COMMERCIAL DRIVER’S LICENSE PROGRAM1. The legal basis for CDL and CDL testing is found in 49 CFR 383 and in each U.S. jurisdiction’sconstitutional power to legislate for the safety and welfare of its citizens.2. The CDL tests are used to assist in the making of a licensing decision.3. The CDL test meets all testing requirements set forth in 49 CFR 383.4. The CDL test system is not designed to measure successful completion of the trainingrequirements of:A. Truck or bus companiesB. Truck or bus associationsC. Commercial or private truck driver training schoolsD. FHWA’s Model Truck Driver Training CurriculumE. Professional Truck Driver Institute of America’s (PTDIA) truck driver training curriculum.5. The knowledge and skill requirements for a professional truck or bus driver are much moreextensive than set forth in 49 CFR 383.6. CDL knowledge tests are designed to determine if the person meets the minimum knowledgerequirements set forth in 49 CFR 383 for the safe operation of the commercial vehicle class andtype the person expects to operate.7. The CDL Manual is designed to contain all information required for CDL applicants to meet theminimum knowledge requirements set forth in 49 CFR 383 for the safe operation of differentclasses of commercial motor vehicles. In addition, the manual includes specialized knowledgerequired of drivers who wish to be qualified to drive buses, tank vehicles, vehicles transportinghazardous materials and/or a combination vehicle.8. The CDL Manual provides all information needed by a CDL applicant to pass the CDL tests.9. CDL skills tests are designed to determine if the person can demonstrate the minimumknowledge and skills set forth in 49 CFR 383 for the safe operation of the commercial vehicleclass and type the person expects to operate.Trailers over 102” wide and combinations over 75’ long are Not Permitted at skills test testing sites.If you have a larger vehicle, please contact the Driver License Center directly to see if the testingsite can accommodate your vehicle. Federal and State law require vehicles to be empty whileoperating on a commerical learner’s permit during the CDL skills test.Vehicles used in the transportation of hazardous materials displaying placards will not be tested.The vehicle must be empty. If it is a tank vehicle used in the transportation of hazardous materials,the tank must be purged. A letter stating that the tank has been purged including vehicleinformation, date and time is required. Purging of the tank vehicle must be performed prior totesting and within 72 hours. Human trafficking is modern-day slavery. Traffickers use force, fraud and coercion to control their victims. Any minorengaged in commercial sex is a victim of human trafficking. Trafficking can occur in many locations, including truck stops,restaurants, rest areas, brothels, strip clubs, private homes, etc. Truckers are the eyes and the ears of our nation’shighways. If you see a minor working any of those areas or suspect pimp control, call the National Hotline and reportyour tip:1-888-373-7888 (US)1-800-222-TIPS (Canada)For law enforcement to open an investigation on your tip, they need “actionable information.” Specific tips helpfulwhen reporting to the hotline would include: Descriptions of cars (make, model, color, license plate number, etc.) and people (height, weight, hair color, eyecolor, age, etc.) Take a picture if you can. Specific times and dates (When did you see the event in question take place? What day was it?) Addresses and locations where suspicious activity took placeTrafficking Red Flags to Look for: Lack of knowledge of their community or whereabouts Not in control of own identification documents (ID/passport) Restricted or controlled communication--not allowed to speak for self Demeanor: fear, anxiety, depression, submissive, tense, nervousQuestions to Ask: Are you being paid? Are you being watched or followed? Are you free to leave? Come and go as you please? Are you physically or sexually abused? Are you or your family threatened? What is the nature of the threats?Report by Email: Report@PolarisProject.orgWarning: Please do not approach traffickers. Call the hotline, and they will call the FBI and local police to deal withthem and rescue the victims. Approaching traffickers is not only dangerous for you and their victims but could lead toproblems in the eventual prosecution of traffickers.
