HAYS ACADEMY OF HAIR DESIGNSAFETY & SECURITY INFORMATIONCampus safety and security are important issues at Hays Academy of Hair Design. Our goal is to providestudents with a safe environment in which to learn and to keep students, parents, and employees wellinformed about campus security. The Jeanne Clery Disclosure of Campus Security Policy and CampusCrime Statistics Act, or Clery Act, requires institutions of higher education to provide students and familieswith the information they need to make informed decisions. The following policies and procedures areestablished to comply with the Clery Act.A. Timely WarningsIn the event that a situation arises, either on or off campus, that, in the judgment of the Education Directorconstitutes an ongoing or continuing threat, a campus wide “timely warning” will be issued. The EducationDirector will immediately notify the School community upon the confirmation of a significant emergency ordangerous situation involving an immediate threat to the health or safety of students or staff occurring atthe School, unless issuing a notification will compromise efforts to contain the emergency. The warningwill be issued through the most effective and efficient means available and may include instantmessaging to students and School employees. Notices may also be posted in the common areasthroughout the School. Anyone with information warranting a timely warning should report thecircumstances to the Education Director by phone at 785-628-6624 (Hays Campus) or 785-833-2280(Salina Campus) or in person at the School. The School will provide adequate follow-up information to thecommunity as needed.B. Reporting the Annual Disclosure of Crime StatisticsThe School prepares this report to comply with the Clery Act. The full text of this report can be located onour web site at haysacademy.edu. This report is prepared in cooperation with the local law enforcementagencies around our campus.Crime statistics that are provided in this annual report are based upon incidents reported by the localPolice Departments or Administrators/Management at each campus. Each entity provides updatedinformation on their educational efforts and programs to comply with the Clery Act. This annual report isprepared by Hays Academy of Hair Design. The School annually reports statistics for the three mostrecent calendar years concerning the occurrence on campus and on public property. Campus crime,arrests, and referral statistics include those reported to the Police or one of the administrators/managers.Each year notification is made to all enrolled students and employees that provides the web site toaccess this report. Copies of the report may also be obtained in person from the Education Director or bycalling 785-628-6624 (Hays Campus) or 785-833-2280 (Salina Campus). All prospective employees mayobtain a copy online or from the Education Director.C. Reporting of Criminal OffensesHays Academy of Hair Design encourages anyone who is the victim or witness to any crime or otheremergency to report the incident as soon as possible. Contact the Education Director at 785-628-6624(Hays Campus) or 785-833-2280 (Salina Campus) for non-emergencies or dial 9-1-1 (emergencies only).Any suspicious activity or person seen loitering inside or around the School buildings should be reportedto the Education Director.Reports may also be made to the School’s Campus Security Authorities, or CSAs. Under Federal law, thedefinition of CSAs includes individuals/offices designated by the School as those to whom crimes shouldbe reported, and officials with significant responsibility for student and campus activities. If a School staffmember has “significant responsibility” for students and campus activities outside of the classroom, andstudents potentially could report a crime / incident to that staff member, then they are a CSA. CSAs aredefined by function, not title. The Hays Academy of Hair Design CSAs are:1

You should always dial 9-1-1 for emergencysituations.Anyone who is the victim or witness to any crime is encouraged to promptly report the incident to thepolice. Because police reports are public records under state law, such reports of crime cannot be held inconfidence.D. Confidential ReportingHays Academy of Hair Design encourages anyone who is the victim or witness to any crime to report theincident as soon as possible. All reports will be investigated. Violations of the law will be referred to theHays or Salina Police Departments as appropriate. When a potentially dangerous threat to the Schoolcommunity arises, timely reports or warnings will be issued through email messages, text messages, theposting of flyers in the School buildings, in-class announcements, or other appropriate means.If you are the victim of a crime and do not want to pursue action within the campus or criminal justicesystems, you may still want to consider making a confidential report. With your permission, the EducationDirector can file a report on the details of the incident without revealing your identity. The purpose of aconfidential report is to comply with your wish to keep the matter confidential, while taking steps to ensurethe future safety of yourself and others. With such information, the School can keep an accurate record ofthe number of incidents occurring on campus properties. In addition, this will determine where there is apattern of crime regarding a location, method, or assailant, and alert the campus community to potentialdanger. Reports filed in this manner are counted and disclosed in the annual crime statistics for theSchool.E. Access PolicyHays Academy of Hair Design is committed to maintaining an environment in which students, staff, andguests can work together free from all forms of harassment, exploitation and intimidation. The School willact as needed to discourage, prevent, correct, and, if necessary, discipline behavior that violates thisstandard of conduct. During business hours, Hays Academy of Hair Design is open to students, parents,staff, guests and invitees. During non-business hours access to all facilities is by key, if issued, or byadmittance via an administrator, manager, or staff member.F. Campus Security Authority and JurisdictionThe School’s administration attempts to provide a safe, secure educational environment for all studentsand employees. The School does not provide security guards on its campus premises. The ultimateauthority for law enforcement at the School is the local police department. The School does not have anywritten agreements with local police departments for the investigation of alleged criminal offenses. Schoolofficials have the authority to contact the local police to request assistance in preventing or reacting tocrime within or in the immediate vicinity of school facilities. The Education Director is the School’scoordinator of security issues. The Education Director is not authorized to arrest individuals but doeshave the authority to detain suspected criminal offenders if it is deemed safe to do so. If possible, the2

