January 10, 2020Dear President Cabrera, Provost Bras, and Vice President Fortner:We are writing to urge you to eliminate the Special Institutional Fee (SIF) and work to reduceother mandatory fees for graduate students at Georgia Tech.As you are aware, each year graduate students are required to pay the 1,032 SIF and 1,748 inadditional mandatory fees [1]. Because mandatory fees are not covered by tuition waivers forstudents supported as graduate teaching assistants (GTAs) and graduate research assistants(GRAs), they must be paid out-of-pocket; rolling mandatory fees into tuition would effectivelyeliminate them for GTAs and GRAs.As you are also aware, in 2015 Georgia Tech requested that the University System of Georgiareduce the SIF for graduate students each year until it was eliminated [2,3]. Unfortunately, thefee was only reduced twice [3], and has remained at 344 per semester ( 1,032 per year) since2017.Mandatory student fees have a significant effect on both prospective and current graduatestudents: For prospective students, these fees send a powerful signal about the Institute’s level ofsupport for its graduate students and serves as a strong financial disincentive to attendGeorgia Tech; the total out-of-pocket fees paid by graduate students at Georgia Tech aresignificantly higher than at peer institutions. For current graduate students, these fees are particularly onerous as the cost of living inAtlanta continues to rise [4]. This places undue strain on the financial health of graduatestudents, including the graduate student employees who form the backbone of theInstitute’s research and teaching missions.We call on the administration of Georgia Tech to:1. Request that the University System of Georgia eliminate the SIF or roll it into tuition;2. Make fees such as the athletic fee, transportation fee, and technology fee voluntary, sincenot all graduate students utilize these services; and3.
