Offenses Reported in Washington State NIBRSThere are two (2) categories of offenses reported in NIBRS, Group “A” and Group “B.” It is important todetermine which category an offense belongs to because depending on whether a crime is a Group “A” or“B” offense, either a Group “A” Incident Report or a Group “B” Arrest Report must be submitted.Group “A” OffensesThe following offenses are reported in Group “A” Incident Reports. Offense Definitions and Mandatory EntriesGroup A Mandatory Data ElementsThe following pages include Group A offense definitions with mandatory, conditional, and optionalentries. The Administrative, Offense, Victim, and Offender Segments are required in the submissionof all incidents.OffenseAnimal Cruelty(Crime AgainstSociety)Arson(Crime AgainstProperty)Assault Offenses(Crime ory EntryIntentionally, knowingly, or recklesslytaking an action that mistreats or kills anyanimal without just cause, such astorturing, tormenting, mutilation,maiming, poisoning, or abandonment;included are instances of duty to providecare, e.g., shelter, food, water, care if sickor injured; transporting or confining ananimal in a manner likely to cause injuryor death; causing an animal to fight withanother; inflicting excessive or repeatedunnecessary pain or suffering, e.g., usesobjects to beat or torture an animal. Thisdefinition does not include propermaintenance of animals for show orsport; use of animals for food, lawfulhunting, fishing, or trapping.To unlawfully and intentionally damageor attempt to damage any real or personalproperty by fire or incendiary device.Fires of unknown or suspicious origin arenot to be included. If both forced and unforcedentries are involved, enter F. A forcedentry is where force of any degree or akey is used to unlawfully enter a buildingor other structure.