Education Director shall attempt to non-violently deal with the crime or emergency with the appropriateagency. Individual discretion must be used, as undue risk should not be taken. The administration at theHays Academy of Hair Design has a working relationship with the local police and work in partnership tooffer students and employees the safest possible environment.G. Security Awareness and Prevention ProgramsHays Academy of Hair Design educates the incoming and current student and employee communityabout crime, sexual violence, violence prevention, and all relevant School policies and procedures duringall orientations held for new and current students at the onset of a class and at least annually.In addition, Hays Academy of Hair Design conducts new and current employee training on these topics atleast annually. The Title IX Coordinator is responsible for training all current students and employeesabout the School’s policies regarding crime and sexual harassment and for conducting the new studentand employee training.The School will conduct an annual security and crime prevention training.These trainings are completed at each campus that will cover prevention of crimes, lock downprocedures, fire drills, etc. These training will include in person training, discussion and lectures. Howeverthe students and employees are encouraged to be responsible for their own security and the security ofothers.Security TipsPrevention is the best protection against crime. Don't dismiss suspicious people or situations. Don't put yourself in harm’s way; avoid dangerous situations. Lock your car doors. Use common sense. Don't walk alone at night; stay in lighted areas. Park your vehicle in lighted areas; lock the doors. Keep valuables out of sight; don't tempt a thief. Don't give out your keys; they can be copied. Report all crimes and suspicious acts.Things to do to prevent risk: Lock doors. Avoid out-of-the-way places. Vary your routine. Learn about friends' attitudes before becoming friendly. Watch alcohol intake. Leave lights on in rooms. Have transportation or use public transportation.For information on crime prevention programs and tips, students and employees are encouraged tocontact the local police department’s crime prevention unit. Hays Academy of Hair Design does not offeron-campus crime prevention programs.Hays Academy of Hair Design does not officially recognize any off-campus student organizations.H. Criminal Activity Off CampusThe Hays Academy of Hair Design does not provide law enforcement services to off-campus activities onbehalf of the School.I. Emergency Response Preparation and EvacuationHays Academy of Hair Design uses a variety of tools to keep students, staff and guests informed in theevent of an emergency that could affect their health and safety. These tools contain the School’sEmergency Notification System: text messaging, school wide intercoms, e-mail, social media, voice mail,3

and notification apps. Some or all of these tools may be used in a given emergency situation. Emergencynotifications are sent when there is a confirmed emergency or dangerous situation occurring on campusthat involves an immediate threat to the health or safety of the campus community and in situationsrequiring immediate action. The owner or Education Director on site is responsible for assessing allknown information about an emergency situation on campus and determining the need for emergencynotification and immediate actions, such as building evacuation. The owner or Education Director will,without delay, and taking into account the safety of the community, determine the content of thenotification and initiate the notification system, unless issuing a notification will, in the professionaljudgment of the owner or manager, compromise efforts to assist a victim or to contain, respond to orotherwise mitigate the emergency.Disseminating Emergency Information to the Larger CommunityHays Academy of Hair Design disseminates emergency information to individuals and/or organizationsoutside of the campus community in the following ways: Facebook Community Page School website Use of radio and/or television alerts for the neighboring communityThe administrator of Hays Academy of Hair Design is responsible for determining what relevantinformation to be disclosed.Testing of Emergency ProceduresHays Academy of Hair Design’s emergency response and evacuation procedures will be tested at leastone time in a calendar year. Annual testing may be either announced or unannounced and will bepublicized on the School website. Documentation of the testing, to include a description of the exercise,the date, time and whether it was announced or unannounced, will be maintained and retained in theAdministrative Office.Evacuation Procedure. Evacuation should take place if it is determined that it is safer outside thaninside the building (fire, explosion, intruder) and staff, students and visitors can safely reach theevacuation location without danger.The Education Director will call or designate another to immediately call public safety (911) (police, fireand emergency responders) to give notice the School has been evacuated. The Education Director willcommunicate the need to evacuate the building to the occupants by activating the fire alarm or by in-classannouncements. The Education Director will determine evacuation routes based on location of theincident and type of emergency, and communicate changes in evacuation routes based on location andtype of emergency. The Education Director will communicate when it is safe to re-enter the building.School employee responsibilities: Instruct students and guests to exit the building using the designated emergency exit routes or asdirected by the Education Director. Emergency exit routes should be diagramed on the schoolfloor plan drawing posted near the light switch inside each room. Use a secondary route if the primary route is blocked or hazardous. Help those needing special assistance. Do not lock classroom doors when leaving, close door and turn off lights. Do not stop for student or staff belongings. Take class roster, phone lists, first-aid kit and other emergency supplies with you. Check thebathrooms, hallways and common areas for visitors, staff or students while exiting. Go to designated evacuation assembly area. When outside the building, check for injuries. Account for all students. Immediately report any missing or injured students to the EducationDirector. Wait for additional instructions.4

