhazardous material or hazardous waste? Reduce, reuse, recycle! I have an expired can of hazardous material, what should I dowith it? Know where your waste accumulation area is located! What should I do with hazardous wastes? Dispose of properly inaccordance with federal, state and/or local regulations. Do I have a SOP, Desk Guide or JHA for my process oroperation? If not, why not? Make sure procedures include stepsto control environmental impacts! Evacuation drills are required three times each year. Are youdoing them and know where you keep the records. Who is responsible for ensuring SIAD’s EMS is successful? Weall are!11/30/201520

Recyclables Containers for specific types of recyclables and undesirables. Largerecycling containers for banding, cardboard and wood. Otherrecyclable metals are collected separately. Metal BandingonlyCardboard only Wood only11/30/201521

and TrashContainers for specific types of landfill acceptable trash and landfillundesirables. Make sure YOU use the correct container! Using theincorrect container could result in YOU dumpster diving!Landfill trashonly Undesirabletrash onlyLandfill trashonly11/30/201522
