EducationRedwood Area School District is a progressive school district that servesapproximately 1,100 students in grades K-12 from the communities of Redwood Falls,Morton, Belview, and the surrounding area. In addition, they also provide EarlyChildhood Family Education classes, Cardinal Kids Club child care for 3 and 4 yearolds, School Age Child Care, Early Childhood Special Education, and an AlternativeLearning High School Program.The schools in the District include Reede Gray Elementary, which serves students inPre K through Grade 4. Redwood Falls Police DepartmentThe Mission of the Redwood Falls Police Department is the protection of human life and property through vigorousprevention, investigation of criminal activity, and to maintain the highest quality of life for the community.The Redwood Falls Police Department provides 24-hour law enforcement protectionto the City of Redwood Falls. The Department is made up of a Chief of Police,Assistant Chief of Police, two Patrol Sergeants, one School Resource Officer, sixPatrol Officers, and two Administrative Assistants. On average, the Redwood FallsPolice Department typically generates 6,000 Incident Complaint Report’s (ICR) peryear. ICR’s are used to document all calls for service or other police activity suchas directed patrol or school presentations.The Redwood Falls Police Department is housed in the Redwood County LawEnforcement Center (LEC). The LEC is also the home of the Redwood County Sheriff’sOffice, Redwood County Jail/Dispatch Center, the Redwood County Emergency Manager, and the Minnesota State Patrol. The BLR-ERU team responds to a variety ofsituations that require more personnel, training, or equipment than can be carried out by aregular patrol officer staff.North Memorial Ambulance ServiceThe Redwood Falls Police Department responds to all medical emergency calls within the Citywhere they assist the North Memorial Ambulance Service.Drug Task Force (DTF)The Department is an active participant in the Brown, Lyon, Redwood, Renville Drug Task Forcespecializing in the investigation of drug trafficking within the member agencies’ jurisdictions, andthey work with other drug task forces as well as state and federal agencies to combat drug trafficking in their area of responsibility.

Police Department Programs– Cont’dSchool Resource OfficerThe Redwood Falls Police Department has one full-time School Resource Officer (SRO) that works in the Redwood Valley Middle/HighSchool and Reede Gray Elementary School. In the summer, the SRO is placed into the rotation with other patrol officers.Drug Take Back ProgramThe Department, along with the Redwood County Sheriff’s Office, have been in partnership since 2011 to stem the flow of old and unusedprescription drugs into the hands of people who use them illegally. Their program allows for the year round collection of prescriptiondrugs through the use of a MedReturn container located in the Law Enforcement Center lobby.Driver Diversion Pilot Program (DDP)In 2014, the Redwood Falls Police Department started participation in the Driver Diversion Pilot Program. The program is designed tosupport participants and give them a path to becoming a valid driver after their license was suspended or revoked.Police Award ProgramThe City Council adopted an award program in 2012 to promote excellence in law enforcement and recognize outstanding performance ofits members as well as citizens who significantly support and assist the Redwood Falls Police Department mission.Towards Zero Death (TZD) Traffic Enforcement GrantThe Department is a part of the Worthington Grant Coalition. The grant funds overtime for officers to go out and specifically target trafficviolations including DWI, texting while driving, seat belts, and speed. The Department has won awards for traffic enforcement effortsthrough the Safe & Sober Challenge Grant in 2003, 2008, 2009, and 2011.Project LifesaverThe Redwood Falls Police Department participates in the Project Lifesaver program with a mission is to provide timely response to savelives and reduce potential injury for adults and children who wander due to Alzheimer’s, autism, and other related conditions.Equipment and TechnologyThe Redwood Falls Police Department utilizes digital ARMER radios and is dispatched through the Redwood County Sheriff’s OfficeDispatch Center. The Department has three fully marked squad cars each equipped with a squad computer, Watchguard wireless dashcamera system, radar, and medical supplies and equipment. The other vehicles consist of two unmarked vehicles and the SchoolResource Officer’s squad car.In 2013, the Department converted to a new records management and computer aided dispatch system from Law EnforcementTechnology Group (LETG). LETG allows officers to perform their data entry and job functions from their squad cars allowing greatercommunication among agencies within Redwood County. It is a nearly paperless system for conducting police business.

Chief of Police Core Duties Ensures emergency assistance is administered. Ensures that public safety information and community serviceinformation is distributed. Attends meetings and serves on committees, boards, and agenciesrelated to promoting crime prevention and improving lawenforcement. Develops and recommends new or modified ordinances which areconsistent with applicable laws, but enable the City to increase theeffectiveness of local law enforcement, community policing, and citizen education programs. Develops and leads the presentation of community-based initiatives designed to promote support and understanding of local lawenforcement, community policing, and education programs through increased interactions of department personnel at all levels withcitizens and community groups in circumstances other than an enforcement role. Develops and implements programs and procedures to ensure security of commercial and residential property. Makes periodic public addresses concerning police operations and law enforcement. Serves as a liaison for County, State, and Federal agencies and assists with law enforcement activities and administration. Establishes operational procedures for attaining objectives and providing services. Investigates citizen activity that threatens the safety, legal rights, and property of others. Develops and implements policies and programs that deter criminal and antisocial behavior. Represents the City in mutual-benefit law enforcement programs and promotes intra-agency relationships that benefit the City andsurrounding Cities or Counties due to coordinated efforts and resources. Oversees and/or performs the complete and timely preparation and submission of State required reporting and relateddocumentation by established deadlines in addition to ensuring that deadlines and security protocols are followed for all Departmentfiles and related documentation. Confers regularly with the Police Commission and City Administrator to review all aspects of Department operations, update themon new developments, recommends/requests new or modified policies and protocols which will improve the Department’s overalleffectiveness and efficiency, and reports on issues and ideas from the law enforcement field with direct application to the City ofRedwood Falls. Prepares and reviews operational and administrative reportsand provides recommendations to the City Council. Prepares annual staffing and staff development plans,Department budgets, anticipated technology/equipment needs,and measurable criteria to evaluate the Department’s overallperformance against established and approved plans.

Chief of Police Core Duties–Cont’d Leads the operations of the Department and oversees, manages, and directs the staff,the work, and work activities of the Department in alignment with the vision anddirectives of the City Council. Assists in hiring processes. Develops and prioritizes work assignments to facilitate completion of work in a safeand efficient manner; prepares weekly reports of work planned and work completed. Recruits, manages, and develops staff by establishing goals and objectives, providingeffective feedback and development opportunities, ensuring employees receive properon-the-job training, and performance management. Conducts evaluation of job performance for assigned personnel on a routine basis which includes performance improvement plansand discipline. Develops and maintains a good working knowledge of all City and Department policies and procedures to help facilitate compliancewith such policies and procedures by all assigned personnel. Develops respectful and cooperative relationships with colleagues, the public, and outside vendors to help establish and maintainRedwood Falls’ reputation as a well-maintained City.
