This strong and proactiveorganization is the ethical backbone of an industry that is often perceivedas fair game by local governments when it comes to undue taxation andregulation.The vital area of legislative advocacy is the domain of ARDA-ROC(Resort Owners Coalition). Timeshare owners often find themselves in acatch-22: They are either perceived as hotel guests and subject to TransientOccupancy Tax (TOT) or as homeowners who should pay full propertytaxes based on the current sales price of all units rather than the appropriatefair market value of those units. ARDA-ROC is the only organization thatexists purely to defend the rights of timeshare owners—they are the tirelesswatchdogs on guard to stop abuses on the community level before theyhave the opportunity to become state policies.A recent triumph in the South Lake Tahoe area is a prime example: A localballot initiative proposed a 60 per timeshare owner annual fee to fund localschools. If the initiative passed, it would relieve Tahoe homeowners of a 100fee and pass it on to a group they considered “outsiders.” In a mere 10 days,ARDA-ROC organized and defeated the measure.To ensure that this designated advocacy group can continue to fightunjust legislation and arbitrary discrimination, each WorldMark owneris being asked to voluntarily contribute 5 a year to ARDA-ROC whenpaying annual WorldMark dues—less than 2 a day. Annual Meeting DateCurrently our bylaws read that the annual meeting must be on thethird Thursday of October each year. Because more than 1,000owners now attend the meeting, it is becoming difficult to find alocation to host such a large group. When we have only one day outof the year to work with, it severely adds to the challenge of securinga suitable location. The requested bylaw change gives the boardsome latitude to change the date if need be to secure a location.Midweek and Limited Weekends2. Budget Material DistributionThe WorldMark bylaws now read that the annual budget materialwill be distributed to the owners 45-60 days prior to the first ofthe year. Our budget development schedule does not come toclosure until December. This does not allow us enough time to getthe material out to owners in the required timeframe. The bylawchange will ensure that budgets are provided to owners no later than90 days after the first of the year. This will allow us to include thebudget in the March issue of Destinations magazine, which is themost cost effective way to distribute the material.Midweek Only3. Insurance DeductiblesThe current bylaws were written back in the late 1980s, andthe deductible clauses required for WorldMark insurance needswere based on market conditions for that time period. Both thedeductible levels for Fire and Extended Coverage and Liabilityinsurance need to change from 250 and 1,500 respectively to themost cost effective levels as determined by market conditions at thetime the policies are renewed each year.
