COSMETOLOGYPURPOSETo evaluate each contestant’s preparation foremployment and to recognize outstandingstudents for excellence and professionalism inthe field of cosmetology.First, download and review the GeneralRegulations at: http://updates.skillsusa.org.ELIGIBILITYOpen to active SkillsUSA members enrolled inprograms with cosmetology as the occupationalobjective.CLOTHING REQUIREMENTClass F: Contest Specific — Cosmetology Official SkillsUSA white dress shirt.Black dress slacks.Black socks or black or skin-tone seamlesshose.Black leather work or dress shoes.Note: A white cosmetology smock can be wornwith the white dress shirt.These regulations refer to clothing items thatare pictured and described at:www.skillsusastore.org. Shampoo and conditionert. Coil cottonu. All competitors must create a one-pagerésumé and submit a hard copy to thetechnical committee chair atorientation. Failure to do so will resultin a 10-point penalty.Note: Check the Contest Guidelines and/orthe updates page on the SkillsUSA website:http://updates.skillsusa.org.SCOPE OF THE CONTESTThe contest is defined by industry standards asidentified by SkillsUSA technical committee,which includes Burmax Co. Inc., FantasticSam’s, Marianna, Milady, RegisCorp./Supercuts, SportsClips and Pivot PointInternational.The contest is divided into four separate skillperformance tests and one written examinationand an oral communications competition.Knowledge PerformanceThe contest will include a written knowledgetest of 50 multiple-choice questions assessingknowledge of cosmetology. Contestants willhave 45 minutes to complete the exam.Skill PerformanceAn oral communications test will assesscontestants’ verbal presentation skills. The fourseparate skill performance tests assess skills inhaircutting, hair styling and long-hair design atmultiple performance stations. Creativity is

assessed in the long hair design test, whilehaircutting is tested in the re-creation of onewomen’s and one men’s haircut from aphotograph. The technical skills are assessedthrough a uniform layered haircut.1.41.51.6Contest Guidelines1. The contest rules will be reviewed the daybefore the contest. After the review session,contestants, in their required dress code,will take the oral communications andwritten test. Contestants will then beescorted to the contest site to receive finalinstructions.2. The long hair mannequin will be coloredand judged on site.3. All contestants must keep their work areaclean and organized.4. All contestants must follow sanitation andsafety procedures throughout the contest.5. Professional attitude and communicationare expected throughout the contest.6. Once time is called, contestants must stopworking. Touching the hair of themannequin or model after time is calledwill result in three penalty points.7. Cellphones must be turned off during thecontest.8. For the parade finale, the contestant’sname, school, city, state and advisor will beannounced. Contestants will present theircompleted mannequins to the audience.9. The technical committee will supplymannequins and holders for all areas ofthis contest. If this changes in any givenyear, contestants will be responsible forsupplying their own mannequins andholders.10. For the long hair design station, noornaments or hairpieces are allowed. Noeyelashes are allowed.Standards and CompetenciesCO 1.0 — Long Hair Design: Create a long hair design ofyour choice within a one-hour time period1.1Style hair to produce a range of specialeffects in an upswept position1.2Incorporate applicable techniques suchas braiding, twisting, rolls, loops, etc.1.3Secure hair with hair pins, bobbie pinsand bands as applicableCosmetology, 2021 21.71.8Create a design that is clean, smooth,showing no back combing, and backbrushing under the finished styleCheck that hair pins, bobbie pins andbands are not exposedDemonstrate balance, proportion andform in the finished designShow control of texture and control ofhair direction in the finished designIncorporate current trendsCO 2.0 — Men’s or Women’s Long-Hair Cut and Design:Duplicate a haircut and style that has been selected by thenational technical committee within a 45-minute time period2.1Duplicate the haircut using shears,thinning shears, texturizing shears, razorand/or clippers as needed2.2Duplicate the length, design line andtextured look of the selected cut2.3Duplicate the finished design using blowdryer or thermal tools such as curlingiron, flat iron, etc., as needed2.4Use appropriate styling products toduplicate the selected haircut2.5Duplicate the balance of form, control oftexture and the control of the hairdirectionCO 3.0 — Men’s or Women’s Short Cut and Design:Duplicate a determined haircut and design that has beenselected by the national technical committee within a 45minute time period3.1Duplicate the haircut using shears,thinning shears, texturizing shears, razorand/or clipper, as needed3.2Duplicate the length and design line ofthe selected cut3.3Duplicate the finished design using blowdryer, or thermal tools such as curlingiron, flat iron, etc., as needed3.4Use appropriate styling products toduplicate the selected haircut3.5Duplicate the balance of form, control oftexture and the control of hair directionCO 4.0 — Uniform Layer Haircut (90 Degree) (see drawingat end) Haircut Procedure: Create a uniform layer (90degree) haircut and design with criteria selected by thenational technical committee within a 45-minute timeperiod, styling the hair with hair dryer and fingers only4.1Assemble tools (shears, comb and blowdryer) and prepare station
