Background:A decade of conflict, displacement and emergencies in most Sudan States has left an entire generation without access toeducation. Around 2.9 million children, aged 6 to 13 years, are not receiving basic education, resulting in Sudan having the highestout-of-school rate in the Middle East and North African (MENA) region. Children in rural and nomadic areas are 1.8 times morelikely to be out of school compared to children in urban areas. These children and youth have been marginalized and, due to loweducational opportunities and lack of life-skill development, face multiple challenges to employability. Contributing to thesebarriers and marginality are the intersecting disparities of poverty, gender, child labour, conflict and disaster, living in rural areasor disadvantaged states/regions and being displaced or nomadic. Other factors impacting on access to education, are the lack ofschools/classrooms or poor learning environment in the existing schools.School construction and rehabilitation is crucially required in Sudan to increase access to safe and protective learning spaces toaddress the needs of out of school children in UNIECF targeted states, especially in rural, IDPs and nomadic areas. If schools andclassrooms are unsafe, unhygienic, in poor condition, overcrowded, or have a shortage of equipment, this is not only detrimentalfor school access and attendance but also affects students’ learning, especially girls. UNICEF, MOE and Education partnerssupports construction and rehabilitation of classrooms as strategy to response to the increased demand for education resultedfrom the enrolment campaigns and intensive community awareness and mobilization activities. Provision of additional safe andprotective learning spaces through this project will not only improve access to education but also will contribute to the longterm goal of retaining vulnerable children in schools.The objective of this project is to improve access to education for vulnerable children in West Kordofan through construction of16 school units, and 11 gender sensitive latrines with hand washing facility, in 18 school in 3 localities.Basic objectives of Company/ Contractor Services:Ensure completeness, preparation and accuracy of the technical packages before start commencing of the construction activities.Ensure the implementation work in accordance with expected high quality and in line with time schedule.Page 1 of 7

Basic objectives of consultancy/contractor (assignment) services:3.1. Ensure completeness, preparation and accuracy of the attached technical packages before start commencing of theconstruction activities.3.2. Ensure the implementation schools in accordance with UNICEF expected quality work and be in line with timeschedule.3.3. 4.SCOPE OF WORK, ACTIVITIES, TASKS, DELIVERABLES:The initial assessment and preparing of design is already carried by UNICEF and third part while the actual construction workwill be done by Contractors.Preliminaries:All contractors are to visit site to view the works outlined in the Scope of Works. If a contractor quotes without viewing the site,it will be at their own risk. All work shall conform to American Society for Testing Material (ASTM), available specifications, andas directed by UNICEF as well as architectural and engineering standards and norms applicable for Republic of the Sudan.Site preparation:The contractor shall prepare the limits of work prior to starting the physical work at site. The work shall consist of clearing, andother objectionable material from within the limits of work.Contractor Shall: Provide for transportation of workers, equipment, and material to and from the construction site. Provide feeding of worker (if necessary). Remove any refuse and debris from the site each day and at the completion of the job and dispose of in an approveddisposal site. Clean up any hazardous material spills from the site The contractor shall provide safety equipment and all required tools and equipment to complete the project. The contractor shall provide work schedule showing starting and completion of the project and the date and timeplanning to work. The contractor shall protect all existing surfaces and equipment in the area of work. Protection materials provided bythe contractor. The Contractor will repair or replace at his own cost if anything damaged due to the negligence of thecontractor. Work should be done causing minimum disturbance to the students if the education program is ongoing in the targetedschools. The contractor is responsible to complete the works 100% as per BoQ & specification.QUALITY CONTROL A site supervisor/ Civil Engineer that has a minimal knowledge of English must always be present. One site supervisorfor each school and one project manager for each lot. Site supervisor will ensure the material is not damaged prior to or during installation and that standard industrypractices as defined in the ASTM, are followed at all times. The final inspection will be held with the Client and the site supervisor to inspect for quality of the finished works.SAFETYSite supervisor will ensure that all equipment used during the project is in safe operating condition. All personnel on the job sitewill be given the appropriate safety equipment. The Client reserves the right to stop the work if any unsafe conditions are found.Project management and overall monitoringUNICEF Construction engineer will manage the project in close collaboration with field offices, through Construction Engineer.The Construction Engineer will coordinate technically with all parties involved (i.e. Contractor, UNICEF engineer and field office).The Construction Engineer /Technical extender will conduct regular monitoring to site together with contractor to verify thatconstruction works are progressing on time, as per budget and adhere to the agreed design and specifications. He/She will alsoconduct weekly progress meetings with the contractor to avoid any misunderstanding or technical issues that rise with at thesite and address the problems.Page 3 of 7

For late completion of work or for work not which does not meet UNICEF’s specifications and are therefore rejectedby UNICEF, UNICEF shall be entitled to claim liquidated damages.Commencement and Duration of work:The contractor shall mobilize resources and commence the services immediately following signature of the Contract withUNICEF and handover the construction site. The total duration to complete the task is 9 months and one-year defectliability period (DLP).Responsibilities of the contractorThe Responsibility of the contractor will be as the following without being limited to:Contractor is responsible to plan, execute, supervise, inspect and direct the construction works as per BOQ, drawing and technicalspecifications. Deploy qualified technical staff as mentioned in the agreement.Ensure that the materials are protected in the site as per the engineering standardTake necessary action to ensure safety at the site for the workers and third party and submit a detailed safety andsecurity plan prior initiating the work.Get prior approval for all the construction materials from the UNICEF engineer by submitting sample or cataloguein advance.Attend the progress meeting with UNICEF engineerReporting weekly, monthly the progress of the actual works to the UNICEF engineerReport about the incidents to UNICEF through consultancy firm, with affect progressPrepare invoice and measurement of actual work done and submit to UNICEF for review and approvalContractor will be liable until the completed building is handed over to the Government relevant department. Thesubstantial completion letter will be issued after the handover of the building, and the project will be entered to DLPfor the duration of 12 months.Base on the Work Plan, the Contractor shall prepare resource plan that shall be approved by the UNICEF. Alldelivery of materials shall be as per the resource plan including skilled and unskilled labours.Contractor will strictly follow the Work Plans. In case of deviation from the Work Plans, the contractor shall bringto the notice of UNICEF Engineer with credible reasons. UNICEF shall decide whether some time can make up thebacklogs; otherwise, the contractor shall make up the back logs with extra hours worksPage 6 of 7
