1. ESTABLISHMENT OF A NEW PRACTICAL NURSE REFRESHER PROGRAMINTRODUCTIONThe Council of the College of Licensed Practical Nurses is mandated by the Health Professions Act (HPA) toreview and approve any proposal to establish a new practical nurse refresher program in Alberta. TheEducation Standards Advisory Committee (ESAC), a subcommittee of the Council, is authorized to revieweach proposed program and report to the Council with its recommendations.OVERVIEW OF PROGRAM APPROVAL PROCESSAny new Practical Nurse (PN) Refresher Program, including but not limited to; a program offered by aninstitution that has previously brokered an ESAC approved practical nurse refresher program, a newprogram offered by an institution not previously offering a practical nurse refresher program in Alberta, anew brokering arrangement or a new partnership arrangement must be approved by the Council prior toprogram implementation.A College wishing to develop a new practical nurse refresher program is expected to preparedocumentation addressing the Standards for Approval of Practical Nurse Refresher Programs in Alberta(2020).The application procedure consists of a letter of intent and a full program review.Establishment of a New PN Refresher ProgramApproved: June 30, 2020Page 1 of 7

2. LETTER OF INTENTA LETTER OF INTENT to establish a new practical nursing refresher program must be sent to the ChiefExecutive Officer of the College of Licensed Practical Nurses of Alberta not less than six months prior tothe anticipated commencement of the program.This letter of intent should include your enrolment plan, student demand analysis, labor market analysis,evidence of a clinical placement plan for use by your program, documented learner support and evidenceof consultation with government, employers and industry.ESTABLISHMENT OF A REVIEW TEAMOnce the CEO establishes that the letter of intent contains all the required elements (as listed above),direction will be given to the Chair of ESAC to establish a Sub-Committee Review Team.The PSI will receive a letter with directions for submission of program review documents (see next page).The Chief Executive Officer and ESAC Chair should both receive an electronic copy of the submission.ESAC does not meet during the summer months (July and August). 3. PROGRAM REVIEWSUBMISSION OF PROGRAM REVIEW DOCUMENTSPSIs (Programs) are required to complete and submit the following documentation:1. Self-Study Data Collection Guidelines Template2.Any supporting evidence as listed in the self-study guidelines3. Confirmation that professional registrations have been vetted (template for 1.1)REVIEW OF DOCUMENTS AND SITE VISIT1. An ESAC sub-committee (review team) will complete a comprehensive review of all the submitteddocumentation.2. The review team will advise the applicant of any additional information required prior to the onsitevisit.3. A site visit will be conducted by the review team to evaluate the capacity of the PSI to deliver theprogram according to the ESAC PN Refresher Education Standards (2020).4. 4. PROGRAM APPROVAL1. The review team will prepare the report, which will be reviewed by the Education StandardsAdvisory Committee (ESAC) at the next scheduled meeting.2. ESAC will finalize the report and make a recommendation to the CLPNA Council.3.The Council of the CLPNA will advise the applying institution of the outcome of the review.4. 5. ONGOING REQUIREMENTSANNUAL REPORTSApproved PN Refresher programs are required to demonstrate ongoing compliance with the approvalstandards. This includes submission of an Annual Report to ESAC as scheduled and using the approvedtemplate(s). The annual report template will be provided to the program with instructions and reportingrequirements. In addition, the program must submit the “Program Declaration that ProfessionalRegistrations Have Been Vetted” template annually.PROGRAM REVIEW CYCLEOnce approved, the PN Refresher Program will complete a full review on a regular schedule (usually everyfour (4) years). This timeline may be negotiated with ESAC to coincide with PN Diploma Program reviewcycles to prevent duplication of paperwork and resources.Establishment of a New PN Refresher ProgramApproved: June 30, 2020Page 5 of 7