Lockdown Procedure. Lockdown is the initial physical response to provide a time barrier during anactive shooter/intruder event. Lockdown is not a stand-alone defensive strategy. When securing in place,this procedure should involve barricading the door and readying a plan of evacuation or counter tacticsshould the need arise.The Education Director will make an announcement that the School is experiencing an emergencysituation and that it is now under lockdown. The Education Director will designate staff to call 9-1-1,identify the name and address of the School, describe the emergency, state the School is locking down,and provide intruder description and weapon(s) if known. The Education Director will instruct staff to stayon the phone to provide updates and additional information.School employee responsibilities: Clear the hallway and bathrooms by your room, moving everyone into the classroom. Lock your doors. Move any large objects in front of the door to barricade door. All moveable items such as chairsshould be used as well. Take attendance and be prepared to notify the Education Director or local law enforcement ofmissing students or additional students, staff or guests sheltered in your classroom. Do not place students in one location within the room. In the event that entry is gained by ashooter or intruder, students should consider exiting by running past the shooter/intruder. Staff and students may utilize methods to distract the shooter/intruder’s ability to accurately shootor cause harm, such as loud noises or aiming and throwing objects at the shooter/intruder’s faceor person. Allow no one outside of the classroom until the Education Director or local law enforcement givesthe “All Clear” signal unless a life-threatening situation exists and a means to safe exit is available(through a window or other safe passage). If students and School personnel are outside of the school building at the time of a lockdown,School personnel will move students to the designated off-site assembly location.Shelter-In-Place Procedure. The shelter-in-place procedure provides a refuge for students, staff and thepublic inside the school building during an emergency. Shelters are located in areas of the building thatmaximize the safety of occupants. Shelter-in-place is used when evacuation would place people at risk.Shelters may change depending on the emergency.The Education Director will announce that the School is experiencing an emergency situation and needsto implement shelter-in-place procedures. Students, guests and staff will be directed to move to thedesignated shelter locations in the School. All students, guests and staff outside will be directed toimmediately move to an inside room.The Education Director will designate staff to monitor radio, Internet, and other media for information onincident conditions that caused the shelter-in-place. The Education Director will contact and consult withpublic safety officials as appropriate and be prepared to announce additional procedures due to changingconditions of the incident, or to announce an “All Clear.”School employee responsibilities: Move students into designated safe areas such as inside rooms with no windows, bathrooms,utility closets or hallways without large windows or doors. Close classroom doors and windows when leaving. Have everyone kneel down and be ready to cover their heads to protect from debris, ifappropriate. All persons must remain in the shelter until notified by the Education Director or public safetyofficial that it is safe to exit.Fire Response Procedure.Any staff discovering fire or smoke will activate the fire alarm, and report the fire to the Education Director,or call 911 if conditions require and/or injured are in need of medical assistance. Staff, students, and5

visitors will immediately evacuate the building using prescribed routes or alternate routes to the assemblyareas.No one may re-enter building(s) until it is declared safe by the fire department.Once the fire department arrives, it is critical to follow the instructions of, and cooperate with, the firedepartment personnel who have jurisdiction at the scene.The Education Director will call or direct staff to call 911 to confirm the alarm is active, identify the schoolname and location, provide exact location of the fire or smoke, if any staff or students are injured, andstate the building is being evacuated. The Education Director will ensure that staff, students, and visitorsimmediately evacuate the building using prescribed routes or alternate routes due to building debris to theassembly areas. Assembly areas may need to be relocated because of the building collapse or unsafeareas from the fire. The Education Director will designate staff to obtain student roll from instructors andidentify any missing students.The Education Director will not allow staff, students or guests to return to the building until the firedepartment with jurisdiction over the scene has determined that it is safe to do so and given the “AllClear”.School employee responsibilities: Take the class roster and first-aid kit and any other supplies or resources relevant to the incidentand lead students as quickly and quietly as possible out of the building to the designatedassembly area. Use alternate escape routes if the regular route is blocked or there is a safety hazard. Assist or designate others to assist students with functional needs. Close the classroom door and turn out the lights upon exiting and confirm all students andpersonnel are out of the classroom. Take attendance at the assembly area. Report any missing students or staff members and/or anyinjuries to the Education Director or the emergency response personnel at the scene. Keep class together and wait for further instructions. Remain in safe area until the “All Clear” signal has been issued.No one may re-enter building(s) until it is declared safe by the fire department.Medical Emergency Procedure. These procedures are in place to assist staff, students, and guests inthe event of a medical emergency.The School’s staff should: Quickly assess the situation.
