4 Institutional Purpose and GoalsInstitutional Purpose and GoalsStatement of PurposeTSTC’s purpose or mission is described in Texas Education CodeSection 135.01:“The Texas State Technical College System is a coeducational two-yearinstitution of higher education offering courses of study in technicalvocational education for which there is a demand within the state ofTexas.Texas State Technical College System shall contribute to theeducational and economic development of the State of Texas byoffering occupationally oriented programs with supporting academiccoursework, emphasizing highly specialized advanced and emergingtechnical and vocational areas for certificates or associate degrees.The Texas State Technical College System is authorized to serve theState of Texas through excellence in instruction, public service, facultyand manpower research and economic development. The system’seconomic development efforts to improve the competitiveness ofTexas business and industry include exemplary centers of excellencein technical program clusters on the system’s campuses and supportof educational research commercialization initiatives. Throughclose collaboration with business, industry, governmental agenciesand communities, including public and private secondary andpostsecondary educational institutions, and the system shall facilitateand deliver an articulated and responsive technical education system.In developing and offering highly specialized technical programs withrelated supportive coursework, primary consideration shall be placedon industrial and technological manpower needs of the state. The TSTC System 7The TSTC SystemTexas State Technical College (TSTC) was established in 1965 as theJames Connally Technical Institute (JCTI) of Texas A & M University tomeet the state’s evolving workforce needs. This college was located inCentral Texas at the former James Connally Air Force Base in Waco. Atthe time, Governor John Connally predicted that it would be “the mostsophisticated technical-vocational institute in the country.”In 1967, JCTI expanded to include a South Texas campus in Harlingen. In1969, the colleges separated from Texas A&M University and became anindependent state system, with the name Texas State Technical Institute(TSTI) and its own Board of Regents. Additional campuses werecreated in 1970 in Amarillo in the Panhandle of Texas and in Sweetwaterin West Texas. As the demand for quality technical education continuedto grow, extension centers were established in McAllen (1983), Abilene(1985), Breckenridge (1989), Brownwood (1991), Marshall (1991),Ingleside (2011), and Red Oak (2013). In 1991, TSTI was renamed TexasState Technical College (TSTC). In 1999, the extension center in Marshallbecame an independent college of the system.Today, serving as the state’s college for workforce and economicdevelopment, TSTC offers new, emerging and customized curriculumat four colleges: TSTC Harlingen, TSTC Marshall, TSTC Waco, andTSTC West Texas, which has campuses in Abilene, Breckenridge,Brownwood, and Sweetwater. In addition, programs and customizedtraining are offered at partnership centers throughout the state.TSTC is the only state-supported technical college system in Texas.TSTC’s statewide role and mission is to efficiently and effectivelyhelp Texas meet the high-tech challenges of today’s global economy,in partnership with business and industry, government agencies,and other educational institutions. 8 Governance and AccreditationGovernance and AccreditationThe TSTC System is governed by a nine-member Board of Regentsand operated under the direction of a systemwide Chancellor. TheseRegents, who provide a statewide perspective, are appointed by thegovernor to six-year terms. The Board meets quarterly to provideleadership and enact policies for the successful management andoperation of the system. 10 Admissions InformationAdmissions Information Campus ToursProspective students and their families are strongly encouraged tovisit TSTC before registering for classes. During a campus visit, eachprospective student is assigned to an recruitment specialist whoserves as a personal contact to help in the transition to college andthe admissions process. Contact the Student Recruitment Office toschedule an appointment with an recruitment specialist and a campustour. Admission Requirements General Admission RequirementsStudents who apply for admission into college credit programs maybe admitted to any college within the Texas State Technical CollegeSystem under any of the following categories. These apply to studentsin college credit programs. Graduate from a high school accredited by a state department ofeducation and/or a recognized regional accrediting association.Transfer from another college, university, or other higher educationinstitution that is regionally accredited.Complete a GED Certificate (General Education Development), ascertified by a state education agency.Meet international student criteria. Potential students who arenot United States citizens must present proper documentation foran appropriate visa category. Additional information relating toacademic background and financial support, as well as a personalinterview, may be required for admission. See “Internationalwww.tstc.edu 800-852-8784Students” under the Admission Procedures section for furtherinformation.Meet individual approval criteria. Potential students who do notmeet any of the above requirements and are age 17 or older and nolonger attending high school may be admitted through individualapproval.Meet exceptional admission criteria. Potential students who areunder age 17 may be admitted through the exceptional admissionprogram under one of the following categories, provided theypresent sufficient evidence that they can do college-level work asdetermined by the institution. Age 16 or older and currently enrolled in high school without adiploma or GED, or age 16 and a graduate of an unaccreditedor home high school. Age 16 and no longer attending high school, or age 15 oryounger.Submit Proof of Bacterial Meningitis Vaccination: (For studentsunder the age of 22). All new students, transfer students andstudents who have taken a leave of absence from school in either afall or spring semester must have received the Bacterial MeningitisVaccination during the five-year period immediately precedingand at least 10 days prior to the first day of the semester enrolledor re-enrolled.Additional Program Admission RequirementsSome college credit programs have additional requirements that mustbe met before students may be admitted into those particular programs.These may include minimum scores on the admission placement testor other departmental tests, a physical standards statement assessingtheir physical capabilities for the program, letters of recommendation,or other program-specific requirements.
